LOCAL LAW READ. . . ( ON FILE )
DEPUTY SUPERVISOR ROBERTSON— THIS LAW BASICALLY SAYS THAT ANY ACT

OPEN FORUM 8 : 05 P. M.
MRS. .JEANETTE FREDERICK 8 LYNNFIELD DR . -PRESENTED THE TOWN BOARD
WITH THE FOLLOWING PEITION:
WE, THE UNDERSIGNED ARE RESIDENTS OF LYNNFIELD DR. , TOWN OF QUEENSBURY ,
THE PROPOSED RESURFACING ROAD. THIS PETITION , ALTHOUGH FAVORABLE TO THE
ABQVE ACTION, EXPRESSES OUR DESIRE FOR SOME INPUT INTO THE TYPE OF
GRADING PROPOSED ON EITHER SIDE OF THE ROAD WF7T1i- WILL AFFECT THE
APPEARANCE OF OUR PROPERTIES. THIS DEVELOPMENT ( WESTLAND ) IS RESIDEN-
TIAL AND WE WISH IT TO REMAIN LOOKING AS SUCH.
WHILE NOT DENYING TOWN EASEMENT RIGHTS TO "E'ITHER' SIDE OF EXISTING ROAD,
WHICH WE BELIEVE IS 25 FT. FROM CENTER, OUR CONCERN IS FOR ESTHETIC NOT
JUST PRACTICAL IMPROVEMENT. WE ARE ALREADY BEING OVERCOME BY THE ASPHALT
JUNGLES OF THE NEARBY AREAS. AS PERHAPS A PROPERTY-OWNER YOURSELF , YOU
MUST UNDERSTAND OUR CONCERN ABOUT OUR GREATEST INVESTMENT .
OUR UNDERSTANDING IS THAT THE FUNDING FOR THE REPAVING WILL BE ABSORBED
PARTIALLY BY THE STATE UNDER THE DONOVAN PLAN , WHICH LIKE ANY OTHER
CONTROLLED MONIES , MUST MEET CERTAIN SPECIFICATIONS, IN THIS CASE THE
REQUIREMENT BEING A DRAINAGE INCLINE TO EITHER SIDE OF EXISTING ROAD.
93
FIRST OF ALL, LYNNFIELD DR. IS NOT A HEAVY TRAFFIC ROAD , IT
PROBABLY BEING A SECONDARY ROAD ( DEEDED TO THE TOWN UNDER A
DEVELOPMENT PROGRAM-ELLSWORTH ESTATE ) AND ALTHOUGH IS A SCHOOL
BUS ROUTE AS ARE MANY SUCH DEVELOPMENTS, THERE NEVER HAVE BEEN ANY
DRAINAGE PROBLEMS IN THE PAST.
PERHAPS THE PAVING COULD BE FUNDED UNDER REGULAR TOWN FUNDS , AND
ANOTHER HEAVIER TRAFFIC HIGHWAY COULD BE THE BENEFACTOR OF THE
DONOVAN PLAN , IN THAT CASE NO DRAINAGE INCLINES WOULD BE NECESSARY.
IF YOU MUST ADHERE TO THIS PLAN , WOULD YOU KINDLY CONSIDER SEEDING THE
INCQNATIONS RATHER THAN A CRUSHED STONE , GRAVEL , OR PAVED SURFACE? ALSO ,
MAY WE SEE AN EXAMPLE OF A ROAD DONE UNDER THIS PLAN? BY IMPROVING
LET US NOT DESTROY!
YOUR CONSIDERATION OF THIS MATTER WILL BE APPRECIATED.
( ON FILE )
DEPUTY SUPERVISOR ROBERTSON- THANKED MRS . FREDERICKS FOR HER INPUT. . .
THE TOWN BOARD WILL HAVE SOME CONVERSATIONS WITH MR. GEALT IN RELATION
TO WHAT YOU HAVE BROUGHT TO OUR ATTENTION .
SPOKE ABOUT THE DONOVAN PLAN SPECIFICATIONS FOR ROADS. . .
