RESOLUTION AUTHORIZING PAYMENT OF FAMILY HEALTH CARE
BENEFITS FOR THE MONTH OF DECEMBER FOR THEODORE
MCCLOUTH
RESOLUTION NO.: 381, 2012

WHO MOVED ITS ADOPTION

WHEREAS, Town Highway Department employee Theodore McClouth was diagnosed
with a chronic condition for which he qualified for disability insurance benefits, and
WHEREAS, it appears that Mr. McClouth has now qualified for social security benefits
which will be effective December, 2012 but for which no payment will be received until January,
2013, and
WHEREAS, the Town's Employee Policy provides that an employee who is on disability
may receive health benefits from the Town for a period of six (6) months, and
WHEREAS, for Mr. McClouth this six(6) month period will end December 31", 2012, and
WHEREAS, Mr. and Mrs. McClouth met with two (2) Town Board members and other
Town representatives on December 6th, 2012 and presented information regarding their
circumstances and the communication issues that caused them to rely upon the Town provision of
health care benefits for the six (6) month period allowed for under the Town's Employee Handbook,
and

WHEREAS, this is a unique situation whereby the McClouth family which depends on the
Town's health insurance benefits may experience a month during which the family has no insurance
benefits absent action by the Town to continue providing such benefits through December,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes payment of family health
care benefits for Theodore McClouth through and including the month of December, 2012, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes the Town Budget Officer to take any actions
necessary to effectuate the terms of this Resolution.

2.0 PRELIMINARY DESIGN FOR DIXON/FARR/AVIATION ROAD INTERSECTION
Representatives of Creighton Manning gave a presentation regarding the design
for the Dixon/Farr/Aviation Road Intersection
Don Adams, Stephen Godlewski and Sue Torelli spoke for the Creighton Manning
group.
HIGHLIGHTS
• HISTORY OF INTERSECTION
A. Traffic Volume high residential and commercial area
B. Speed in area over thirty five
C. Accidents — 3 and a half time higher rate than similar
intersections
• Corridor Study backs up need for change at the intersection
• Public outcry for change
• Federal Aid available to do archeological study
• Preferred remedy a Roundabout

• Cost of project 1.3 million - 80% Federal Monies 20% State

3.0 POTENTIAL WARNER BAY WATERSHED WATER QUALITY IMPROVEMENT
DISTRICT

Dave Decker-Lake George Watershed Conference
Chris Navitsky of the Lake George Waterkeeper
• Project to establish a Watershed Water Quality Improvement District
A. Deterioration of water quality
1. Increase in chloride, chlorophyll, phosphorus and salt
2. Collect data and map existing sites
• Need for Education on water quality
A. Requested permission to contact local residents to educate
them on the proposal
B. Septic systems will be checked-no enforcement or police
action or mandated replacement of system
C. System maintenance- pump outs
D. Shore line buffering
E. Reduce use of Salt and Sand on the roadways
F. No a taxing district
G. Monitor results
H. Start on a smaller area than was proposed last time-hope to
use this project as a model for other areas of the lake
I. Revisit local groups in Assembly Point, Cleverdale and
Dunhams Bay
• Time Line — Proposals to public in January
3.0 DISCUSSION — Bikes
Councilman Strough-Is seeking from the Town Board a letter requesting a study to be done
by the Adirondack Glens Falls Council regarding Bike Share Program to be implemented at
Suny Adirondack...the study would not cost the Town of Queensbury funded entirely by the
Adirondack Glens Falls Council...
Town Board agreed to send a letter of request.
