A proper framing inspection was not possible. Most members concealed . The is no apparent method of fastening the building end of the new rafters , which have a 4ft. overhang . The cantilever ratio is close to correct but the existing roof on the north end is near-flat and appears weak. Walking on the newly constructed roof causes severe bounce to the old roof . Our concern is wind lift as well as proper support for loading. We indicated to the owner that we will require that an engineer inspect the construction before any further roof work is concealed. We told him that he could proceed with siding replacement and trim. The proposed false balcony is not to be constructed until drawings are submitted, showing an acceptable method of fastening it to the building. The other proposed roof will need engineers approval also . Based on this inspection, we will not issue a Building Permit until all plans have been approved by an Engineer and reviewed by the Building Department. The owner was also advised to apply for inspection of any new electrical work being done. Vic Lefebvre Whitney Russell We also advised the workers on the site to notify their employer to be sure that a Building Permit has been issued before beginning work in The Town of Queensbury, in that the Permit process may protect them from economic loss. 6/25/90 3:30 PM--- Same two inspectors met with owner, contractor and Wm. Montgomery, engineer. It was an amicable meeting. All agreed• to make -the corrections requested by the Building Dept. Mr. Montgomery will form a letter describing the changes and submit drawings of the areas in question. The newly created concealed space between roofs will be firestopped at 20 ft. intervals. In view of the time frame and exceptional co-operation of the owner, we agreed to allow construction proceed. There will be no covering of the work until it is inspected. The Building Permit will be issued following the submittal of the drawings and engineer's letter. 6/27/90 - Based On the attached letter from the engineer, we are allowing the construction.to proceed. NEW YORK STATE PROFESSIONAL ENGINEER RD#2 BOX 395, GLENS FALLS,NEW YORK 12801 (518)-792-4262 Industrial Engineering Energy Conservation Structural, New and Renovation Pumps,Piping and Hydraulics Environmental Compliance HVAC and Ventilation June 26, 1990 Mr. Whitney Russell Building Department Queensbury Town Hall Bay Road Queensbury, New York 12804 Dear Mr. Russell , I appreciated the time you and Mr. Lefebvre took Monday afternoon to meet with me and Frank Thomas regarding renovations to the former Tropicana Restaurant. In the absence of formal blueprints, I will try to list the items in question and my comments regarding same. 1 . The new overhanging roof section is framed with 2"x6" joists, 16" O.C. and is covered with 1/2" CDX sheathing and shingles. This roof overhangs the building by 3' -B" and extends back over the main roof for 10ft. I have checked the strength of this particular section and find that both the 10ft. portion and the 3' -6" overhanging portion will adequately support a total snow and dead load of 60 PSF. 2. Frank Thomas intends to install 6 triangular braces under the overhang . These braces are to be constructed of 4"x4" members laged into both the overhang and the existing vertical wall of the main building . With each brace laged into joists or studs, this bracing should impart a substantial resistance to up-lift as well as to downward forces. The exposed edge of the overhanging section has double 2"x6" members across the ends of the joists which should limit deflection between braces and help tie the system of braces together. 3. The extension of the main ( higher) roof over the lower sidewall roof is to be supported approx . at midpoint by a girder of three (3) 2"x1O" members. This new girder will , in turn , be supported by the existing girder and steel posts below the ceiling joists. This will remove the snow load from the weak lower roof and carry all the external loads on new 2"x8" rafters, 24" O.C. with an approx . span of 10ft. between supports. Frank Thomas has agreed to install vertical 3/8" sheetrock firestops at approx. every 20ft . in the spaces between old and new roofs . This will be done under the new section already in place and in the balance of the roof construction as they proceed across the side roof . All eaves will be closed in to prevent weather, dirt, and • • insects from entering the vacant space between roofs and to • eliminate the wind-tunnel effect in case of fire . I think I 've remembered all of the items we discussed . If not, or if other questions come up, let me know and I ' ll try to get them taken care of to everyone ' s satisfaction . As you will recall , this permit was issued after the work was started. At that time, you were told that building without a permit in Queensbury was illegal . You informed Vic Lefebvre affd " myself that this was an oversight of the owner. On June 25, 1990, Vic Lefebvre and myself made an inspection at the site. - During that inspection, we found most of the work had been completed and areas that were not completed appeared to .be Very poorly constructed. At this time, we requested that you get an engineer to design a repair method for the inadequate workmanship. Later on th-esame day, Mr. Lefebvre and myself met with you and Mr. William Montgomery, P.E. on the site to discuss the repairs we thought would be necessary. On June 26, 1990, Mr. Montgomery( §ubMitted a two page letter whichDI believe, very clearly described the proper repaf method for the work already completed and the proper procedures to follow for the work needed to complete the project. On July 17, 1990, I visited the site at approximately 2:30 p.m. as per your request only to find all of 'the tqork had again been completed without the proper inspections. At this tiMe:, requested areas of the roof be opened. After several days of inspections, it was apparent that none of the work had been constructed as per the engineer's recommendations. At that time, I informed you that I would need a second lett& from the engineer either approving the method of construction or indicating, the proper procedure for the repair. Therefore, I will give you 48 hours from the receipt of this letter to have Mr. Montgomery or another New York State Licensed Architect or Engineer contact me and inform me that they are working on the project. If no contact is made with this office at that time, I will be compelled to commence Court proceedings.