COUNCILAAN OLSON- I HAVE TALKED WITH MR . NESTLE , HE HAS STATED THAT HE
WILL WAIT FOR MR. DEALT TO RETURN BEFORE STARTING THE PROJECT .
COUNCILMAN MORRELL- NOTED THAT HE HAD SPOKEN WITH MR . GEBO AND THERE
SEEMS TO BE A LACK OF INFORMATION AS TO WHAT WILL BE DONE . . .
DEPUTY SUPERVISOR ROBERTSON-OUR PROBLEMS ARE OUR USUAL ONES THAT WE ARE
LIMITED IN OUR ABILITY TO DICTATE WHAT THE HIGHWAY DEPT. WILL AND WILL
NOT DUE, WE ONLY HAVE A LIMITED AMOUNT OF RESOURCES , IN THAT AREA. I
BELIEVE THAT THE HIGHWAY COMMITTEE AND THE HIGHWAY DEPT. CAN MEET
AND GET AN ANSWER. . . .
MRS. FREDERICKS- ASKED WH( SHE WAS NOT NOTIFIED AND THE REST OF THE
RESIDENTS WERE NOT NOTIFIED OF THE WORK TO BE DONE ON THEIR STREET?
_ DEPUTY SUPERVISOR ROBERTSON- THAT IS A COMMON COMPLAINT . . . WITH THE
AMOUNT OF WORK THAT IS DONE BY THE TOWN IN ITS OWN RIGHT OF WAYS
AND HIGHWAYS IT IS ALMOST IMPOSSIBLE FOR US TO CONTACT EVERY PROPERTY
OWNER EVERY TIME WE UNDERTAKE A PROJECT. . .
MR. ROSE-5LYNNFIELD DR.-I DISAGREE WITH EVERTHING YOU SAID.. .
A CERTAIN COMMITTEE-MAN LIVES ON THE STREET , HE SHOULD HAVE BEEN INFORMED
SOMEWHERE ALONG THE LINE. . .
COUNCILMAN MORRELL-I WAS AS SURPRISED AS YOU ' WERE TO SEE THE STAKES. . .
I WAS NOT INFORMED. . .
MR. HOPKINS-19 LYNNFIELD DR.-NOTED THAT THE STAKES WERE NOT PLACED ON
THE PROPERTY LINES. . .
COUNCILMAN OLSON- THAT IS SOMETHING WE WILL INVESTIGATE , TO SEE THAT
THEY ARE SET BY PROPERTY LINE SURVEYS , NOT BY MEASURING THE ROADS. . .
MRS. FREDERICKS- WHAT PERCENTAGE OF TOWN FUNDING GOES INTO HIGHWAY
IMPROVEMENTS?
DEPUTY SUPERVISOR ROBERTSON- APPROXIMATELY $200 , 000
MRS. FREDERICKS- WHAT ROADS HAVE BEEN DONE UNDER THE DONOVAN PLAN?
I
_ COUNCILMAN OLSON- MEADOWBROOK-MANNIS-REARDON ROAD EXTENSION-BONNER DRIVE
MRS. ROSE- QUESTIONED IF THE WRONG ROAD WAS MARKEDjNOTED THAT THE
RESIDENTS ON SUNSET DR. HAVE A DRAINAGE PROBLEM. . .
COUNCILAMN OLSON- I THINK IT WAS PROBABLY DONE FOR FUNDING. . .
NANCY SHAW- 10 LYNNFIELD-AFTER THE TOWN BOARD MEETS WITH THE HIGHWAY
SUPT.I WHO WILL NOTIFY THE PEOPLE?
COUNCILMAN MORRELL-I WILL SEE THAT YOU GET THE ANSWERS. . .
COUNCILMAN OLSON - WE WILL ASK THE SUPERINTENDENT TO BRING THIS
INFORMATION TO THE NEXT TOWN BOARD MEETING,
94
MR. FREDERICKS - IF HE DOES WIDEN THIS ROAD, IT WILL BE WIDER THAN
AVIATION ROAD.
