ASSOCIATES FOR PREPARATION OF
NATIONAL GRID ROW-WIRE HEIGHT SURVEY

WHEREAS, by Resolution No.: 152,2019, the Queensbury Town Board established the
Halfway Feeder Canal Connector Trail Capital Project Fund 4228, and
WHEREAS, the Town Board is considering the possible expansion of a multi-purpose trail to
connect Old Forge Road with Luzerne Road to enhance connectivity between the Rush Pond/Halfway
Brook Trails and Feeder Canal Trail, which possible trail expansion is largely located on lands of
National Grid, and
WHEREAS, a National Grid ROW- Wire Height Survey(Survey)must be performed prior to
any authorization to site a trail on National Grid Lands and therefore the Town wishes to engage
LaBella Associates (LaBella) for professional engineering, surveying and planning services related to
the Survey as set forth in LaBella's April 10, 2024 Proposal for an estimated cost of$23,000, and
WHEREAS, there may be times when Change Orders may become necessary and therefore the
Town Board wishes to authorize the Town Supervisor to approve and sign needed Change Orders up
to $2,300 that he deems necessary or appropriate,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs engagement of
LaBella Associates for professional engineering, surveying and planning services related to a National
Grid ROW - Wire Height Survey as delineated in LaBella's April 10, 2024 Proposal for an estimated
cost of$23,000, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
approve and sign Change Orders pertaining to this project up to $2,300 that he deems necessary or
appropriate, and
BE IT FURTHER,
RESOLVED, that payment for LaBella's services shall be paid from Capital Construction
Account No.: 228-7110-2899, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign
LaBella's April 10, 2024 Proposal substantially in the form submitted at this meeting and/or any other
needed documentation and the Town Supervisor and/or Town Budget Officer to take any other
actions necessary to effectuate the terms of this Resolution.

RE: National Grid ROW- Wire Height Survey
Dear Supervisor Strough:
We are pleased to provide the following scope of services to further assist the Town in
planning expansion of a multi-purpose trail to connect Old Forge Road with Luzerne Road.
This segment is a component of a larger plan by the Town to improve bicycle/pedestrian
facilities to enhance connectivity between the Rush Pond/Halfway Brook trails and the
Feeder Canal Trail.The segment of interest is largely located on lands of National Grid(NG).
Based on communications with National Grid, a wire height survey needs to be performed
prior to any authorization to site a trail on NG lands. NG has provided guidance on the survey
requirements, and we have assisted the Town in communications with NG to gain
authorization to perform the wire height survey. The scope outlined herein includes survey
services as well as some preliminary planning work to better understand the NG ROW
environmental constraints and NG requirements for siting the facilities. Upon completion of
this phase of work we will work with you to outline future efforts to advance the Town's vision
and objectives.
Task 1- Land Surveying Services
LaBella will prepare an existing conditions planimetric survey and partial boundary survey for
portions of lands of the National Grid Electric Transmission line corridor in Queensbury, New
York more particularly identified as Tax ID 302.17-3-58 and Tax ID 309.5-1-4 on the Warren
County tax records. The extents of the survey will commence approximately 425 feet south
of Old Forge Road and extend along the transmission corridor in a southerly direction
approximately 4,000 linear feet to the southerly terminus at the intersection with Luzerne
Road. The survey will establish boundary lines of the transmission line corridor in accordance
with record plans to be obtained from National Grid and approximate highway boundaries of
Maple Drive, Upper Sherman Avenue and Luzerne Road which where they intersect the
transmission corridor.
Additionally,the survey will establish wire height of the transmission lines in accordance with
National Grid's Standards and Requirements for Recreational Trail Proposals. All surveying
will be completed in accordance with the "Code of Practice" as adopted by the New York
State Association of Professional Land Surveyors.

Assumptions & Limitations- Cost itemized herein are for those phases specifically
mentioned and do not include the following:
• ALTA/NSPS Land Title Survey certification not included.
• Wetland delineation, report, and survey not included.
• Full Topographic Survey not included.
• Boundary surveys for privately owned parcels abutting the electric transmission line
corridor not included.
• Private underground utility mark out and survey not included.
• Boundary staking not included.
• Construction Layout surveys not included.

Owner/Client's Responsibilities
• The Owner/Client will be responsible for, and LaBella may rely upon,the accuracy
and completeness of reports,data and other information furnished to LaBella by the
Owner/Client and previous consultants pursuant to this section.
Deliverables - The client will be furnished with the necessary number of copies of the
certified survey in both hard copy and Civil3D digital format.

Task 2- Preliminary Concept Planning
LaBella will assemble an existing conditions map of the utility ROW from Old Forge to
Luzerne Road using the survey boundary limits established from Task 1 (with available tax
mapping), utility pole locations, NYS ortho-imagery (aerial photography), best available
topography(LIDAR)and any additional information regarding the location/presence of blue
Lupine species(habitat for the Karner blue butterfly(KBB).
NG has prepared a KBB Habitat Conservation Plan which requires certain precautions are
taken when maintenance and construction activities are proposed within the NG ROW.We
suggest meeting with National Grid real estate representatives and their environmental unit
to coordinate this effort. We currently do not have mapping depicting the location of the
noted habitat, NG may provide that information, or it may be necessary to conduct a field
survey of the lupine during the active growing season. This will be discussed during our
meeting with NG representatives.
Utilizing all this data, we will develop a dynamic and accessible path alignment that
enhances the user experience while also minimizing overall disturbance and avoiding any
sensitive habitats. We will also provide a preliminary opinion of probable cost to assist with
future funding efforts for the trail.
Task 3- Meetings
Under this task, LaBella will attend up to two(2) meetings with the Town, NG, and/or project
stakeholders.
