The design , of course , is based on our knowledge of the site , extensive experience with this and similar restaurant establishments , the applicable standards of NYSDOH , and the meter records of the Queensbury water Department . It is apparent that improvements proposed vastly exceed the original facilities constructed to serve The Copper Kettle . Significantly , the allowable design absorption rate is currently 1 . 2 GPD/ SF whereas in 1973 it was 3 . 2 , representing an increase by a factor of 2 . 7 in leaching area to handle a given discharge . A determined effort is being) made to deal with the grease problem , even to the point of setting a third interceptor 90 feet or so below the downstream septic tank . This is an expensive system as you can appreciate - we do not want another failure . Finally , I shall insist on a maintenance program that will ensure that the tanks are cleaned as necessary to maintain optimal performance . Box 792 Glens Falls , New York. 12801 December 14 , 1989 ENGINEERING REPORT WASTEWATER DISPOSAL SYSTEM IMPROVEMENTS CARL, R ' s CAFE CORINTH ROAD AT BIG BOOM ROAD QUEENSBURY , WARREN COUNTY , NEW YORK CARL R ' s CAFE seats 135 patrons , is served by the Queensbury Water District , and utilizes an on-- site wastewater system . The restaurant opened at or about the summer of 1973 under the name of "The Copper Kettle . " A year or two ago the establishment was completely remodeled . it is now time to make necessary improvements to the wastewater disposal system . EXISTING WASTEWATER SYSTEM The components of the wastewater system include a 1000 - gallon grease trap for kitchen wastewater , 2500 -gallon septic tank for sanitary sewage followed by a simplex lift station , and an array of 8 ' diameter seepage pits that are S ' deep . The lift station is necessary because the toilet rooms , except for a relatively new handicap toilet on the dining level , are situated in the basement . Over time the accumulation of grease has caused failure of the absorption system . It seems at this point that the pretreatment units , for a number of reasons , are i. nsuffici +ent even with good maintenance practices . WATER USE Water is metered to the restaurant from the municipal system . Average consumption from mid- January to mid-october , 1989 was approximately 3300 GPD . Peak water use occurred on August 13th when the consumption was 4990 gallons . SOIL CONDITIONS The Cafe is situated in a sandy area of Queensbury with a deep water table . The absorption rate is in the range of 0 to 5 minutes per inch and the there is no groundwater within 22 feet of the surface . These findings have been corroborated frequently over past years . December 14 , 1989 ENGINEERING REPORT CARL Ras CAFE Page two of two PROPOSED IMPROVEMENTS Experience has shown that grease causes most of the problems with restaurant wastewater systems . This is the case at Carl Ras . Hence , we propose a series of grease interceptors and two large septic tanks as shown on the drawings with new and greatly - increased leaching facilities . A final interceptor is situated near the seepage pit system to allow a degree of cooling before wastewater enters the tank for entrapment of any residual grease that may pass the upstream pretreatment units . The leaching facilities will be enlarged to handle 1 . 09 tames the peak daily flow measured in 1989 based on an absorption rate of 1 . 2 GPD per SF . COMMENTARY An addition to the restaurant is planned for 1990 amounting to 20 seats . An analysis of the relationship between water use and seating shows that on August 13th of this year , the peak day for water use , the consumption per seat was 4990 / 135 37 gallons . There were 878 meals served an that day with corresponding water use of 4990 / 856 - 5 . 8 gallons per meal . We believe the system , after improvements are completed , should be capable of handling a daily discharge corresponding to 155 seats or 1 , 000 meals , the anticipated future peak condition . On this basis , 155 seats will produce a discharge of 5735 gallons on the busiest day of the year , or 1 . 27 GPD/ SF of absorption area . The toilet rooms will be relocated to the dining room level in the new addition with gravity discharge to the new septic tanks . If the decision is taken to keep a toilet in the basement a new duplex ejector will be installed with discharge to the manhole ahead of the septic tanks . One final point : the wastewater system improvements are imperative , and they are planned with the proposed addition in mind . Obviously we shall have to keep the existing septic tank and lift station in service until the downstream construction is completed .
