RE : TRAFFIC SAFETY
I AM BEGINNING THE APPLICATION PROCESS FOR A TRAFFIC SAFETY
GRANT FROM THE GOVERNOR'S TRAFFIC SAFETY COMMISSION . THE PURPOSE
OF THE GRANT WILL BE TO CONDUCT A SIGN SURVEY THROUGHOUT THE TOWN .
AND TO PURCHASE A COUNTER/CLASSIFIER FOR INTERSECTION ANALYSIS .
SINCE THE TOWN IS REQUIRED TO BRING ALL TRAFFIC CONTROL
SIGNS AND SIGNALS INTO COMPLIANCE WITH THE NEW YORK STATE MANUAL
OF UNIFORM TRAFFIC CONTROL DEVICES BY 1984, IT IS IMPERATIVE THAT
WE BEGIN THIS PROCESS IMMEDIATELY . IT WILL BE MY INTENTION TO
CONDUCT THE SIGN SURVEY DURING THE CALENDAR YEAR, 1981, AND TO
BEGIN CORRECTING DEFICIENCIES IMMEDIATELY UPON COMPLETION OF THE
SURVEY . THERE IS A GOOD POSSIBILITY THAT THE TOWN WILL ALSO BE
ELIGIBLE FOR A GRANT TO HIRE A TRAFFIC TECHNICIAN IN 1982 TO REMEDY
THE PROBLEMS SHOWN BY THE SURVEY.
BY TAKING THESE STEPS AT THIS TIME, WE SHOULD HAVE NO PROBLEM
COMPLYING WITH THE 1984 DEADLINE WITHOUT UNDUE STRAIN ON THE TOWN
BUDGET.
I WILL BE REQUESTING A RESOLUTION FROM THE TOWN BOARD IN THE
NEAR FUTURE TO SUPPORT THIS APPLICATION, AND I WILL BE AVAILABLE TO
MEET WITH THE BOARD REGARDING THE PROJECT AT YOUR CONVENIENCE .
RESPECTFULLY SUBMITTED,

BAY AT HAVILAND ROAD
GLENS FALLS, N. Y.
I REGRET THAT I MUST RESIGN MY APPOINTMENT TO THE CONSERVATION
COUNCIL, DUE TO ILL HEALTH . IT HAS BEEN AN HONOR TO SERVE WITH THIS
GROUP OF MEN, WHO SHARE THE DEEP CONCERN FOR CONSERVATION AND NATURAL
RESOURCE AS I . OUR ENVIRONMENT HAS LONG BEEN OF SPECIAL TO ME, AND I
FERVENTLY HOPE THE NEW PRESIDENTIAL ADMINISITRATION WILL MAKE IT A
PRIORITY .
IN DEPARTING MY POSITION, I WISH TO MAKE A BRIEF COMMENT. AS A
MEMBER OF THE CONSERVATION COUNCIL, THE GROUP FREQUENTLY FELT FRUSTRATED
IN ITS LACK OF COMMUNICATION AND DIRECTION FROM THE TOWN BOARD, LACK OF
DEFINATE RESPONSIBILITY AND LITTLE OPPORTUNITY TO SERVE IN A MEANINGFUL
CAPACITY . I SUGGEST AFTER A JOINT MEETING BETWEEN THE BOARD AND COUNCIL,
A DECISION BE MADE AS TO WETHER TO ABOLISH THIS COUNCIL .