MRS. BARRELL , 26 LYNNFIELD DRIVE - CAN WE STOP THE WHEELS OF PROGRESS
FROM GRINDING US UNDER?
COUNCILMAN ROBERTSON - YOU HAVE MADE YOUR MESSAGE VERY CLEAR TO US.
WE ARE LIMITED IN OUR CONTROL AS TO WHAT WE CAN DO OR CAN NOT DO.
THIS BOARD WILL DO ITS BEST TO BRING THIS BACK TO A REASONABLE FRUITION.
COUNCILMAN MORRELL - I HAVE TALKED TO ROGER GEBO AND HE STATED HE WOULD
HOLD THE APPROVAL ON THIS PROJECT UNTIL MR. GEALT GETS BACK . I
COUNCILMAN OLSON - IF MR. GEALT DECIDES THAT HE WANTS TO GO ON WITH
THAT PROJECT THAN PERHAPS WE CAN PETITION THE STATE TO HAVE THAT PROJECT
REMOVED FROM THE SCHEDULE.
MR. VOORHIS - HAS THE BOARD DONE ANYTHING ABOUT THE HIGHWAY DEPARTMENT
USING PROCESSED SAND TO BUILD ROADS?
COUNCILMAN OLSON - I TALKED TO MR. NESTLE THE NEXT DAY AND HE INFORMED
ME THAT HE WAS USING THAT SAND TO FILTER IN BETWEEN THE RUBBLE STONE AND
GRAVEL.
MR. VOORHIS - THEY ARE STILL USING THE SAND TO COVER THE LANDFILL ALSO.
MR. OLSON - ACTUALLY WE DO NOT PAY FOR THAT SAND.
MR. VOORHIS- VOICED HIS CONCERN OVER USING PROCESSED SAND TO COVER THE
LANDFILL, WHEN IT SHOULD BE USED FOR SANDING THE ROADS. . .
COUNCILMAN OLSON- THAT SAND IS TOO FINE FOR WHAT YOU WANT THE SAND TO DO ,
WE ARE TRYING TO GET SOME SAND THAT IS NOT AS FINE FOR NEXT WINTER. . .
MR. JAMES WELLER- CONSTRUCTION FIRM OWNER-SPOKE TO THE TOWN BOARD
ABOUT THE USE OF ATLANTIC MIDLAND AS ANOTHER INSPECTOR FOR ELECTRICAL
INSPECTIONS IN THE TOWN OF QUEENSBURY. . . INTRODUCED MR: CARL HINKLE
PRESIDENT OF ALTANTIC MIDLAND
MR. CARL HINKLE-PRESIDENT OF ALTANTIC MIDLAND- SPOKE TO THE TOWN BOARD
ABOUT THE BACKGROUND OF HIS COMPANY. . . NOTED THE OTHER AREAS THAT HIS
COMPANY WORKS IN SUCH AS GLENS FALLS. . .ASKED THAT HE BE GIVEN A CHANCE
TO COME INTO THE TOWN OF QUEENSBURY AND DO ELECTRICAL INSPECTIONS. . .
DEPUTY SUPERVISOR ROBERTSON- NOTED THAT IN ORDER TO HAVE ANOTHER INSPECTOR
THERE WOULD HAVE TO BE AN AMENDMENT TO THE PRESENT ORDINANCE. . . .THE TOWN
BOARD AND COUNSEL WILL BE REVIEWING THIS . . .
COUNCILMAN EISENHART-WHAT IS THE REASON WHY WE SHOULD ADD YOUR COMPANY
OVER THE ONE WE HAVE , IF THEY ARE DOING THE JOB NOW? IS THE COMPETITION
THERE OR JUST A MATTER OF CONVENIENCE?
MR. HINKLE- THIS COULD BE A TREMENDOUS CONVENIENCE TO THE RESIDENTS. . .
NOTED THAT HIS COMPANY WOULD DO FREE INSPECTIONS FOR THE MUNICIPALITY. . .
COUNCILMAN MORRELL- UNDER THE PRESENT SYSTEM IS THERE AN UNDUE TIME
DELAY?
