WHEREAS, by Resolution No.: 305,2011, the Queensbury Town Board adopted its Final
Order authorizing, approving and establishing the Glen Lake Aquatic Plant Growth Control District
and by Resolution No.: 323,2023, the Town Board adopted the 2024 Glen Lake Aquatic Plant
Growth Control District Benefit Tax Roll, and
WHEREAS, by Resolution No: 65,2024, the Town Board authorized engagement of Ready
Scout, LLC Lake Consulting & Services (Ready Scout) for preparation and filing of New York
State Department of Environmental Conservation Permit applications and completion of a Pre-
Treatment Survey relating to the 2024 Aquatic Vegetation Lake Management Contract for Glen
Lake as was delineated in Ready Scout's December 21, 2023 letter proposal, and
WHEREAS, in Chapter 3(C)(2)(f) of the Town Purchasing Procedures, upon the Town
Board considering the reasonableness of the fee, it may engage a particular professional which was
previously used with the Project without soliciting multiple vendors, and
WHEREAS, Ready Scout has completed the Pre-Treatment Survey authorized by
Resolution No.: 65,2024 and therefore the Town Board wishes to engage Ready Scout for the 2024
Aquatic Vegetation Lake Management Contract for Glen Lake for the amount of $41,665 as
delineated in Ready Scout's April 30, 2024 letter proposal presented at this meeting ($42,315 minus
$650 for the previously authorized and completed Pre-Treatment Survey), and
WHEREAS,the Town will adhere to all New York State Law bidding requirements,
NOW, THEREFORE, BE IT
RESOLVED, that for the reasons outlined above, in these circumstances the Queensbury
Town Board hereby waives its requirement under the Town of Queensbury's Purchasing Policy for
two(2)written quotes, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes engagement of Ready Scout, LLC
Lake Consulting & Services for the 2024 Aquatic Vegetation Lake Management Contract for Glen
Lake for the amount of$41,665 ($42,315 minus $650 for the previously authorized and completed
Pre-Treatment Survey) as delineated in Ready Scout's April 30, 2024 letter proposal substantially in
the form presented at this meeting contingent upon Ready Scout providing a certificate of insurance
in form acceptable to the Town, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Budget Officer to pay
expenses incurred from appropriations in the Glen Lake Misc. Contractual Account No.: 051-
8790-4400 not to exceed $41,665 and/or take any actions necessary to provide for such payment,
and
BE IT FURTHER,
RESOLVED, that Ready Scout shall not commence the work authorized by this
Resolution and as set forth in Ready Scout's April 30, 2024 Proposal until such time that Ready
Scout has obtained all insurance required by the Town of Queensbury, including boat insurance,
and the Town has explicitly approved such insurance, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and ratifies the Town Supervisor's
signing of Ready Scout's April 30, 2024 letter Proposal substantially in the form presented at this
meeting and/or any other documentation required of the Town and further authorizes the Town
Supervisor, Deputy Town Supervisor, Town Budget Officer and/or Town Purchasing Agent to take
any and all actions necessary to effectuate the terms of this Resolution.

Service Proposal_ NYSDEC Article a5 permitting for Glen Lake
Introduction
This proposal specifies the management of invasive and nuisance plants in Glen Lake in 2024.
Scope of Services
x. Pre Treatment Survey
a. Ready Scout will conduct a preliminary survey of Glen Lake prior to the herbicide application to assess
the growth stage of the target species and the appropriate treatment timing.
b. The Glen Lake Protective Association (GLPA), the Town of Queensbury and the NYSDEC will be
notified of the recommended treatment date following completion of the survey.
z. ProcellaCOR EC treatment
Five areas of Glen Lake (17.4 acres) will be treated using ProcellaCOR EC herbicide for the control of
eurasian watermilfoil, in accordance with an approved permit.
Treatment Area x (TAi) - 8 acres
Treatment Area Z (TA2) — nacre
Treatment Area 3 (TA3) — 1.7 acres

a. The application will be conducted on one midweek day in late May orJune 2024 using a rate
Of 3 PDWS/acft. (5.79 ppb)•

