C CBRE ` ` Former Bon-Ton Aviation Mall Road,578 Aviation Queensbury, NY 1 .0 EXECUTIVE SUMMARY This report documents (_BK['s findings from our Limited NFSHAP Asbestos-Containing Materials (ACM) Survey (the "Survey") of the former Bon-Ton store location (the "Subject") within the Aviation Mall, 578 Aviation Rood, Queensbury, New York. The Subject consists of vacant, former Bon-Ton retail space. The total square footage of the space is approximately 79,860 sq. /ft. The building is constructed on o concrete slab with block exterior walls, o steel beam roof structure and nznf top H\(A[ units. The space was reportedly constructed in 1999. /\ total of 55 representative samples were taken of drywall systems, 12" x 12" vinyl floor tile and mastic, vinyl cove base, cove base mastic, wallpaper, mirror glue dabs, 2' x 4' acoustical ceiling tiles, and carpet mastic. The collected samples, accompanied by appropriate Chain of Custody (C[)(_) documentation, were delivered to Eastern Analytical Services, Inc. /FAS\ of Elmsford, New York. The samples were analyzed using Polarized Light Microscopy /PLM\ by 40 (_FR Port 763, Sub. F, App. F/ NYS-DOH l V8.l , and PLM/k]on-Organically Bound (NOB) by NYS'[}OM 198.6. Also, in New York State, NOB samples (i.e., floor tile, mastic, roofing tar) must undergo transmission electron microscopy [TFM) analysis if the result of PLM/N{}B analysis is negative before not being considered to be on asbestos containing material. Therefore, the KjOR samples were also analyzed fnrTFM by k]YS-[)OH 198.4. F/\S is accredited by the National Voluntary Laboratory Accreditation Program /NVLAP\ for bulk- asbestos sample analysis conducted by the National Institute of Standards and Technology /NIST\, K}VLAP Lob (_ode 1 0l 646-0. None of the sampled building rnahaholm were determined by laboratory analysis to be ACM. /\(_KA is defined as those materials which contain greater than l% asbestos by weight. Analytical results are reported in Appendix of this report including (_{)C documentation. The scope of this Survey was limited to readily accessible inferior components of the Subject. Sampling of the roof and within mechanical equipment was excluded. If additional materials are discovered during the course of demolition or renovation, those materials must be assumed to be asbestos-containing until they can be properly sampled by u currently certified Asbestos Building Inspector. ` ` ` . Former Bon-Ton Aviation Mall 578 Aviation Koo6 Queensbury, NY � � P��|��� INFORMATION "-~° PROJECT " SUMMARY Af the authorization of Pyramid Management Group, [[{`, [BRF conducted bulk sampling of suspected /\[M of the former Bon-Ton retail nfona located in the Aviation Moll at 578 Aviation Rood in Queonnbury, New York. This work was conducted in accordance with Pyramid Management Group, LLC authorization dated August 30, 2018 and performed in accordance with the Pyramid Management Group, [L(_ Environmental [}oe Diligence Policy-April 2018. Sampling was conducted by Mr. Christopher Boblin on September lV, 2018. Mr. Aoblin holds current Asbestos Hazard Emergency Response Act (AHFR4) accreditation as on Asbestos Building Inspector and in licensed to conduct asbestos inspections in New York State (Certificate Number 98 l8247). This report was reviewed by Mr. Chris S. Gates, [A(_, Director of IH for CBRE. Mr. Gates holds currentAHERA accreditations as an AHERAAsbestos Building Inspector. See Appendix B for Personnel Asbestos Certifications. 2'1 Work Scope A limited asbestos bulk sampling inspection was conducted on September lg, 2018 due to on upcoming renovation project onuuciofed with the conversion of the Subject into o new tenant fit-out. The purpose of the limited asbestos bulk sampling inspection was |o provide information regarding the presence, location, condition, quantity and National Emissions Standards for Hazardous Air Pollutants /NESU/\P\ classification of /\(_M on required by Environmental Protection Agency (EPA), Regulation 40 CFR, Port 61 , Subpart M, Asbestos-NFS HAP. No destructive testing was performed to access obstructed or hidden building materials. These materials, if discovered, should be assumed to contain asbestos until laboratory analysis can be performed. Also, this survey was limited to the interior ofthe space only. As such, the roof, and exterior was neither inspected nor sampled. 2.2 Laboratory Analysis Afotol of55 samples were collected from the interior nfthe subject. All affected materials were sufficiently sampled to uohsfv all Federal, state and local requirements. The samples were submitted, with Chain of Custody ([{}(_) documentation, to Eastern Analytical Services, Inc. /F/\S\ of Elmsford, New York. The samples were analyzed using Polarized Light Microscopy /PLM\ by40 CFR Port 763, Sub. F, App. F/ yJYS-DOH 198.1 , and P[k4/Non [)rgmnicolly Bound /N[}B\ by NYS-[}OH 198.6. The total square footage of the space is approximately 74,860 sq. /ft. The space was reportedly constructed in 1999. 