RESOLUTION AUTHORIZING AGREEMENT WITH
ADIRONDACK PARK LOCAL GOVERNMENT REVIEW BOARD

WHEREAS, the Adirondack Park Local Government Review Board (Review Board) was
created by the New York State Legislature and is composed of representatives appointed by the
County Legislatures of those counties lying in whole or in part within the Adirondack Park, and
WHEREAS, the State Legislature provides only partial funding for the Review Board to
perform its statutory functions as set forth in Executive Law §803-a, and therefore the Town of
Queensbury wishes to provide $300 in funding to support the Review Board's work in
representing the interests of the Adirondacks' local governments,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes an Agreement with the
Adirondack Park Local Government Review Board and authorizes and directs the Town
Supervisor to sign the Agreement in substantially the form presented at this meeting, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs payment of$300 to the Review
Board as provided for in the Agreement, to be paid from Miscellaneous Contractual Account
No.: 001-1220-4400, and authorizes and directs the Town Budget Officer to amend the Town
Budget and/or take any actions necessary to provide for payment, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Supervisor and/or
Town Budget Officer to execute any other needed documentation and take any other necessary
actions to effectuate the terms of this Resolution.

AGREEMENT
THIS AGREEMENT made as of farina" 1 , 2024 between the TOWN OF
QUEENSBURY, hereinafter referred to as the TOWN , and the ADIRONDACK PARK
LOCAL GOVERNMENT REVIEW BOARD, a Board duly organized and existing
pursuant to the provisions of §803-a of the Executive Law of the State of New York,
acting by and through its duly appointed members, hereinafter referred to as the
REVIEW BOARD.
WHEREAS, the Review Board was created by the Legislature of the State of
New York and is composed of representatives appointed by the county legislatures of
the counties lying in whole or in part within the Adirondack Park; and
WHEREAS, the Legislature of the State of New York has provided only partial
funding for the REVIEW BOARD to perform its statutory functions as outlined in
Executive Law §803-a; and
WHEREAS, the TOWN has authorized an appropriation in the sum of Three
Hundred Dollars ($300) in support of the work of the REVIEW BOARD in representing
the interests of the local governments of the Adirondacks; and
NOW, THEREFORE, it is agreed as follows:
1 , The TOWN agrees to pay to the REVIEW BOARD the sum of Three
Hundred Dollars ($300) for the services of the REVIEW BOARD in
representing the TOWN in matters relating to the Adirondack Park.
2. The REVIEW BOARD agrees to provide to the TOWN the benefit of its
services, including but not limited to, attendance at all meetings of the Adirondack Park
Agency, attendance and participation at public hearings conducted by the Adirondack
Park Agency on projects under review by said Agency, periodic reports on the activities
of the Adirondack Park Agency to the Supervisor of the TOWN, especially as such
activities affect the residents of the TOWN and generally to report on the administration
and enforcement of the Land Use and Development Plan set forth in the Executive Law
of the State of New York.

Dear Supervisor
It has been a very busy year for the counties, towns and villages of the Adirondack Park and the
Adirondack Park Local Government Review Board. The Review Board, your voice in Ray Brook, has recently
been seeing great successes come from hard work on Adirondack issues_
After pressing for Cell Tower Policy change. The APA board publicly indicated they intend to review
the 2003 Cell Tower Policy. We constantly hear from all levels of Government the need to insure a good
communications network in the Park. There are changes coming to the process of determining placement of
Towers. And using more Data to determine the sighting of future towers. The Review Board on your behalf has
been working towards these changes.
First Assemblyman Jones, then Governor Hochul appointed me to the Adirondack Salt Task Force. As a
Local. elected Official, I worked with the County Highway Superintendents and the rest of the Task force
making common sense solutions to the Report. The report will be out soon, it remains to be seen how much of
our work is accepted.
We continue to advocate for Aquatic and terrestrial Invasive species spread prevention.
This year brought a decision on Wild Forest Road Mileage. This is very important for access on State
Land classified as Wild Forest. After 50 years, the APA has finally determined the numbers of miles allowed on
Wild Forest. Staff have enforced an "unpublished" cap. Which has led to closing roads on some units, then
using those miles on new lands that are purchased. We actively advocated for a solution that wilt address access
and not create winners and losers. Although road milage on the surface seems an easy decision, it was very
complicated. DEC and APA Staff created an estimate on the miles approved to remain open in 1972. There was
no official record of these roads or mileage. To do this, personal notes from former Staff were used to estimate
beginning and ending points using GIS. As we in Local government know, these measurements are not always
accurate. Commissioners determined that the Road mileage should increase by 11 .9%. The same percentage of
increase in Wild Forest ownership since 1972.
The Local Government Review Board is continuing to see progress on the 50-year-old policies that are
no longer a reflection of todays world. We continue to seek change that reflects societies needs and
expectations. We are working towards solutions to Hamlet expansion that is stymied by "boundary
descriptions" that block expansion of Hamlets, that do not take into consideration what conditions exist on
the ground.
The local Government Review Board is asking for your continued financial support this budget
season. The Local Government Review Board is your resource for issues at the APA. We want to hear your
perspectives on Unit Management Plans and other issues that impact your Town.
