RESOLUTION AUTHORIZING ENGAGEMENT OF DELAWARE
ENGINEERING, D.P.C. REGARDING FEASIBILITY OF EXPANDING
LIQUID ALUM CHEMICAL BULK STORAGE CAPACITY AT
TOWN OF QUEENSBURY WATER TREATMENT PLANT

WHEREAS, the Town of Queensbury's Water Superintendent/Wastewater Director has
recommended that the Town Board authorize engagement of the professional services of Delaware
Engineering, D.P.C. (Delaware) for preparation of a feasibility study regarding possible
expansion of the liquid alum chemical bulk storage capacity at the Town's Water Treatment Plant
for an amount not to exceed $18,900 as delineated in Delaware's April 30, 2024 Professional
Services Agreement substantially in the form presented at this meeting, and
WHEREAS,the Town Board wishes to authorize such professional services,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes engagement of Delaware
Engineering, D.P.C. (Delaware) for preparation of a feasibility study regarding possible
expansion of the liquid alum chemical bulk storage capacity at the Town's Water Treatment Plant
for an amount not to exceed $18,900 as delineated in Delaware's April 30, 2024 Professional
Services Agreement, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Supervisor/Deputy
Supervisor and/or Water Superintendent/Wastewater Director to execute such Professional Services
Agreement in substantially the form presented at this meeting as well as any other needed
documentation,with payment for such services to be made from Account No.: 040-8310-4710, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget
Officer to transfer $18,900 from the Water Department's undesignated, unassigned fund balance
Account No.: 040-0000-0909 to Account No.: 040-8310-4710, amend the Town Budget and/or
take all actions necessary to effectuate payment, and
BE IT FURTHER,
RESOLVED, that the Town Board and authorizes and directs the Town Supervisor/Deputy
Town Supervisor, Water Superintendent/Wastewater Director and/or Town Budget Officer to take
such other and further actions as may be necessary to effectuate the terms of this Resolution.

The CLIENT hereby engages the ENGINEER to perform the services described in Part I
("Services") and the ENGINEER, agrees to perform the Services for the compensation set forth in
Part II. Work shall be conducted pursuant to the Standard Terms and Conditions provided in Part
M. The ENGINEER shall be authorized to commence the Services upon execution of this
Agreement. The CLIENT and the ENGINEER agree that this signature page, together with Parts
1-III and any attachments referred to therein, constitute the entire agreement between them relating to
continuing Project assignments (Agreement).

SCOPE OF SERVICES
This Scope of Services includes the steps necessary to determine the feasibility of converting two tanks which
historically contained sodium hydroxide into alum storage tanks. This feasibility study will be completed in
phases, with the initial phase consisting of a conducting a condition assessment of the existing sodium
hydroxide tank and determining any required improvements to the system to ensure the system is compatible
for use with alum. The feasibility study will also evaluate the secondary containment areas for both the existing
alum and proposed alum storage areas along with any chemical transfer containment requirements. This phase
will include the development of a schematic level design for any required improvements 1 modifications to the
tanks, secondary containment, piping and pumping cogulration The feasibility study will be presented via a
report structured in a memo format. The Town will use this feasibility study to determine if the project will
advance to the next phase.
If the 'Town elects to advance the project, a second phase will be conducted. This phase will include all
components required to complete the chemical bulk storage permitting, including the permit application and the
Spill Prevention Report (SPR).
The Delaware Engineering scope of services is inclusive of attendance at meetings and phone conversations
with representatives of the Water Department and regulatory agencies without limitation.
PHASE I - IFEASIBUUTY STUDY & DESIGN
1 . Delaware will attend a kick-off meeting with the Water Department to discuss the proposed schedule and
scope of the project. In advance, Delaware will review plans and equipment specifications for the existing
infrastructure. Delaware will conduct a site visit and review as-built drawings and any other available
information pertaining to the alum and sodium hydroxide feed systems.
2. Delaware will conduct a field inspection to document the condition of the existing tanks and other
applicable chemical feed, storage and transfer components.
3. Delaware will complete feasibility study to determine the scope required to convert or replace the existing
sodium hydroxide tanks for additional alum storage. This study will consider the storage tanks, the
secondary containment, the chemical transfer requirements and the need to transfer alum from the
converted tanks to the existing alum storage f feed area. This scope does not include any consideration of
changing the alum feed system into the WTP process itself.
4. Delaware will develop a schematic level design specifying the scope of improvements. This design will be
to a level which would allow for the improvements to be completed by the Town. The design will not
include construction level documents or the associated specifications and front end contract documents
that would be required for this work to be bid to outside contractors. If this level of design / documentation
is required, Delaware will complete this work via an addendum to this agreement.
5. Delawarc will provide a construction cost estimate to implement the recommended scope.

PHASE IT-- PERNUTTIING
1. Delaware will complete all required chemical bulls storage permitting requirements, complete with CBS
permit application and the associate SPR.

COMPENSATION, BILLING AND PAYMENT
The ENGINEER shall invoice the CLIENT monthly on a time and materials basis providing a detailed invoice and
payment shalt be due 30 days from receipt of invoice.
