I'm hoping you are able to assist in the removal of the speed bump installed in the easement driveway of 19
Highpointe Dr.
I am officially handicap since I tripped over the speed bump on Sunday.
I walk with a medical device for assistance. My mailbox is at the end of the driveway. I am unable to lift my
feet/leg over the speed bump. I am currently unable to drive.
I am in touch with a personal injury attorney.
Your assistance is greatly appreciated.

Russell Thomas recently had a friend of mine arrested for trespassing on his private property. Therefore, in the
interest of treating all citizens equally - my property must be designated as private also. Since the requirement
is not clear, I would like to request a town meeting and have this topic added to the agenda. This could several
months to clarify as I travel often and my lawyer would like to be present for the town meeting and he is very
busy.

Thank you for your email. I read Article 96-1 and it is clear that rubbish in public places is prohibited. I will
post No Trespassing Private Property signs on my property in order to comply with 96-1. If this is not
sufficient, I must ask what it the penalty for non compliance. I travel extensively and may not be able to
compliance with the code for a while?

Thank you! As far as how much time do you have I do not want to have to issue you a violation notice for three or four
small bags of recyclables. Please get a barrel to keep your recyclables in until you take them to the dump or your service
picks them up. As far as the shed goes I have nothing to do with the shed that was handled by Planning &Zoning. In
closing Mike I do understand your frustration !

No worries John. I will pick up the recyclables and staple them to the side of my fence to order to comply with
the Queensbury code. Please advise how long I can let them on the ground before a citation is issued. Is there
an extension process I can file for now that we're heading toward winter? Any idea when Russell Thomas will
be complying with the codes on his shed? In all honestly John, I appreciate your responses. Just trying to be
like my difficult neighbor.

Michael,
|n all due respect the necyc|aNesin the bags that are onthe ground are a violation ofthe garbage ordinance you need to
place them in your recyclables in a closed container. Those bags are considered garbage and if not picked up you are in
violation of the following sections of the Town of Queensbury Town Code. Chapter 96 sections 96-1 and 96-4 which I
have attached to the email for your review. We inspected your concerns with the pipe in your neighbor's yard because is
covered under our Town Code Chapter 136 and found it to be some type of concrete base with a pipe sleeve so there is
no health hazard. The bags that are onthe ground are not a civil matter they are a violation ofthe Garbage Ordinance.

That was Mark Smith he was there to let you know those bags of garbage or recyclables are still between the your fence
and the orange fence and need to be picked up please.Also that pipe in your neighbor's yard which Mark checked out is
some type of sleeve in a concrete base it has nothing to do with the septic system and there is no odors.

My code enforcement officer will be out there today to investigate the pipe in the yard . The stop sign is a civil dispute
between neighbors and the Town of Queensbury does not get involved with civil disputes. I will let you know what we
discover regarding the pipe in the yard.

Hopefully, you can see the attached photo that shows a pipe coming out of the ground on Russell's front lawn.
I originally thought this would be the newly installed "STOP SIGN" location. It turns out this pvc pipe is allowing
fumes/sewage odors to escape the ground from the septic system.