MR. WELLER- THERE IS A DEFINITE NEED FOR COMPETITION IN THIS SERVICE. . .
WE HAVE EXPERIENCED DELAYS OF FOUR TO FIVE WEEKS. . .
MR. BODENWEISER- ASKED IF THERE WAS FURTHER INFORMATION ON THE BIKE
PATH. . .
DEPUTY SUPERVISOR ROBERTSON- NOTED THAT SOME FUNDING HAD BEEN RECEIVED
FOR THE PROJECT. . . IT WILL BE UNDERTAKEN THIS SPRING . . .
MR. NESTLE-SPOKE TO THE BOARD ABOUT THE BIKE PATH. . . NOTED IT WOULD MOST
LIKELY BE STARTED AFTER SCHOOL WAS OUT. . .
LEAGUE OF WOMEN VOTERS:
APRIL 4 , 1981
DEAR MADAM SUPERVISOR :
v
THE GLENS FALLS AREA LEAGUE OF WOMEN VOTERS RESPECTFULLY REQUESTS THAT
YOU APPOINT A COMMITTEE TO RE-EVALUATE AND REVISE THE SIGN ORDINANCE
THAT WAS ADOPTED JULY, 1976. IT IS OUR SUGGESTION THAT THIS COMMITTEE
BE COMPOSED OF MEMBERS FROM BUSINESS, INDUSTRY , PLANNING AND REPRESENTA-
TIVES OF THE GENERAL POPULACE.
IN THE YEARS SINCE THE ORDINANCE WAS ENACTED AND THE VARIOUS BOARDS AND
ADMINISTRATORS HAVE TRIED TO IMPLEMENT IT, IT HAS BECOME OBVIOUS THAT
THE ORDINANCE NEEDS CLARIFICATION . ( REFERENCES : WORKSHOP SESSION--
QUEENSBURY PLANNING BOARD 2-14-78- '-' BOARD SUGGESTS THE TOWN ATTORNEY
REVIEW THE SIGN ORDINANCE FOR CLARITY AND LEGAL TERMINOLOGY. ' '
LETTER FROM THE TOWN COUNSEL TO THE CHAIRMAN OF THE PLANNING BOARD 2-14-78--
"THE PROBLEM CREATED IN THIS SITUATION CLEARLY INDICATES, IN MY OPINION
THE NECESSITY FOR CERTAIN REVISIONS OF THE QUEENSBURY SIGN ORDINANCE----/ " )
ALSO , THE ORDINANCE DOES NOT CLEARLY ADDRESS CERTAIN SITUATIONS THAT HAVE
ARISEN IN THE TOWN THERE WERE NOT FORESEEN AT THE TIME OF THE ADOPTION
OF THE ORDINANCE. ITEM 10 IN OUR LIST OF NEEDED CHANGES IS AN EXAMPLE
Q'LE OF THE SEEMING DISCREPANCIES IN THE ORDINANCE INVOLVES PORTABLE SIGNS
( OF WHICH THERE HAVE BEEN A NUMBER) ARTICLE 5 , SECTION 5 . 113 CLEARLY
STATES THAT "PORTABLE SIGNS SHALL NOT BE ALLOWED' ' ; YET , THEY ARE BEING
ALLOWED, APPARENTLY UNDER ARTICLE 4 , SECTION 4 . 100 , ' 'TEMPORARY SIGNS' ' .
WE WONDER WHAT WAS THE ORIGINAL INTENT OF THE SIGN ORDINANCE.
ATTACHED IS A LIST OF SOME OF THE AREAS THAT WE THINK NEED CHANGING. WE
UNDERSTAND THAT THE CHAIRMAN OF THE ZONING BOARD HAS , ALSO , COMPILED A LIST l
FOR CONSIDERATION AND THAT THE PLANNING BOARD HAS PROPOSED CERTAIN
REVISIONS.
WE WOULD APPRECIATE YOUR CONSIDERATION OF AND ACTION ON THIS MATTER.
