TELEPHONE: (518) 792-5832 Osuchowski Building permit # 86-455 Big Boom Road Request for extension of building permit was denied, pending ah-. inspection of the structure. Inspection of this building revealed severe problems; in the "hipped" portions of the roof framing and in the basement floor/footing area. The building plans submitted did not contain framing detail for the hipped portions of the roof. Several of the jack-rafters, as well as the hip-rafters have been spliced. Some are of reduced size, and spliced as well. The bevel cuts on the rafter ends leave only about 32" to 4' as support over the top -plate, suggesting a real danger of rafter-splitting, under load. The basement floor has several splits in the concrete, but the walls have not cracked. In conversation with .the Engineer for the owner, I was told that this occured from freezing during the past winter and the footings appear to be intact. Following my inspection of the structure, I advised the owner to cease construction and do only such work as necessary to protect his structure from the elements. The Building Permit will be re-instated after drawings for repair are submitted and approved by this Department. Any other problems, existing or discovered by subsequent inspections, must be corrected before a Certificate of Occupancy is issued. THERE- CAN BE NO OCCUPANCY of this dwelling before the issuance of said Certificate. Any questions pertaining to any of the above, should be directed to: Victor Lefeb .re Code Enforcement Officer cc. There will be letters forthcoming from them. Be aware that you are operating an illegal dump-site and no further materials may be placed there. In addition, I inspected the exterior of your home under construction. The following inspections have been made: Footings- 7/30/86- Approved Backfill- 9/9/87- Partially approved Septic System- 7/25/87- Approved Framing, Plumbing rough-in, & Insulation 1/3/89-- Approved with reservations as to the method Of repairs to roof rafters specified by your Engineer. Please be aware that you may not occupy this dwelling until all final inspections have been made and a CERTIFICATE OF OCCUPANCY has been issued. I list here, some items that must be addressed in the near future: 1. The backfilling around the foundation has not been completed and the insulation is exposed and is deteriorating. 2. The siding is not complete, leaving sidewall insulation exposed to the weather. 3. The soffet & fascia area is open, leaving access for insects, rodents and possible water damage. 4. The roofing shingles.. appear to-be unfinished at the eaves edge of the roof, allowing roof water to run over the fascia, which. will hasten deterioation. I-=urge you to take immediate steps to correct the deficiencies listed above and protect your financial investment. As you know, The Building Department has given you numerous extensions of your Permit to allow- you extra time to complete your home. Also, as you will remember, you stated tome, over a year ago-, that you would not allow any further dumping on your property without proper permits. At this time, I am requesting that you contact us with some timetable for completion of this house. If we have_ not had contact within 48 hrs. of the receipt of this letter, we will be forced to take further action. /(7 ' Victor Le ebvre C.E.O. c.c. Inspection of this building revealed severe problems; in the "hipped" portions of the roof framing and in the basement floor/footing area. The building plans submitted did not contain framing etail for the hipped portions of the roof. Several of .the jack-rafters,: as well as the hip-rafters have been WI-Iced. Some are of reduped size and spliced as well. The bevel cuts on th rafter ends leave only about 31/2" to 4 ' as support over the top plate, suggesting a real danger of rafter-splitting, under load. The basement floor has severajsplits in the concrete, but the walls have not cracked. In conversation with the Engineer for the owner, I 4 was told that this occured prom freezing during the_ past winter and the footings appear to be intact. Following my inspection of the structure, I advised t5e owner to cease construction and do only such work as necessary to protect his structure from the elements.
