OF THIS TOWN IS RUN BY AN ELECTED HIGHWAY SUPT. AND HE IS AUTONOMOUS-WE
HAVE NO CONTROL OVER THE HIGHWAY DEPT. OTHER THAN SETTING A BUDGET FIGURE
BY WHICH HE CAN OPERATE. ANY DECISION HE MAKES MONIES HE SPENDS WITHIN
THE BUDGET, ARE ENTIRELY HIS, OUR HANDS ARE TIED.