2.5 Renovation and Abatement History Construction documents, previous ACM inspection reports, or previous ACM abatement reports were not available for review. � M A�| [l ��`T|��|7-|�� ^^.° FIELD ACTIVITIES . . .�° Sampling was conducted in accordance with the /\HFRA. Non-accessible suspect materials were not discovered during the inspection. /\ sample of mastic at each Resilient Floor Tile /RFTl sample site was taken, the underside of carpeted areas were checked in all four corners for the presence of RFT beneath, and RFTwos sample-segregated by color, pattern, size, and texture. Composite sampling was not performed. Samples that were multi-layered were analyzed by layer. 3.1 identification ofFunctional Spaces Each affected room or space was assigned u unique functional space designation. This functional space is the equivalent of but not limited to four walls and u door, e.g. u nosfroom, closet, or storage area, and is not the same as the shopping center's space number which may contain many functional spaces. Each functional space was visually inspected for suspect asbestos-containing materials. 3.2 identification of Suspect Homogenous Areas Each suspect ACM was designated as o distinct homogeneous area (HA) and given o homogeneous area number (HA+4). f\n MAiso single material that is uniform in texture and appearance, installed at one time and for all intents and purposes is the some material regardless of its location in the building. 3.3 Friability and Physical Assessment Asbestos-containing materials most likely to release asbestos fibers one those that are in o friable state. Afrioble material is u material that, when dry, may be crumbled, pulverized or reduced to powder by hand pressure. Friability ofeach material was determined by touch. A physical assessment of each H/\ of suspect ACM was conducted to assess the friability and condition of the materials. Assessments of the potential for future damage by air erosion, vibration, and touch were also mode in accordance with /\HFRAguidelines. Friable asbestos- 3 ` ` ` . Former Bon-Ton Aviation Mail 578 Aviation Koo6 Queensbury, NY " ^ containing material in on area regularly used by, and readily accessible to building occupants, including maintenance personnel, in the course of their normal activities has o reasonable likelihood that the material or its covering will become damaged, deteriorated, ordolominoted eventually. Non-friable ACM are those materials that, when dry, cannot be crumbled, pulverized or reduced to powder by hand pressure. Non-friable ACM pose less risk than friable materials, however non-friable ACM can be rendered friable by actions such as sanding, grinding, cutting or abrading. The determination of friability was limited to those areas accessible for inspection. 3.4 Sample Collection A minimum of 3 samples were collected of each material to satisfy federal, state and local requirements. Each sample was assigned o unique sample identification number and the exact sample location was identified and recorded. Bulk samples were collected using wet methods on applicable to reduce the potential for fiber release. Upon collection, samples were placed in o sealed, labeled/ leak-tight container for laboratory analysis. The samples along with appropriate chain of custody documentation were delivered to Eastern Analytical Services/ Inc. /EAS\ of Elmsford, New York. Sea Appendix (. for the sample locations. 3.5 Laboratory Analysis Samples were analyzed by E/\S utilizing PLM, NOB, and TEM. E/\S is accredited by N\/LAPfor bulk-asbestos sample analysis. See Appendix /\ for the asbestos laboratory reports and chain of custody. 3.6 Additional Analysis Although if is required by the NESM/4Ptn initially analyze samples using PL&1 analysis with visual estimation, the FP/\ has determined that this method can inaccurately estimate the amount of asbestos in o bulk sample, especially at low asbestos concentrations. For this reason, the NFSH/\P imposes on additional requirement for materials determined by visual estimation to contain o detectable quantity of asbestos at less than or equal to one percent concentrations. The additional requirement is that the facility owner must either /l\ have the pertinent samples reanalyzed by pq , o/ (2) assume the materials to be /\(_k4 and treat them as such. k4mtariolo determined by visual estimation to not have o detectable concentration of asbestos, or to have m concentration of one percent asbestos or greater, do not have to be reanalyzed by the point counting method. Additionally, some vinyl floor tile is known to contain asbestos fibers that may not be detected by P[M analysis. When these materials one identified as negative for asbestos content by PLk4 analysis, one sample should be analyzed using Transmission Electron Microscopy (TEM) to verify the negative PLM analysis. 