DISCUSSION: REVAL FOR THE TOWN OF QUEENSBURY
Assessor Ross-Spoke to the Town Board regard a proposal for doing a reval for the
Town of Queensbury...looking for Town Board preliminary support...would like to
schedule a meeting for the residents to explain the revaluation process before the
Town Board would give their support for the project. Last reval was in 2005 hiring
a company for project, we were then at a 100% of true value after that reval.
Since then it has been all over the board. To determine the equalization rate, the
state adds up the sale prices of properties, adds the assessment of those and
determine the ratio between the two. In 2012 the equalization rate was 80%, the
2013 year will be at 82%.I The revaluation is the best way that property owners
pay their fair share. Noted that some neighborhoods are at 91% and others at
67% that is where the inequity is. Rule of thumb in a reval, a third would
increase, a third would decrease and a third would remain the same. Proposal is
to do the reval in-house, this would take two years. Noted that the State has a
four year plan, reval one year, next two years keep everything at 100% the fourth
year do the whole town again. State reimbursement for reval is $5.00 per parcel
and $2.00 for each of the two years in-between and then $5.00 a parcel again.
would propose that once this is in place I would look at the town every year. The
reval if approved by the Board would start right away but the number would not
be in the books until 2015. The cost for just mailings would be $18,000. Would
like to hire a temporary employee to get us through the two years. Overall cost of
the project, estimated at between $75,000 and $100,000. 1 will have a firmer
number after the State lets me know how much they will do as far as complex
commercials.
Town Board indicated that they would like to start the process and hold an
informational meeting.
