SUPERVISOR STROUGH reviewed the proposed application and the seven variances being
requested. The agent for the applicant is present. Please identify yourself and feel free to
elaborate on anything that I just described in reference to this application for Sanitary Sewage
Disposal Variance.
CONNOR DEMYER-Good evening, Connor Demyer with Environmental Design Partnership. I
am here representing the Blacks who are actually in attendance tonight. We are requesting seven
variances for the replacement system. The guest cottage will direct flows to a new septic tank
which will then flow into a new Eljen field. The existing main dwelling would keep the same
septic tank that was only installed a few years ago also into that new Eljen field. The variances

that are required based on basically lot width and the density of the lots, it is a bit small. So, we
are doing everything we can to put a size system in there that meets the setbacks as best we can.
SUPERVISOR STROUGH-So the enhancement part of your system isn't the primary which is
still a traditional septic tank and that traditional treatment would go on as septic tank treatments
go. And the secondary treatment which is the Eljen field will receive extra treatment.
MR. DEMYER-Yes, so just to clarify the Eljen's are the same NSF 40 treatment same as a Fuji
clean or equal Enhanced Treatment tank. We just decided to use in the field treatment versus
pretreatment design.
SUPERVISOR STROUGH-All right, there is a public hearing and I will open that up in a
minute. Are there any questions on behalf of Town Board Members of the applicant's agent?

2. the Local Board of Health finds that the granting of the variances is necessary for the
reasonable use of the land and are the minimum variances which would alleviate the specific
unnecessary hardship found by the Local Board of Health to affect the Applicant; and

SUPERVISOR STROUGH reviewed the proposed application and the three variances being
requested. The agent for the applicant is present. For the sake of the record please identify
yourself and feel free to elaborate on anything that I said.
CONNOR DEMYER-Connor Demyer with Environmental Design Partnership, I represent the
Faucher's. So, we are requesting three variances for this septic system. The existing tanks are
actually in the same location as the proposed tanks. We are just tearing them out and replacing
them with new precast concrete tanks. The new pump tank in the existing field is only ten feet
from the Lake, it is very close. So, we are pumping it uphill to an area that suits the best for the
property, there is not much good area there to put something in. So, we are building up a
retaining wall with a new pressure distribution stone bed. So,those are the, it is the project.
SUPERVISOR STROUGH-And it will go to a field that is a pressure dealt absorption field?
MR. DEMYER-Correct.
SUPERVISOR STROUGH-Okay, eleven foot by fifty foot with some kind of retaining wall?
MR. DEMYER-Correct.

SUPERVISOR STROUGH reviewed the proposed application and the two variances being
requested. Please introduce yourself for the record again and feel free to expand on what I
described.
CONNOR DEMYER-Connor Demyer, Environmental Design Partnership. The existing system
is well within twenty-five of the lake. It is pretty much right on top of it, under a deck. So, we
are proposing to keep the same outlet out of the house and put in a new ejector pump in there. A
new tank and send solids up the hill to a septic tank where solids will settle out and then into an
Eljen field. We are requesting a variance to the neighboring well which is the Faucher's which
we just went over. The disinfection will be on the Faucher well that we already talked about.
SUPERVISOR STROUGH-All right, any questions?
COUNCILMAN MCNULTY-Where is there water well?
MR. DEMYER-So.
COUNCILMAN FREEER-They get lake water.
MR. DEMYER-The Loughrey's are lake water supplied.

tell you.

WHEREAS, applications for PRDs may be forwarded to the Community Development Department
and Planning Board for recommendations,and following such recommendations,the Town Board may review
the application and take such other needed actions in accordance with Queensbury Town Code §179-12B-050,
and
WHEREAS,prior to deciding about whether to approve the requested PRD,it is necessary to conduct
a review under the New York State Environmental Quality Review Act(SEQRA),for potential environmental
effects,
NOW,THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby makes a preliminary classification of the
actions as Type I for purposes of SEQRA review, and
BE IT FURTHER,
RESOLVED,that the Town Board hereby states its intent to seek Lead Agency for SEQRA review of
this project as provided for under SEQRA and Town Code §179-12B-050, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Clerk to forward West
Mountain Development Partners,LLC's February 2024 application for a Planned Resort Development(PRD)
entitled"Woods at West Mountain Planned Resort Development"to the Queensbury Planning Board for report
and recommendation,with such report to also include recommendations regarding the SEQRA review, and

documents and take any other necessary actions to effectuate the terms of this Resolution and further authorizes

