WHEREAS, Curtis and Tamara Carstensen have applied to the Local Board of Health for
variances from Chapter 136 to install a replacement on-site wastewater treatment system with certain
components to be located or used as follows:
1. Disposal system toe of slope/toe of fill to be located 3.5'±from the north property line
in lieu of the required 10' setback;

for private driveways and roads in the Town in connection with the 911 addressing system, and
WHEREAS, by Resolution No.: 157, 2009, the Town Board added `Ball Boulevard," a
private roadway to serve lots 308.6-1-15 and 308.6-1-16 located off Amy Lane,to the Town's list of
private driveways and road names, and
WHEREAS,the property owner of 9 Ball Boulevard,who owns the only actual residence on
Ball Boulevard, has requested that the Town Board authorize a name change of the private roadway
from `Ball Boulevard"to"Deer Crossing,"and
WHEREAS, the Highway Superintendent and Town Clerk have advised that they have no
objection to the requested name change, and
WHEREAS,the Town Board wishes to approve the request,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves and authorizes the private
driveway/road name change from`Ball Boulevard"to"Deer Crossing,"as described in the preambles

for the rehabilitation of the sanitary sewer system in the former Pershing-Ashley-Coolidge Sewer
District located in the Broadacres area of the Town (Project), and
WHEREAS, the Town Wastewater Director has recommended that the Town Board engage
the professional engineering services of Delaware Engineering, DPC (Delaware) for the design,
bidding, construction administration and observation services related to this Project for the amount of
$19,040 as set forth in Delaware's Professional Services Agreement dated August 15,2023 presented
at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the Broadacres Sanitary
Sewer Rehabilitation Capital Project and authorizes and directs the establishment of the
Broadacres Sanitary Sewer Rehabilitation Capital Project Fund 4248 in the amount of$19,040 for
expenses associated with this Capital Project, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs that funding for such
Capital Project shall be by using $19,040 of unappropriated, undesignated Fund Balance 032-
0000-0909 and transferring such balance to the Capital Project as follows:
• 032-9950-9030 Transfer to Capital Project- $19,040
• 248-0000-55031 Interfund Revenue - $19,040
• 248-8120-2899 Capital Construction - $19,040
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer

materials valued at less than $10,000, and
WHEREAS, the Town Board wishes to authorize the renewal of the Agreement so that
DOT and/or the Town Highway, Water and/or Wastewater Department(s) may provide such

RESOLVED, that the Queensbury Town Board hereby approves and authorizes the renewal
of a Shared Services Agreement with the New York State Department of Transportation(DOT) in

effective date of the Agreement commencing on the date that the DOT Regional Director of

WHEREAS, the Town of Kingsbury, on behalf of Kingsbury Sewer District No. 1, the
Town of Queensbury, on behalf of the "South Queensbury-Queensbury Avenue Sewer District",
Warren County, on behalf of the "Warren County (Industrial Park) Sewer District", and
Washington County, on behalf of Washington County Sewer District No. 1, entered into an
agreement dated May 15, 2003 titled "Intermunicipal Agreement for South Queensbury-
Queensbury Avenue Sanitary Sewer District" (the"2003 IMA"), and
WHEREAS, the Town of Kingsbury formed the "Kingsbury Sewer District Number No.
1" and the Town of Queensbury formed the "South Queensbury-Queensbury Avenue Sewer
District", and
WHEREAS, the Town of Kingsbury and the Washington County Sewer District No. 1
Board of Commissioners wish to dissolve the Town of Kingsbury Sewer District No. 1 and extend
the Washington County Sewer District No. 1 to include the parcels of land within the boundaries
of the, to be, former Town of Kingsbury Sewer District No. 1 which are connected to the sewer
infrastructure, and
WHEREAS, a Map, Plan and Report so extending the Washington County Sewer District
No. 1 and a plan of dissolution dissolving Kingsbury Sewer District No. 1 have been drafted, and
WHEREAS, the attorneys have provided an Intermunicipal Agreement to detail changes
to the 2003 IMA that flows directly from their changes, and
WHEREAS,the Town of Kingsbury and Washington County have requested that the Town
of Queensbury and Warren County modify the 2023 IMA and as set forth in the proposed
Intermunicipal Agreement presented at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves of such dissolution of the
Kingsbury Sewer District No. 1 and such extension of the Washington County Sewer District No. 1
and authorizes the Intermunicipal Agreement in substantially the form presented at this meeting, and

RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute the Intermunicipal Agreement and the Town Supervisor, Town Wastewater Director and/or

• Announced that as we were just sitting down for the meeting a notification was received that
Charlotte Sena had been found! The situation is being monitored and there is a suspect in
custody. Hats off to our fine Law Enforcement. Glad they found this girl alive, great news.
It's going to be interesting to see how this plays out. Be vigilant people.
COUNCILMAN FREER(WARD II)
• Noted that both bike etiquette and bike infrastructure can use some improvements in our area.
The bike etiquette revolves around the articles in the Chronicle. I experienced some kids
taking up the whole road in Glens Falls as well. It's important that people who want to
advocate for biking,whether that's kids or adults,that we understand the rules and follow the
rules, in terms of sharing the road, not taking up the road and blocking the road from other
road users. Urged everyone to use good etiquette and try to stay as safe as possible and not
create undue stress on drivers,bikers or pedestrians.
• Reported that he received a note from a former NYPD cop stating that he was strongly
opposed to the bike turn lanes that are now on Quaker Road. He asserts that he thinks it's very
dangerous that bikes are going to be out in the middle of the four lane road trying to turn left.
We need to take a look at how that all came to be. It was unbeknownst to me that they were
going to paint those bike lanes for all the turning lanes on Quaker Road. It's unclear, and it's
confusing and it's new. I am suggesting that we need to do some more work on that. It is a
County Road but it was brought to my attention.
• Mentioned that Country Club Road on the Bikeway needs improvement as well and I support
that. We have a study going on at the County level to look at how to improve the Bikeway
and that section on Country Club and Blind Rock that are actually on the highway or on the
street. It is a detriment to some who don't like to be sharing the road at 45 miles per hour on
Country Club Road.
• Reported that there is a concern with how to safely cross Sherman Avenue as a pedestrian or
on a bike because people are speeding. Mentioned that he is meeting with a lady tomorrow to
discuss how we can improve Sherman Avenue. It is problem and it has been brought up
several other times.
• Commented that it is helpful if people aren't speeding and are obeying the speed limits. That
is the biggest complaint we get and we are putting pedestrians and bikers in danger. So please
obey speed limits and be courteous on the roads.
COUNCILMAN MCNULTY(WARD IV)
• Reported that the Board approved multi-manufactured home sites on Pinello Road and
Corinth and the Trailers are going in now. They have done a good job with the landscaping
and much more is to happen.
• Referred to the sale of 27 Indiana Avenue and noted that the County decided to put it out for
auction and they did get some bids for it. Friday we thought it might go. I have talked to
Code Enforcement on how to notify the neighbors of the new owners. Will keep the group
updated as more information is received.
SUPERVISOR STROUGH
• Reported that he previously spoke to the Balloon Festival Committee and the great work that
the Chair of that Committee, Mark Donahue did for a very successful 50'' Anniversary. But

also should have mentioned Kevin Hajos at Warren County,put a lot of time and that leads to
Robin Mapp the Airport Manager,put in a lot of time. Queensbury EMS, South Queensbury
Fire Department, and others, Tom Myott and the art work, Kevin O'Brien and his work with
the vendors, in addition to the Committee. It is almost a Community effort. I just left some
things out and I wanted make up for it tonight.
• Announced the Annual Fall Leaf Pick up Schedule.
• Gave update on the River Street Culvert.
