RESOLUTION AUTHORIZING AWARD OF BID TO STILSING
ELECTRIC, INC. FOR GENERATOR INSTALLATION PROJECT

WHEREAS, by Resolution No.: 434,2023, the Queensbury Town Board authorized the
purchase of a generator to service Town Hall and the Activities Center and an advertisement for bids
for installation of the generator, and
WHEREAS, General Municipal Law §103 requires that the Town advertise for bids and
award the bid to the lowest responsible bidder, and
WHEREAS, the Town Purchasing Agent opened all received bids on August 30t', 2024 and
with the Town Facilities Manager and LaBella Associates,reviewed the bids and have recommended
that the Town Board award the Project to the lowest, responsible bidder, Stilsing Electric, Inc. for
the amount of $110,700 as set forth in Stilsing's Bid Form dated 8/29/2024 presented at this
meeting, and
WHEREAS, the Town Board concurs with this recommendation, and
WHEREAS,the Town Board wishes to authorize a withdrawal and expenditure in the amount
of$110,700 from Capital Reserve No. 64 toward this Capital Project, and
WHEREAS, in accordance with New York State General Municipal Law §6(c), the Town
Board is authorized to withdraw and expend funds from Reserve 464 subject to permissive
referendum,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby accepts and awards the bid for the
generator installation Project(Project) from the lowest, responsible bidder, Stilsing Electric, Inc.,
for the amount of$110,700 as set forth in Stilsing's Bid Form dated 8/29/2024 substantially in the
form presented at this meeting to be paid from Capital Construction Account No.: 203-1620-2899,
and
BE IT FURTHER,
RESOLVED, that the Town Board hereby finds that the withdrawal and expenditure for this
Project are expenditures for a specific capital project for which the Capital Reserve Fund 464 was
established and therefore authorizes and directs the transfer of$110,700 from Capital Reserve Fund
464 to Capital Construction Account No.: 203-1620-2899, and
BE IT FURTHER,
RESOLVED that the Town Board further authorizes and directs the Town Budget Officer
to take all actions necessary to amend the Town Budget and increase the following appropriations
and revenues as necessary:
• Revenue Acct No. —203-0000-55031 (Interfund Revenue) $110,700;
• Expense Acct. No. —203-1620-2899 (Capital Construction) $110,700; and
• Increase Appr 001-9950-9030-0064 Transfer to Cap Project$110,700;
and make any adjustments necessary to effectuate payment, and

BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town
Supervisor/Deputy Town Supervisor to execute any needed Agreement with Stilsing Electric,Inc.,
in form acceptable to the Town Supervisor, Town Budget Officer and/or Town Counsel and/or
any other necessary documentation and the Town Supervisor/Deputy Town Supervisor, Facilities
Manager and/or Budget Officer to take such other and further actions as may be necessary to
effectuate this Resolution, and
BE IT FURTHER,
RESOLVED, that this Resolution is subject to a permissive referendum in accordance with
the provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town
Clerk to publish and post such notices and take such other actions as may be required by law.
