4.42 2024 ORGANIZATIONALTaberge Group—General Engineering Services RESOLUTION AUTHORIZING ENGAGEMENT OF LABERGE GROUP FOR PROVISION OF PROFESSIONAL ENGINEERING SERVICES TO TOWN OF QUEENSBURY RESOLUTION NO.: ,2024 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, the Queensbury Town Board wishes to enter into an Agreement for professional engineering services related to ARPA program guidance and administration and other Town-designated engineering services for 2024 on an as-needed basis, and WHEREAS, the Laberge Group has offered to provide such services as set forth in its December 18, 2023 Professional Services Proposal presented at this meeting, and WHEREAS,the Town Board wishes to authorize such Proposal, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes engagement of the Laberge Group for provision of certain professional engineering services for the Town of Queensbury for 2024 on an as-needed basis as set forth in Laberge Group's December 18, 2023 Professional Services Proposal presented at this meeting, and BE IT FURTHER, RESOLVED, that the Town Board authorizes and directs the Town Supervisor to execute any needed agreement with the Laberge Group and/or any other needed documentation, and BE IT FURTHER, RESOLVED, that payment for such services shall be from the appropriate Town accounts as may be determined by the Town Supervisor, Director of Planning, Zoning and Code Compliance and/or Town Budget Officer, and BE IT FURTHER, RESOLVED, that the Town Board and authorizes and directs the Town Supervisor, Director of Planning, Zoning and Code Compliance and/or Town Budget Officer to take such other and further actions as may be necessary to effectuate the terms of this Resolution. New York Dear Supervisor Strough: Thank you for inviting Laberge Group to submit our proposal to assist the Town of Queensbury with maximizing the transformative opportunity provided by the American Rescue Plan Act (ARPA)'s State and Local Fiscal Recovery Funds. The Town is to be commended for seeking consulting services that will optimize these funds by: • Identifying pressing community needs by distilling the information gathered from numerous public and government sources and gleaned from a diverse pool; • Building consensus and support both for the allocation of funds and for project implementation; + Providing project vetting to determine not only ARPA eligibility, but also project implementation viability based on ongoing funding sources, staffing capacity, and other factors; and • Providing administrative support in program set up and in preparing annual reports. Laberge Group is ideally suited to partner with the Town in leveraging this funding to deliver innovative and implementable solutions that will effectively address the Town's priority needs. In fact, Laberge Group has been retained to provide AR.PA consulting services by more than a dozen. New York State communities, including: City of Kingston, NY Town of Black Brook, NY = Town of Boonville, NY Town of Brunswick, NY Town of Esopus, NY Town of Highland, NY Town ofPittstown, NY Town of Schodack, NY Town of Schuyler Falls, NY We have partnered with these communities to maximize ARPA funding, provide project vetting and prioritization, and deliver compliance and funding administration services.