4 ` ` ^ . Also, in New York State, NOB samples (i.e., floor tile, mastic, roofing to6 must undergo transmission electron microscopy (TFM) analysis if the result of P[M/NOB analysis is negative before not being considered to be an asbestos containing material. Therefore, one NOB sample per HA was also analyzed forTFM. 3.7 Regulated Building Mmtohole Thermal System Insulation /TSI\ is /\(_M applied to pipes, fittings, boilers, breeching, tanks, ducts or other structural components to prevent heat loss or gain and that contain more than l% asbestos. According to the Asbestos NESHAP all demolition and renovation activities that disturb friable ACM or TSI in greater amounts than or equal to 160 square feet, 260 linear feet or 35 cubic feet are regulated if the facility is one of the following types: commercial, industrial, residential if more than 4 units, and residential if more than two dwelling units on the some site, under control of the same owner/operator. Multiple regulatory agencies regulate asbestos disturbance activities. Federal, state and local requirements include identification, location, classification and quantification of ACM prior to beginning any renovation o/demolition activity. Category Inon- friable ACM are exclusively asbestos-containing pockinQs, gaskets, resilient floor coverings and asphalt roofing products that contain more than l% asbestos. Category 11 non-friable /\(-M are all other non-friable materials other than Category I non-friable /\(_M that contain more than l% asbestos. NFSHAP regulations are concerned specifically with Regulated ACM (RACM), which include: all friable ACM; Category I/\CM that has become friable; Category I /\CM that will be or has been subject to sanding, grinding, cutting or abrading; and Category 11 /\Ck6 that has o high probability ofbecoming, or has become crumbled, pulverized or reduced too powder by forces expected to act on the material in the course of renovation or demolition operations. At the time of this inspection, the identified ACM were assigned kjtSH/\P Classifications based on their existing conditions and the degree of damage that they would, in (_BRF's professional opinion, experience during "ordinary" removal/demolition/disposal operations. If "ex|roordinory" removol/clemolition/clisposol methods are to be undertaken, (_BRE's classifications may not accurately represent on /\(_M's final condition and additional efforts to fully assess the actual impact of these methods on the materials should be undertaken. 3.8 Regulated Work Practices The Occupational Safety and Health Administration /(]SH/\\ Asbestos Standard for Construction Industry /79 (-FR 1926.1 l0l\ regulates workplace exposure to asbestos, and classifies construction and maintenance activities that disturb asbestos. The (}SH/\ standard nsquinaa that employee exposure to airborne asbestos fibers be maintained at or below 0.1 fibers percubic cenfimetmrofoir /0.1 f/cc\ as on eight-hour time weighted average (TWA) and not exceed 1 .0 fibers per cubic centimeter of air (1 .0 f/cc) over a 30-minute time period known as on excursion limit (EL). The TWA and EL are known as [lSH/\'s permissible exposure limits ` ` ^ ^ Former Bon-Ton Aviation Mall 578 Aviation Kou6 Queenslaury, NY Disturbance of materials that contain asbestos at concentrations below the l% regulatory threshold require the following methods of compliance: wet methods, prompt cleanup in leak- tight containers; and personal air monitoring or Negative Exposure Assessment (NF4). Disturbance of materials that contain asbestos at concentrations above the l% regulatory threshold require trained or certified workers are divided into 4 classes of work. ° Class I asbestos work is the most potentially hazardous cloys of asbestos jobs. This work involves the removal of asbestos-containing TSI and "loosely bound" sprayed-on or troweled-on surfacing materials. Employers must presume that TSI and surfacing material found in pne-1981 construction is /\(_M. That presumption, however, in rebuttable by bulk sampling. • Class 11 work includes the removal of any other types of ACM that are not TSI or "loosely bound" surfacing materials. Examples of (~loss 11 work include removal of asbestos-containing floor tiles, ceiling tiles, siding, roofing, Tronsi1eg panels, and vvollbno/d systems. ° Class III asbestos work includes repair and maintenance operations where ACM o/ presumed /\(_M (PACM) are disturbed, and all vvoyte generated from the activity must fit within o single standard 60"x60" waste bag. = Class IV work includes custodial activities where employees clean op asbestos- containing waste and debris produced by construction, maintenance, or repair activities. This work involves cleaning dust-contaminated surfaces, High Efficiency Particulate Air /HFPA\ vacuuming contaminated carpets, mopping floors, and cleaning up /\(_M or PA(_M from thermal system insulation or surfacing material.
