The following items are still concerns of ours, which have been addressed by your engineers, but we feel still present a problem as far as water penetration through the foundation and also whether 'the. integrity of the existing foundation, which was not. replaced, .will now be subject to scrutiny by this department in the future or by claims from you brought against this department. #1) There still exists cracks along the architectural front of the house, in which you can see daylight. We understand that this is suppose to be sealed with a method recommended by your engineers. - However, the cracks are still there and this wall is not due to be replaced. There is no waterproofing along several of the walls which have been replaced and therefore, we wish to know whether these are recommended to be covered by Thuro-seal, which is also recommended by you engineers. #2) As we discussed, the repairs to the a existing foundation that were made were .not inspected by this department. The recommendations of your engineers have not been reviewed or inspected by this department, therefore we can only assume that those corrective actions have been taken. Again, there is no way for us to physically inspect this short of taking down the walls to reexamine them. #3) There were recommendations on how to further reinforce the footings, which were undermined by Dave Myhrberg, the contractor, and the method of repair that was recommended by the engineer seems to have been performed. Again, we did not witness this,nor do any inspections on this phase of the construction.. #4) ' Some of the framing that has been approved by your brother's . engineer leaves some doubt in our mind, but if the engineer is willing to accept responsibility for these changes and put . his stamp on these plans, then we have no choice but to accept them. During my conference with Mr. Russell Mr. Dave Myhrberg, your contractor, joined the discussion, and several possible remedies were discussed. Later • that day, at 4: 30 p.m. , I returned to the site to photograph the • damage to complete the -record of my observations . • 0 • Information provided to me during my inspection is as follows : 1 . My understanding of the cause for the initial problem is that the foundation was not backfilled during the cold months. This left the footings and, walls exposed, subjecting them to ground frost. • 2 . Upon request of the Building Department, excavation under the garage and the "L" portion at the rear of the building ( indicated 'as Area 1 on the enclosed building plan) was done to allow examination of the footings . 3 . The garage footings and walls were constructed after the completion of the cellar area. This required the garage • . . footings to . be poured separately and the garage walls to be constructed without being interconnected with the cellar walls . 4. The end blocks at the garage door masonry opening cracked and are structurally insufficient. I was told that these blocks were laid up and the .core of the end blocks were filled with concrete. This was at a time of year when weather conditions .produced freezing temperatures . In all likelihood these conditions could have caused the concrete in the block core . to freeze and expand before it had sufficient time to cure, • . • causing breaking of the cement blocks . . • • • RICHARD S. Mr. Dave Myhrberg informs me that four #4 rebars were placed . in the footing at the_ time the concrete was poured and the concrete used was a 3000 psi mix. For the sake of clarity the possible solutions are broken down into four parts as follows : A. Garage footings. B. Garage walls . • C. Footings at the rear of the building near. the "L" (noted on the building plan as Area 1) , D. Foundation wall in cellar area. Part A: • , The exposed footings. in the garage do not appear to have been • structurally damaged. However, at the request of the Town Building Department, excavation under the .footing was done for ' examination purposes . Fortunately, the undermining in this area was kept .to a minimum of approxiamtely 6" - 8" in width, and 4" - 6" in depth under the footing. - As a precaution I would suggest placing a material such as Mirafi paper or equivalent on the ground as far in the cavity as possible. Then, on top of this material, a dry mix concrete . . should be stuffed. into . the cavity, firmly packed, and allowed to cure. When the concrete material is satisfactorily cured a non- shrink grout or hydraulic . cement should be applied and allowed to flow into the cavity. to fill any possible voids . . • Part B: When replacing the concrete block walls in the garage. area wall ties should be instituted at the joints with the cellar walls (Building Plan Area 2) . Wall ties may be installed in the existing- cellar wall by grouting. metal ties into punctures in the horizontal mortar joints of the cellar wall. • The end concrete blocks at the masonry opening of the garage door . . should be replaced. As the new blocks are placed, it is • . recommended that two #4 vertical rebars be grouted into the last • ' core and run continuous from top to bottom. Do this at the side of the door opening (Building Plan Area 3 ) . /Lin June 9 , 1989 Myhrberg, Page Three As for the new walls to be constructed, I suggest that horizontal reinforcement be applied by installing dura-wall reinforcing at least every third course. Fart C: The undermining of the footings in this area has gotten more extensive from the time I first observed it.. I strongly • recommend that corrective measures be taken as soon as possible. • As a corrective measure I would suggest that Mirafi paper or equivalent be first set in place on the ground beneath the concrete. Then construct a form running parallel to the footing outside the cavity. Leave enough room between the existing concrete and the form to allow easy pouring of hydraulic cement or. a non-shrink grout into the cavity. This material should be mixed fluid enough to allow it to flow and fill all the voids. Part D: The cracks in the cellar foundation wall may be adequately patched with a non-shrink grout . As an insurance for structural stability I would suggest that a surface bonding material such as block bond be applied to both the inside and outside of the wall. Carefully apply according to the manufacturer's recommendations . As a final measure, perimeter footing drains should be properly installed according to generally accepted practices . Foundation backfill should be with a porous sand & gravel material the full depth of the foundation from the footing to finish grade and at least 3' - 4' in width. At that time it was discussed that there are definitely foundation problems with this house and the Building Department will not accept any temporary repairs to the foundation as a permanent means to address these problems. It was discussed that Mr. Steve Myhrberg will hire his own private engineer to do an evaluation on the foundation to see if total replacement is warranted or necessary repair to the foundation can be made to Mr. Myhrberg's satisfaction. Mr. Myhrberg was also advised that if the foundation is not totally replaced that a letter to the Building Department will be requested stating that the Building Department is not liable for any damages that may occur in the future, as a result of foundation repairs. A Stop Work Order was reissued by Whitney Russell, Code Enforcement Officer, to state that no work may continue until the Building Department has met with and reviewed the suggestions of the engineer to be hired by Steve Myhrberg. The contractor building the house, Dave Myhrberg, has agreed that no more work will be done until such time that the engineer hired by Steve Myhrberg makes his evaluation of the foundation and whatever Steve Myhrberg decides to do, at the advice of his engineer, is what will take place. razize".
