ARTHUR TURNBULL- THE PRESIDENT AND REPRESENTATIVE OF THE QUEENSBURY SENIOR CITIZENS ORGANIZATION REVIEWED THE BUDGET REGARDING SENIOR CITIZENS, THE TOWN HAS THROUGH A LACK OF COMPASSION OR INSENSITIVITY HAS NOT INCREASED THE AMOUNT OF MONEY IN THE BUDGET TO HELP THE GROUP HAVE MORE PROGRAMS . . . IT SEEMS AS THOUGH YOU ARE IN FAVOR OF GLENS FALLS YOU HAVE BUDGETED TWICE THE AMOUNT OF MONEY, THEY HAVE OTHER SOURCES OF FUNDING. . . YOU DID HAVE AMPLE TIME TO BUDGET MORE FUNDS FOR OUR GROUP WE HAVE DONE EVERTHING YOU WANTED . . . SUPERVISOR WALTER- THE FINAL BUDGET HAS NOT BEEN PASSED, THE ALLOCATION FOR THE CITY OF GLENS FALLS WHICH HAS OVER TWICE THE MEMBERSHIP THAT YOU HAVE AS OF THE LAST COUNT, THE AMOUNT OF MONEY FOR 1981 FOR THEM IS THE SAME . . . NO INCREASE . . . THAT HAS ALWAYS BEEN MATCHING, IT HAS NOT COME OUT OF THE TAX OF THE TOWN OF QUEENSBURY, THE MONIES WE HAVE GOTTEN FOR THEM HAS COME FROM A MATCHING GRANT. ANY ADDITIONAL MONIES THAT WE WILL BE PROVIDING FOR SENIOR CITIZENS CANNOT BE MATCHED BECAUSE WE ARE AT THE TOP OF OUR ALLOCATION. IN THE RECREATION PORTION OF THE BUDGET THERE IS A LOT MORE MONEY PUT ASIDE FOR SENIOR CITIZENS . ALTHOUGH IT IS NOT REFLECTED UNDER THE SENIOR CITIZENS BUDGET, IN MR . HANSENS BUDGET THERE IS ADDITIONAL MONIES FOR ACTIVITIES FOR SENIOR CITIZENS, SO SAYING THAT YOUR ARE RECEIVING THE SAME AMOUNT THAT YOU DID LAST YEAR IS NOT QUITE CORRECT. ACCORDING TO THE CONTRACT YOU WERE TO PROVIDE US WITHIN SIXTY DAYS WHAT YOU WERE USING YOUR MONEY FOR, AS THE CHIEF FISCAL OFFICER I HAVE NEVER SEEN ANYTHING FROM YOU REGARDING WHAT THE MONIES THAT WE HAVE ALLOCATED TO YOU FOR THIS YEAR, THERE HAS NOT BEEN ANY PLAN FOR WHAT YOU HAVE USED THE MONEY FOR, THAT IS PART OF THE CONTRACT. MR. ARTHUR TURNBULL- WE HAVE GONE THROUGH THAT WITH LEGAL COUNSEL. . . I DID NOT SEE THAT IT WAS FEASIBLE FOR A NEW ORGANIZATION TO PROJECT THIS . . . SUPERVISOR WALTER- I DO NOT THINK THAT WAS CLARIFIED. . .WE INDICATED THAT WE WOULD LIKE TO SEE SOME KIND OF A PLAN THAT YOU WERE GOING TO IMPLEMENT . . . NOTED THAT ALL DEPT. HEADS JUSTIFY WHAT THEY NEED FOR THE COMING YEAR . . . MR. ARTHUR TURNBULL- YOU DID NOT ASK ME FOR A BUDGET. . . I PROVIDED A BUDGET TO START WITH. SUPERVISOR WALTER- DISCUSSED THE RECREATION BUDGET. . .THE PROGRAMS THAT ARE PROVIDED IN THE RECREATION BUDGET FOR THE TOWN OF QUEENSBURY SUCH AS BALLROOM LESSONS, WHICH ARE OPEN FOR SENIOR CITIZENS TO TAKE PART. . .THERE ARE FUNCTIONS THAT ARE PROVIDED BY THE TOWN OF QUEENSBURY IN THE RECREATION - BUDGET SUCH AS THE OPERATION OF GURNEY LANE WHICH SENIOR CITIZENS CAN USE. . . THIS YEAR YOU HAVE ADDITIONAL MONIES SET ASIDE FOR TRIPS IN MR. HANSEN BUDGET THOSE ITEMS STILL REMAIN. . . MR . ARTHUR TURNBULL- ALL I WANT TO DO IS