WHEREAS, the Agreement provides that specific expenditure of the funds provided under the
Agreement are subject to further Resolution of the Town Board, and
WHEREAS, the Town Board wishes to provide funding to the North Country Arts Center in the
amount of$2,000 with occupancy tax revenues received from Warren County and accordingly enter into a 2024
Agreement with the North Country Arts Center for the promotion of artists exhibitions, performances and
workshops to Town and area residents and visitors, and
WHEREAS, a proposed Agreement has been presented at this meeting,

RESOLVED, that the Queensbury Town Board hereby authorizes the 2024 Agreement between the
Town and the North Country Arts Center and authorizes and directs the Town Supervisor to execute the
Agreement substantially in the form presented at this meeting, with funding not to exceed $2,000 and to be
provided by occupancy tax revenues the Town receives from Warren County,to be paid for from Account No.:
050-6410-4412, and

RESOLVED that the Town Board authorizes and directs the Town Budget Officer to take all actions
necessary to amend the Town Budget and increase appropriations and revenues as necessary as follows:

WHEREAS, the Queensbury Town Board duly established the Greater Queensbury Consolidated
Sanitary Sewer District(District)in accordance with New York State Law, and
WHEREAS, by Resolution No.: 344, 2023, the Town Board authorized engagement of Delaware
Engineering, DPC (Delaware), for the provision of professional engineering services regarding the design,
bidding, construction administration and observation services related to the rehabilitation of the sanitary sewer
system within the District specifically within the former Pershing-Ashley-Coolidge Sewer District located in
the Broadacres area of the Town that borders the City of Glens Falls(PrQj ect), and
WHEREAS, Delaware has prepared an Engineering Report dated February 2024 concerning the
proposed Project, together with an estimate of the cost of such improvements, and
WHEREAS,the Engineering Report has been duly filed in the Town Clerk's Office and made available
for public inspection, and
WHEREAS, although the Town of Queensbury is a town partially within the Adirondack Park, the
District does not contain State lands assessed at more than thirty-percent(30%)of the total taxable assessed
valuation of the District, so permission of the State Comptroller for the proposed expenditure is not required
under Town Law §202-b(5), and
NOW,THEREFORE, IT IS HEREBY
RESOLVED that:
1. The Project is a SEQRA Type II action in accordance with 6 NYCRR Section 617.5(c)(1)
and therefore the project is not subject to SEQRA review.
2. The proposed improvements are:
(a) rehabilitation of the sanitary sewers with cured-in-place pipe to provide structural
integrity to the pipe and seals it from inflow and infiltration;
(b) rehabilitation of the existing manholes to provide structural integrity and seals them
from inflow and infiltration.; and
(c) installation of three(3) additional manholes at the municipal boundary to delineate the
sewers and one (1) additional manhole on Ashley Place near Coolidge Avenue, and
replacement of an existing clean-out at the dead-end of the sewer system. The manholes
will be installed as access points for maintenance and are required at the end of sewer lines
per the Recommended Standard for Wastewater Facilities also known as the Ten States
Standards.
3. The estimated cost of such improvements is $285,380.

4. The cost of the improvements will be paid from the Greater Queensbury Consolidated
Sanitary Sewer District's Fund Balance.
5. The Town Board shall meet and hold a public hearing at the Queensbury Activities Center,
742 Bay Road, Queensbury at 7:00 p.m., on Monday, March 18th, 2024 to hear all persons interested in the
rehabilitation and improvement of the Districts'facilities as described above and to take such other and further
action as may be required or authorized by law.
6. The Town Board hereby authorizes and directs the Queensbury Town Clerk to duly publish
and post a Notice of Public Hearing not less than ten(10)days nor more than twenty(20)days before the public
hearing date, as required by Town Law§202-b.

AGREEMENT FOR EMERGENCY PROTECTION SERVICES WITH
WEST GLENS FALLS EMERGENCY SQUAD, INC.

WHEREAS,the Town of Queensbury and the West Glens Falls Emergency Squad,Inc. (Squad)have
entered into a 2024 Agreement for emergency protection services (Agreement) which sets forth a number of
terms and conditions including a condition that the Squad will not purchase or enter into any binding contract
to purchase any piece of apparatus, equipment,vehicles, real property, or make any improvements that would
require the Squad to acquire a loan or mortgage or use money placed in a"vehicles fund"without prior approval
of the Queensbury Town Board, and
WHEREAS, the Queensbury Town Board and Squad have negotiated terms for a 2024 Amendment
Agreement for emergency protection services to, among other things, add an additional paid service crew for
an extra shift of five(5)hours for an additional annual estimated cost of$80,000,which$80,000 would include:
1)an allocation of an additional$50,000 to the Squad from the Town's Emergency Services Fund Balance;and
2)approval to shift$30,000 in the Squad's 2024 Agreement from Operations to Paid Service, and
WHEREAS, such Amendment Agreement will help to improve emergency services to a shift where
the Squad experiences very high call volumes and will help improve emergency services within the Town and

