FOR PROFESSIONAL SERVICES RELATED TO STORMWATER ALTERNATIVES FOR PORTION OF ASSEMBLY POINT ROAD RESOLUTION NO.: ,2024 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, the Queensbury Town Board wishes to engage the professional services of LaBella Associates, P.C. relating to the exploration of options to improve a portion of Assembly Point Road between Sunset Lane and Knox Road to address stormwater management, for an amount not to exceed$10,000 as set forth in LaBella's May 8, 2024 letter presented at this meeting, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the professional services of LaBella Associates, P.C. relating to the exploration of options to improve a portion of Assembly Point Road between Sunset Lane and Knox Road to address stormwater management for an amount not to exceed $10,000 as delineated in LaBella Associates, PC.'s May 8, 2024 letter presented at this meeting, such services to be paid for from Engineering Services Account No.: 00 1-1440-4720, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes the Town Supervisor and/or Deputy Town Supervisor to execute any needed agreement and/or necessary documentation and the Town Supervisor, Deputy Town Supervisor and/or Town Budget Officer to take all actions necessary to effectuate the terms of this Resolution. May 8, 2024 John Strough,Supervisor Town of Queensbury 742 Bay Road Queensbury, NY 12804 RE: Assembly Point Road-Stormwater Alternatives Dear Supervisor Strough: We understand that the Town is interested in exploring options to improve a portion of Assembly Point Road, between Sunset Lane and Knox Road, to address stormwater management discharging to the lake, as well as bicycle/pedestrian safety. This section of the roadway is directly adjacent.to Lake George and in close proximity to the lake's typical elevation. The Town's goal is to better understand possible measures to intercept, treat or redirect stormwater that may be emanating from the roadway. Early options discuss by the Town include altering the roadway to increase the pitch/cant of the road away from the lake, use of permeable pavements and/or providing some form of in road intercept and infiltration measures. A Larger scale intervention could include relocating (or back lotting)the roadway to the central area portion of Assembly Point. Based on this understanding we propose a desktop analysis of various measures as described. We would also explore other/alternate measures that may present themselves during our evaluation such as creating a one-way loop to allow a reduced road width, We would prepare base mapping of the study area from publicly available data sources including ortho imagery, lidar, tax parcels, environmentaVnatural resources, and other relevant data. We would develop concept figures depicting each alternative and develop order of magnitude costs for each option. Our work would be summarized in a report describing each alternative,the potential benefits, the pros and cons as well as the order of magnitude costs. We would meet with you to review the evaluation and discuss additional efforts should you choose to purse any of the options. We propose to provide these services on a lump sum basis.Our fee to perform this work for a fee of$10,000. We wil initiate this work on your authorization. Please contact me with any questions.