b. The application will be conducted by boat, with the herbicide dropped below the water
surface, and treatment plots will be confirmed by a boat-mounted GPS.
c. Prior to treatment, dissolved oxygen and temperature will be monitored in the lake to ensure
appropriate environmental conditions exist.
d. Treated eurasian watermilfoil plants will drop and decompose over 3-4 weeks following
application.
e. Following treatment, ProcellaCOR EC application will restrict water use for irrigation and
livestock watering until concentrations are below z ppb and restrictions are removed by DEC
authorization. The restriction does not apply to turfgrass irrigation. This may take 8-12 days.
f. Areas of the shoreline will be posted with water use restriction notices prior to start of the
treatment.
g. While some native plants (watershield, water lilies) will show some damage and/or decline
from the ProcellaCOR EC treatment, this should be temporary.
3. Aquathol kTreatments
Two areas of Glen Lake (7 acres) will be treated using aquathol k herbicide plus a surfactant, in
accordance with an approved permit.
Z. Treatment Area 6 (TAB) — 4.2 acres
x. Treatment Area 8 (TA8) — z.8 acres
a. Ready Scout will apply the herbicide Aquathol k at a rate of 3.5 ppm to target areas of
pondweed and brittle naiad in Glen Lake identified by the Client and approved by the permit.
b. Application will be conducted by boat in late spring or early summer zo24.
c. Prior to treatment, water clarity, temperature and dissolved oxygen will be measured to
determine that suitable application conditions exist.
d. Aquathol k application will restrict water use for drinking until concentrations are below So
ppb and restrictions are removed by DEC authorization.
e. Aquathol k will restrict swimming until the day after application.
4: ProcellaCOR EC & Aquathol k Sampling
Water samples will be collected following herbicide application for residue testing, as required by
NYSDEC.
X. Water samples will be collected at the sites shown on the sample plan map.
x. ProcellaCOR EC Samples will be shipped overnight to SePRO lab in White kers, NC for
analysis.
3. Aquathol k samples will be shipped to a suitable commercial tab.
4_ Sample results will be reported to the GLPA, the Town and the NYSDEC upon receipt from
the lab.
5. Samples will be collected until all restriction thresholds have been met.
6. Once DEC advises, the client will be responsible for removal of the posters.

t: Post-treatment efficacy survey
a. Ready Scout will conduct a post-treatment survey of the treatment zones and surrounding
areas 6-9 weeks after completion of the ProcellaCOR EC and Aquathol k treatments.
b. Each treatment area will be surveyed visually, with Sonar and with rake tosses to assess the
efficacy of the treatment on the target species.
c. Photos will be taken of any EWM found within or adjacent to treatment areas, and any
impacted non-target species for documentation and use in the DEC report.
6: NYSDEC Pesticide Report
Ready Scout will file the NYSDEC pesticide permit report for Glen Lake bythe December deadline.
Ready Scout will include notes from the post-treatment efficacy survey in completion and submission
of the report.
Qient Responsibilities:
i. Client will be responsible for the following:
a. Compliance and enforcement of temporary water-use restrictions where applicable.
b. Removing the temporary water use restrictions posters along the shoreline following treatment
and the removal of water use restrictions.

Insurance
Ready Scout will maintain general liability insurance as necessary given the scope and nature of the Services. The
Company will be responsible forthose damages, claims, causes of action, injuries or legal costs to the extent of its own
direct negligence or misconduct, and then only to an amount not to exceed the annual value of this Agreement. In no
event will any party tothis Agreement be liable to the other for incidental, consequential or purely economic damages.
Disclaimer
Ready Scout will make every effort and conduct reasonable due diligence to prepare and submit successful permit
applications, but is not responsible for the denial of any permit submission made on behalf of the Town of Oueensbury.
While Ready Scout, LLC makes every effort to thoroughly inspect the site before providing this contract proposal or
beginning any work, it is possible, without fault or negligence, that unforeseen circumstances may arise, or that
hidden conditions on the site might be found in the course of the performance of the contract work, which would
result in additional tune or material costs that exceed this contract pricing. Should this occur, the customer will be
notified of these unforeseen circumstances or conditions and be responsible for the costs associated with remedying.
By signing this agreement, the customer acknowledges that they have informed Ready Scout of all known and
relevant current site conditions that would be reasonable to expect could affect our ability to successfully complete the
contract work.
