WHEREAS, the Queensbury Town Board wishes to authorize an inventory of the Town's
traffic signs (Project) and therefore requested quotes for professional services for such Project, and
WHEREAS, Mid-West GIS, Inc. submitted the only Quote dated October 24, 2023 in the
amount of$65,000 for such professional services described as GPS/GIS collection of traffic signs, and
WHEREAS, the Town Board wishes to waive the Town Purchasing Policy's self-imposed
requirement for two written(2) quotes and authorize the professional services,
NOW, THEREFORE, BE IT
RESOLVED, that in this circumstance, the Queensbury Town Board hereby waives its
requirement under the Town of Queensbury's Purchasing Policy for two (2)written quotes, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs engagement of Mid-West
GIS, Inc., for provision of professional services described as GPS/GIS collection of traffic signs for an
amount not to exceed $65,000 as delineated in Mid-West GIS, Inc.'s October 24, 2023 Quote
substantially in the form presented at this meeting, to be paid for from Traffic Sign Inventory Capital
Project No.: 251 and the Town Budget Officer shall take all actions necessary to effectuate
payment, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign
any documentation including any needed Agreement with Mid-West GIS in form acceptable to the
Town Supervisor, Town Budget Officer and/or Town Counsel, and the Town Supervisor, Town
Highway Superintendent and/or Town Budget Officer shall take any and all actions necessary to
effectuate all terms of this Resolution.

This project is a lump sum project. Billing will be done on a monthly basis for percentage of work completed. The total
cost of the project is not to exceed the total for each phase listed below. 15% retainer is invoiced and required at project

This project is for the GPS collection of pavement markings and striping.
Pavement markings, would be the collection of a GPS point for each feature, as well as the collection of the following
attributes:

Sign inventory Scope of Work
GPS Data Collection
Phase i of this project includes GPS collection of all Traffic Control Signs on City Maintained Road. The signs will be
collected using highly accurate GPS equipment. GiS Technicians will use a combination of vehicle mounted GPS for
navigation and handheld GPS devices for data collection. The data is spatially accurate using the GPS data collector and
the accuracy of photo Interpretation of the aerial photography. Many of the posts for signs can be seen on the photo
and the GPS point can be place accordingly using ArcMap. When not seen, the technician can use the accuracy of the
handheld GPS unit, or using other features on the aerial photo such as sidewalks and other visible features to correctly
place the point where the sign belongs. This give the most accurate approach to creating an accurate and up to date
traffic sign inventory. All GPS data will be sub 3 ft in accuracy on the Lat/Long axis. Data is delivered in an ESRI
Geodatabase, which can be used with the ESRi suite of software as well as other popular GiS software.
Mid-West GiS DOES NOT collect signs from a moving vehicle. This approach has been frowned on by FWHA officials as
well as many clients who have chosen this route, as the positional accuracy is reduced with a moving vehicle, the quality
of the photos have reduced clarity, collecting sheeting material type and quality have a tendency to be inaccurate, and
the measurement of the sign face is not accurate. Therefore, Mid-West GIS takes the approach that the GIS/GPS
Technician physically stands in front of each sign to collect the GPS point, document the attributes, measure the sign
with a tape measure, and collect the digital photography. This process is much more accurate and reliable, ensuring the
data 'being delivered meets and exceeds not only the needs of the client, but those of the FHWA as well.
Attribute Data Collection
Phase II of this project Is to incorporate the database aspect of the sign collection into the GPS data. While the GPS data
is being collected, attributes are being collected on each sign. The following information will be attributed for each sign
collected:

Sign Category (Regulatory, Warning, Directional, etc...)

The reflectivity is a field that is included as part of the GPS Traffic Inventory. This field is populated as the sign is
inspected. This includes the type of sheeting material used, as well as the condition of the sheeting material.
