The design plans were prepared by our office and utilized by the installation contractor IBS Septic & Drain (copy of final plans and as as-built sketch attached). A partial completion observation was completed by our office on May 10, 2024. The 500 gallon pump chamber, 2" force main, 1,000 gallon septic tank and 16 EIjen mats were installed and portions of system backfilled. Observation of the 1,000 gallon septic tank noted that there was no internal baffle installed in the tank. The installer was notified that the approved plans showed a baffle to be located within the tank. After discussion with the installer it was determined that the septic tank was going to be removed and replaced with the appropiate tank with internal baffle. Our office performed a second observation on June 6, after the installer notified us that the replacement tank was installed. When our inspector arrived, the tank had already been backfilled and there were no access covers (to grade), for the inspector to verify the baffle installation. After notifing the installer that we were not able to verify the baffle installation, the installer provided us copies of the precast shop drawing (showing baffle) and delivery slip showing the tank was delivered to site, and they also provided a copy of the Town of Queensbury Inspection Worksheet (Mark Smith) that notes the baffle was installed. Based on my review of the plans, our observations of the installation, and the Towns Inspection Workheet, it is my opinion that the system was installed substantially in compliance with the intent of the design plans. The design plans were prepared by our office and utilized by the installation contractor IBS Septic & Drain (copy of final plans and as as-built sketch attached). A partial completion observation was completed by our office on May 10, 2024. The 500 gallon pump chamber, 2" force main, 1,000 gallon septic tank and 16 Eljen mats were installed and portions of system backfilled. Observation of the 1,000 gallon septic tank noted that there was no internal baffle installed in the tank. The installer was notified that the approved plans showed a baffle to be located within the tank. After discussion with the installer it was determined that the septic tank was going to be removed and replaced with the appropiate tank with internal baffle. Our office performed a second observation on June 6, after the installer notified us that the replacement tank was installed. When our inspector arrived, the tank had already been backfilled and there were no access covers (to grade), for the inspector to verify the baffle installation. After notifing the installer that we were not able to verify the baffle installation, the installer provided us copies of the precast shop drawing (showing baffle) and delivery slip showing the tank was delivered to site, and they also provided a copy of the Town of Queensbury Inspection Worksheet (Mark Smith) that notes the baffle was installed. Based on my review of the plans, our observations of the installation, and the Towns Inspection Workheet, it is my opinion that the system was installed substantially in compliance with the intent of the design plans.
