EROSION & SEDIMENT CONTROL NOTES
1. BEFORE ANY CLEARING OR GRUBBING OF THE SITE IS INITIATED, AND DURING
EARTHWORK PHASES, SEDIMENT TRAPS SHALL BE CONSTRUCTED IN ALL STORM
SWALES AND DITCHES AND AS INDICATED ON THE PLAN.
2. SEDIMENT TRAPS SHALL CONSIST OF PREFABRICATED DAMS OR CRUSHED STONE
PLACED TO FORM A PERVIOUS BARRIER IN THE SWALE OR DITCH.
3. AFTER EVERY STORM EACH SEDIMENT TRAP SHALL BE INSPECTED FOR FAILURES OR
CLOGGING, AND ANY FAILURE OR CLOGGING SHALL BE IMMEDIATELY CORRECTED.
4. ALL BARE EARTH AREAS SHALL BE SEEDED AND MULCHED AS SOON AS IS
POSSIBLE TO PREVENT EROSION, AND EVERY BARE EARTH AREA SHALL BE
SEEDED AND MULCHED BY OCTOBER 1st. TEMPORARY RAPID GROWTH COVER
CROPSS, SUCH AS ANNUAL RYEGRASS MAY BE USED FOR TEMPORARY SURFACE
STABILIZATION.
5. SMALL BENCHES AND TEMPORARY INTERCEPTOR DITCHES, INCORPORATING SEDIMENT
TRAPS, SHALL BE CONSTRUCTED WHERE LONG SLOPES ARE STRIPPED OF COVER
GRASSES, OR WHERE FILL AREAS ARE EXTENSIVE.
6. NEW SWALES AND UNLINED DITCHES SHALL INCORPORATE MATTING OR NETTING
OVER SEED AND MULCH WHEN THE INVERT SLOPE EXCEEDS 2%. ALL SWALES AND
UNLINED DITCHES SHALL BE SEEDED WITH REED -CANARY GRASS FOR FOUR(4)
FEET EITHER SIDE OF THE SWALE OR DITCH CENTERLINE, AT A RATE OF 25
POUNDS per ACRE AFTER JUNE, ALL SEEDED AREAS SHALL BE MULCHED WITH
STRAW IMMEDIATELY.
7. THE CONTRACTOR SHALL COMPLY WITH THE NEW YORK GUIDELINES FOR URBAN
EROSION AND SEDIMENT CONTROL AS PUBLISHED BY THE EMPIRE STATE CHAPTER OF
THE SOIL AND WATER CONSERVATION SOCIETY.
MAINTENANCE
1. SEDIMENT SHALL BE REMOVED FROM SEDIMENT TRAPS WHENEVER THEIR CAPACITY
HAS BEEN REDUCED BY 50%
2. ALL EROSION AND SEDIMENT CONTROL DEVICES SHALL BE INSPECTED WITHIN 24
HOURS OF A STORM EVENT AND REPAIRED AND/OR MODIFIED AS REQUIRED TO BE
GOOD WORKABLE CONDITION.
3. THE CONTRACTOR SHALL CONDUCT AN INSPECTION OF THE SITE ON A DAILY BASIS
TO COLLECT LITTER AND CONSTRUCTION DEBRIS AND DISPOSE OF LEGALLY.
4. ANY STOCKPILES OF FILL, TOPSOIL, EXCAVATED MATERIAL SHALL BE COVERED OR
CONTAINED BY SEDIMENT CONTROL FENCE TO PREVENT EROSION.
SEDIMENT & EROSION CONTROL REQUIREMENTS
CONSTRUCTION SEQUENCING
1. PRIOR TO START OF CONSTRUCTION, THE CONTRACTOR SHALL INSTALL
THE SEDIMENT CONTROL FENCING AROUND THE PERIMETER
OF THE CONSTRUCTION SITE AT THE EDGE OF EXISTING NATIVE VEGETATION AND
AS INDICATED ON THE PLANS AND DETAILS.
2. TEMPORARY SILT BASINS ARE TO BE CONSTRUCTED AS SHOWN ON THE PLANS.
THEY SHALL COLLECT STORMWATER RUNOFF FROM ALL AREAS OF PROPOSED ROAD AND
UTILITY CONSTRUCTION. BASINS SHALL HAVE A MINIMUM VOLUME OF 3,600 CUBIC FEET FOR
EACH ACRE OF TRIBUTARY AREA. BASINS SHALL ALLOW COLLECTED WATER TO FILTER
INTO THE EXISTING SANDY SOIL. IF NECESSARY CLEAN SEDIMENT OUT OF BASINS TO
MAINTAIN THEIR INFILTRATIVE CAPABILITY.
3. CONSTRUCTION OF THE BUILDING AND SITE INFRASTRUCTURE CAN THEN PROCEED.
4. FOLLOWING COMPLETION OF THE STORM DRYWELLS, THE CONTRACTOR SHALL INSTALL SILT
BARRIERS UPSTREAM OF THE DRYWELLS AND INSTALL FILTER FABRIC UNDER THE GRATES TO PREVENT
STORMWATER AND SILT FROM ENTERING THE DRYWELLS UNTIL THE SITEWORK IS COMPLETE
AND GRASS IS ESTABLISHED.