therefore in accordance with Town Law §184, the Town Board wishes to accordingly set a public hearing
concerning such proposed Amendment Agreement,
NOW,THEREFORE, BE IT
RESOLVED,that the Queensbury Town Board shall conduct a public hearing concerning a proposed
2024 Amendment Agreement for emergency services between the Town and the West Glens Falls Emergency
Squad, Inc. on Monday, March 18th, 2024 at 7:00 p.m. in the Queensbury Activities Center, 742 Bay Road,
Queensbury, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Queensbury Town Clerk to
publish a Notice of Public Hearing in the Post-Star Newspaper once at least ten (10) days prior to the Public
Hearing.

DEPUTY TOWN CLERK RATHBUN-We received an official petition to Council Members in
our office regarding quality-of-life policing methods, on file in the Town Clerk's Office.
5.0 PRIVILEGE OF THE FLOOR (LIMIT - 4 MINUTES)

6.0 TOWN BOARD DISCUSSIONS
COUNCILMAN METIVIER (WARD I)
• Spoke briefly on the letters that most people received on the new assessments.
COUNCILMAN FREER (WARD II)
• Spoke regarding the tax rate and committed to reducing the tax rate so the approximate
liability is not what was reflected on the letter we received today. Most people's tax
assessment went up but that does not reflect that we will have the same tax rate. This is
trying to keep everyone on the same playing field. I am committed in getting the tax rate
down so the Town tax is not as painful as it appears on this letter.
• Announced that there is work being done by Dixon Heights and Hidden Hills and
construction traffic. Streetlights are being replaced with the LED lights. Please be
courteous and patient as we try to upgrade our roads.
• Recognized Kevin Hajos, the Warren County DPW Superintendent being present and
thanked and congratulated him on working on getting the County Solid Waste headed in
Regular Town Board Meeting, 03-04-2024,

the right direction with regard to hiring someone to look at Commercial Composting
System. Thank you Kevin for your efforts. This Town Board and the people of
Queensbury are behind trying to do the best we can, as soon as we can.
COUNCILMAN DIXON (WARD III)
• Noted that he reached out to James Clemery, the CEO of Angio Dynamics who
announced the closing of their local facility. I tried to show the highlights of having their
business in Queensbury being centrally located. I think they are still reviewing options. I
think the business environment in New York is impacting them. I am not giving up hope
but it will be an uphill battle. This Board is trying to retain every job we can in this
Town, it is important to us.
• Congratulated the South Glens Falls School District. The students did a phenomenal job
with the Marathon Dance. These kids and volunteers collected over $750,000 and they
put it back into the local communities. Please help them out when they are looking for
donations next year.
COUNCILMAN MCNULTY (WARD IV)
• Welcomed a new ambulance to the community today to West Glens Falls Emergency
Services. I represented the Town at the ceremony. It is a great machine and will help the
emergency calls. Thank you for all the work you do for us.
• Spoke regarding the Comprehensive Master Plan. We had our open public forum last
week. We had about ten people here and seven online. We are extending the date for
public input to March 17. We are trying to get a separate tab on the Town's website, to
bring you right to the plan for your input. We are going to reach out to the Senior Center
here and have a public forum with them. We would like to get the school involved, the
government class involved. This is the community Master plan that is going to take us
out thirty years. We would like to reach out to our State and Federal Representatives to
work on getting some funding here for entrepreneurs. Please take the opportunity to give
us your input.
• Congratulations to the Glens Falls High School Basketball Champs.
• Reminder that this weekend is Daylight Savings Time. Time to change your clocks.
SUPERVISOR STROUGH
• Thanked Kevin Hajos, the County DPW Superintendent on doing an outstanding job.
We are thankful to have your presence at this Town Board meeting.
• Thanked Councilperson Michael Dixon, he partnered with Ron Briggs, the regional
President for CSEA. He volunteered to be part of staff, the front lines job fair, at the
Civic Center. Thank you for that.
• Attended the Saratoga County Planning and Zoning as well as the Association of Towns
with other members of the Town Board to get updates on the Laws. Thanked them for
taking the time to keep up to date with changing laws and administrative duties.
• Announced that we had no violations at our two Transfer Stations during an inspection by
Michael Scott of the DEC. Thank you, Rich Paris for supervising our Transfer Stations.
• Thanked Joel Barlow, Jesse Jackson, Look TV, Town Counsel Bob Hafner, Deputy
Town Clerk Colleen Rathbun, Town Board, and the members of the public.
