TEMPORARY TRAINING TECHNICIAN

WHEREAS, by Resolution No.: 301,2023, the Queensbury Town Board established the
temporary, part-time position of Training Technician and appointed Michael Palmer, the Town's
former full-time Fire Marshal Mr. Palmer to such position to work on an on-call basis an average of 20
hours per week at the rate of pay of$30 hourly commencing on or about September 12t', 2023 for a
one (1) year period, with such appointment to be renewed as needed by the Town's Director of
Building and Codes Enforcement, and
WHEREAS, the Town's Director of Building and Codes Enforcement has recommended that
the Town Board renew Mr. Palmer's appointment for an additional one year period or through
September 12t', 2025,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby reappoints Michael Palmer to the
temporary, part-time position of Training Technician, with Mr. Palmer continuing to work on an on-
call basis an average of 20 hours per week at the rate of pay of$33.50 hourly commencing on or about
September 12t', 2024 for a one (1) year period or through September 12t', 2025, such appointment to
be renewed as needed by the Town's Director of Building and Codes Enforcement, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Director of Building and Codes Enforcement and/or Budget Officer to complete and file any
documentation, amend the Town Budget and take such other and further actions necessary to
effectuate all terms of this Resolution.

I would like at this time,to express an interest in being kept on a part time basis,as a continuation of my
current status,to assist the Fire Marshal's office.It is requested that this be a one year appointment,
beginning on/or about September 11,2024,with any modifications at the discretion of the Director of
Building and Codes.The work schedule is an average 20 hours per week,at a pay rate of$33.50/hour.
I make this request for the following reasons
1—'The incumbents are still getting acclimated to their positions. I could assist with such items as plan
reviews,data entry,and code research,etc...I can also assist during planned leave time of either person.
2-At some point,one candidate will be transitioning to the Fire Marshal's position,and this will happen
based on Fire Marshal Civil Service testing,as well as observations from myself and the Director of
Building and Codes.
3-Another code revision cycle is likely to occur early 2024,and transitioning from one to another is
difficult,and I will help get them up to speed.
4-I would be available to assist with safety issues,employee training and/or helping to transition
another person into that role.
5-Assist in transitioning a new person into the role of Emergency Manager,as it relates to our CEMP.
Some issues will include plan updates,training,emergency trailer inventory and management.
6-The transition to Municity software has become extremely cumbersome,and I am spending a good
deal of time with this transition and the required data entry.

WHEREAS, due to the recent retirement of Michael Palmer, the Town of Queensbury's
former full-time Fire Marshal, the Town Board wishes to establish a temporary, part-time position
of Training Technician and appoint Mr. Palmer to such position for the training and mentoring of
the Fire Marshal Office's staff, with Mr. Palmer to work on an on-call basis an average of 20 hours
per week at the rate of pay of$30 hourly commencing on or about September 12th, 2023 for a one
(1) year period that may be renewed as needed by the Town's Director of Building and Codes_
Enforcement,and
WHEREAS, the Town Board wishes to establish the Training Technician position as set
forth in the Warren County Department Personnel and Civil Service's New Position Duties
Statement and Job Description presented at this meeting and appoint Michael Palmer to the
position,
NOW,THEREFORE,BE IT
RESOLVED, that the Queensbury Town Board hereby establishes the temporary,part-time
position of Training Technician and appoints Mr. Palmer to such position to work on an on-call
basis an average of 20 hours per week at the rate of pay of$30 hourly commencing on or about
September 12th, 2023 for a one (1) year period that may be renewed as needed by the Town's
Director of Building and Codes Enforcement,and