5. FOLLOWING COMPLETION OF ALL PLANTING AND THE ESTABLISHMENT OF ALL GRASS
AREAS, REMOVE ANY COLLECTED SEDIMENT, REMOVE THE SEDIMENT
CONTROL FENCING, REMOVE ANY DEBRIS FROM THE PERIMETER OF THE SITE AND DISPOSE
OF ALL WASTE MATERIAL IN A LEGAL MANNER.
STABILIZATION
1. THE CONTRACTOR SHALL INITIATE STABILIZATION MEASURES AS
SOON AS PRACTICABLE IN PORTIONS OF THE SITE WHERE
ACTIVITIES HAVE TEMPORARILY OR PERMANENTLY CEASED, BUT
IN NO CASE MORE THAN 14 DAYS.
2. STABILIZATION OF GRASS AREAS INCLUDES HYROSEEDING USING
TACKIFIER ON SLOPES OVER 5:1 OR SEEDING AND INSTAWNG
A CONTINUOUS COVER OF STRAW MULCH WATERED INTO PLACE.
ON SLOPES OVER 4:1 INSTALL EROSION CONTROL BLANKET - NORTH AMERICAN
GREEN S-75 OR EQUAL IN ACCORDANCE WITH MANUFACTURERS INSTRUCTIONS.

THE CERTIFICATION ON THIS PAGE AND BE FAMILIAR WITH ALL REQUIREMENTS OF
THE SWPPP AND REQUIREMENTS OF THE NYS DEC SPDES GENERAL PERMIT FOR
STORMWATER DISCHARGES FROM CONSTRUCTION ACTIVITY - PERMIT No. GP-02-01.
2. THE CONTRACTOR IS RESPONSIBLE TO COMPLY WITH THE TERMS
OF THE NYS DEC SPDES GENERAL PERMIT FOR STORMWATER DISCHARGES
FROM CONSTRUCTION ACTIVITY - PERMIT No. GP-02-01. COPIES OF THE GENERAL PERMIT
ARE AVAILABLE BY CALLING DEC (518) 402-8109.
3. A NOTICE OF INTENT (NOI) MUST BE SUBMITTED TO DEC PRIOR TO INITIATING WORK.
4. THE SWPPP INCLUDES INFORMATION ON ALL DRAWINGS SP-1 TO SP-7 AND THE
STORMWATER MANAGEMENT REPORT.
5. PRIOR TO COMMENCEMENT OF CONSTRUCTION, THE CONTRACTOR SHALL HAVE THE
ENGINEER CONDUCT AN ASSESSMENT OF THE SITE AND CERTIFY IN AN INSPECTION
REPORT THAT THE APPROPRIATE EROSION AND SEDIMENT CONTROLS HAVE BEEN ADEQUATELY
INSTALLED. FOLLOWING COMMENCEMENT OF CONSTRUCTION, THE ENGINEER SHALL MAKE
WEEKLY SITE INSPECTIONS AND INSPECTIONS WITHIN 24 HOURS OF A STORM EVENT
OF 0.5 INCHES OR GREATER AND SHALL PREPARE A REPORT AS REQUIRED BY THE GP-02-01.
6. THE CONTRACTOR SHALL MAINTAIN A RECORD OF ALL INSPECTION REPORTS IN A SITE LOG
BOOK, MAINTAINED ON SITE AND AVAILABLE TO THE PERMITTING AUTHORITY UPON REQUEST.
7. AT COMPLETION OF CONSTRUCTION, THE CONTRACTOR SHALL PERFORM A FINAL
INSPECTION TO CERTIFY THAT THE SITE HAS UNDERGONE FINAL STABILIZATION AND
THAT ALL TEMPORARY EROSION AND SEDIMENTATION CONTROLS HAVE BEEN REMOVED.
UPON CERTIFICATION OF COMPLETION A NOTICE OF TERMINATION (NOT) SHALL BE
FILED WITH NYS DEC.
CERTIFICATION STATEMENT
TO BE SIGNED BY CONTACTOR PERFORMING THE SITE CONSTRUCTION
I CERTIFY UNDER PENALTY OF LAW THAT 1 UNDERSTAND AND AGREE TO
COMPLY WITH THE TERMS AND CONDITIONS OF THE SWPPP FOR THE
CONSTRUCTION SITE IDENTIFIED IN SUCH SWPPP AS A CONDITION OF
AUTHORIZATION TO DISCHARGE STORMWATER. I ALSO UNDERSTAND THAT
THE OPERATOR MUST COMPLY WITH THE TERMS AND CONDITIONS OF
THE N.Y.S. POLLUTANT DISCHARGE ELIMINATION SYSTEM (SPDES)
GENERAL PERMIT FOR STORMWATER DISCHARGES FROM CONSTRUCTION
ACTIVITIES AND THAT IT IS UNLAWFUL FOR ANY PERSON TO CAUSE OR