MAKE THE COMPARISON BETWEEN GLENS FALLS AND THE TOWN OF QUEENSBURY, THERE IS SUCH A LOPSIDED ENDEAVOR THERE. WE HAVE 200 REGISTERED MEMBERS IN THE QUEENSBURY SENIOR CITIZENS CLUB. INC . SUPERVISOR WALTER- I WANT YOU TO UNDERSTAND THAT WE HAVE PUT MONEY IN THE BUDGET ASIDE FROM THE ALLOCATION YOU WILL RECEIVE UNDER SENIOR CITIZENS FOR ACTIVITIES FOR SENIOR CITIZENS IN THE TOWN OF QUEENSBURY, WE HAVE NOT FORGOTTEN SENIOR CITIZENS . . . TOM PHILO-BROOKWOOD DRIVE-ALL THE SENIOR CITIZENS ARE ASKING FOR IS A LITTLE HELP. . .ASKED WHY WE ARE ASSISTING THE CITY OF GLENS FALLS GROUP WHEN WE HAVE A GROUP OF OUR OWN. . .WHY IS HARRY HANSEN NOW IN CHARGE OF IN CHARGE OF THE SENIOR CITIZENS AS FAR AS ADMINISTERING MONIES . . . THESE PEOPLE WANT A PLACE. . . I WOULD LIKE TO SEE A COMMUNITY BUILDING. . . NOTED THAT MR. TURNBULL PURCHASED A BUS FOR THE SENIOR CITIZENS OUT OF HIS OWN POCKET. . . THE BUS IS BEING PAINTED AT COMSTOCK PRISON .. . COUNCILMAN MORRELL- DOES THE GLENS FALLS SENIOR CITIZENS CENTER GIVE AN UPDATE ON WHAT THEY ARE SPENDING THEIR FUNDS ON? SUPERVISOR WALTER- YES MR. TOM PHILO- IS THERE ANY WAY THAT THE $5, 000 . 00 ALLOCATED FOR THE GLENS FALLS SENIOR CITIZENS BE GIVEN TO THE QSBY , SENIOR CITIZENS? SUPERVISOR WALTER- NOTED THAT THE TOWN BOARD CAN STILL CHANGE THE BUDGET. . . .WILL BE BE VOTED ON NOVEMBER 18TH 1980 . . . MR. TOM PHILO- WHAT IS THE REASON FOR GIVING THE MONEY TO THE GLENS FALLS CENTER, BECAUSE THEY DID NOT HAVE A CLUB IN QSBY. ? SUPERVISOR WALTER- YES AND FROM THE AMOUNT OF MAIL AND CONTACT I HAVE HAD FROM THE PEOPLE WHO LIVE IN QSBY . AND HAVE BEEN A MEMBER OF THAT PARTICULAR SENIOR CITIZENS CENTER WHICH ALTHOUGH IT IS LOCATED IN THE CITY OF GLENS FALLS IS AN AREA SENIOR CITIZENS GROUP, THEY PREFER TO STAY DOWN THERE, AND BE A PART OF THAT GROUP. I THINK THAT THE BOARD IS LOOKING TO DO FURTHER THINGS FOR THE SENIOR CITIZENS, BUT WE ARE DEALING WITH TAXPAYERS MONEY AND WHAT WE DO WE WOULD LIKE TO SEE PUT IN THE RIGHT PLACES . . . DISCUSSION HELD ON LOCATIONS FOR SENIOR CITIZENS BUILDING. . . TOM PHILO- ASKED IF THE TOWN OWNED LAND NEAR THE OFFICE BUILDING THAT COULD BE DONATED TO THE CLUB FOR A BUILDING? SUPERVISOR WALTER- THE TOWN DOES OWN PROPERTY IN VARIOUS AREAS OF THE TOWN. . . MR . TOM PHILO- THE SENIOR CITIZENS N® A BUILDING . . I WISH THE BOARD WOULD GIVE THE SENIOR CITIZENS A PIECE OF PROPERTY TO BUILD ON . . . SUPERVISOR WALTER-I THINK THROUGH YOUR COMMENTS THIS EVENING YOU HAVE GIVEN THE BOARD MEMBERS A LOT OF FOOD FOR THOUGHT AND WE WILL TAKE IT UNDER CONSIDERATION . . . . MR. TOM PHILO-YOU MADE A STATEMENT THAT RERAN WOULD MAKE SOME CHANGES WE NEED SOME CHANGES HERE IN QUEENSBURY , SUPERVISOR WALTER- ASKED FOR FURTHER COMMENTS HEARING NONE THE OPEN FORUM WAS CLOSED.
