4.20 Services\CT Male—Grant Application and Engineering Report—Jenkinsville Area Water—4-15-2024 RESOLUTION AUTHORIZING ENGAGEMENT OF C.T. MALE ASSOCIATES FOR PREPARATION OF WATER INFRASTRUCTURE AND IMPROVEMENT ACT (WIIA) GRANT APPLICATION AND ENGINEERING REPORT RESOLUTION NO.: ,2024 INTRODUCED BY: WHO MOVED FOR ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 373,2022, the Queensbury Town Board authorized engagement of C. T. Male Associates (C. T. Male) for professional environmental engineering services related to preparation of a Map, Plan and Report related to the Town's intention to pursue new municipal water service in the Jenkinsville area of the Town, and WHEREAS, the Town Board wishes to again engage the services of C. T. Male for the preparation of a Water Infrastructure and improvement Act (WIIA) Grant Application and an Engineering Report in a format outlined by the NYS DOH and NYS EFC for the lump sum fee of $16,500 as set forth in C. T. Male's April 11, 2024 letter proposal substantially in the form presented at this meeting, NOW THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes engagement of C. T. Male Associates for the preparation of a Water Infrastructure and improvement Act (WIIA) Grant Application and an Engineering Report related to the Town's intention to pursue new municipal water service in the Jenkinsville area of the Town for the lump sum fee of$16,500 as set forth in C. T. Male's April 11, 2024 letter proposal substantially in the form presented at this meeting to be paid for from Engineering Account No.: 00 1-1440-4720-009, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute any needed Agreement and/or any other needed documentation, and BE IT FURTHER, RESOLVED, further authorizes and directs the Town Supervisor and/or Town Budget Officer to take any actions necessary to effectuate the terms of this Resolution. Et BROW 50 Century Hill Drive, Latham, NY 12110 � PUP 518,786,7400 FAX 518,786,7299 www.ctmole,com .April 11, 2024 Honorable John Strough, Supervisor Town of Queensbury 742 Bay Road Queensbury, New 'York 12804 RE: PROPOSAL - Jenkinsville Area Water Project - Preparation of a Water .infrastructure and Improvement Act (WIIA) Grant Application and Engineering .Report Hear Supervisor Strough: With respect to the Town's efforts to plan, engineer, and ultimately extend public water to the Jenkinsvilie area in the eastern part of the Town, we have discussed applying for a 2024 NYS Water Grant (W11A) to help defray a portion of the costs needed to undertake the extension and of water lines and installation of services, valves, and hydrants along portions of Ridge Road, Stonehurst Drive, Sunnyside East, and in the Jenkinsville area. WIIA funding could cover up to 60 m of the net project costs up to a $5 million grant award (potentially 70% if emerging contaminant data in affected wells is above the State maximum contaminant levels-MCLs). WI1A could help the Town offset the amount of local cash or bond financing needed to complete the water line extension. The deadline for 2024 is June 14, and WIIA funding has generally become a once-per-year cycle with submissions between May and September (next round therefore expected in 2025). There are two tasks required in completing the WIIA submission. The first is preparation of the WIIA application itself, which will include narratives, forms, financing information from the Town, and coordination of all attachments, including SEQR documents and SZ lP© consultation. C.T. Male would complete Part 1 of the Full EAF and work with Town Counsel in determining the appropriate SEQR determination. The second task is completion of an Engineering Report which is required in a format outlined by NYSDCIH and NYSEFC. This report would include the following: a) Preparation of an Executive Summary b) Project Background and History to discuss site information, ownership and service area, existing facilities, need for the project, and capacity development c) Alternatives Analysis to discuss various alternatives to correct the deficiencies targeted for the project including a description of any and all alternatives, budget level cost analysis and non-monetary factors for each alternative d) Summary and Comparison of Alternative(s) Civil Engineering . Our fee to complete the WIIA Application Package including the EFC�ompliant Engineering Report is $16,500, which would include all direct reimbursable expenses.
