Mr. DiMartino is here in the audience. It is pretty straight forward project. Mr. DiMartino has the main parcel. So, he is giving the easement to the next project that will be before you, Mr. Joiner's. So, Mr. DiMartino's is the main parcel. It is a 20x20 stone bed as John explained with infiltrators and it is designed to be Regular Town Board Meeting, 10-21-2024, Mtg#32 2 under the asphalt, the pavement. Everything else is pretty straight forward. It is a much better septic system than what is existing. SUPERVISOR STROUGH-Any questions of the applicant's agent from the Town Board? RESOLUTION RESCHEDULING PUBLIC HEARING ON ADOPTION OF AUGUST 2024 COMPREHENSIVE PLAN UPDATE RESOLUTION NO.: 381,2024 INTRODUCED BY: Mr.Anthony Metivier WHO MOVED ITS ADOPTION SECONDED BY: Mr. Michael Dixon Regular Town Board Meeting, 10-21-2024, Mtg#32 11 WHEREAS, the Queensbury Town Board is considering adoption of an August 2024 Comprehensive Plan Update for the Town of Queensbury, which Plan presents recommendations to guide land use in the Town of Queensbury for the next 10 to 12 years, and WHEREAS,by Resolution No.: 163,2022,the Town Board authorized engagement of Barton &Loguidice,P.C. (B&L)to update the Town Queensbury Comprehensive Plan and Land Use Codes and established Capital Project Fund No.: 244, and WHEREAS, by Resolution No.: 239, 2022, the Town Board established and appointed members to the Comprehensive Plan & Codes Steering Committee (CPCSC), which Committee's scope was to review and update the Town's Comprehensive Plan and Land Use Codes, and WHEREAS, a draft August 2024 Comprehensive Plan Update was prepared by the CPCSC and B&L with the assistance of the Town Community Development Staff and input from citizens and elected officials, utilization of various information sources including published materials and discussions with local study groups, and WHEREAS, the CPCSC held a public hearing on August 2024 Comprehensive Plan Update on July 29 h, 2024, and WHEREAS, at their meeting on July 29 h, 2024, the CPCSC made subsequent revisions to the August 2024 Comprehensive Plan Update and adopted a Resolution recommending adoption of the revised August 2024 Comprehensive Plan Update by the Town Board, and WHEREAS,the Town Board has reviewed the August 2024 Comprehensive Plan Update and wishes to set a public hearing concerning the proposed adoption of the Draft Plan, and WHEREAS, adoption of a local Comprehensive Plan is subject to referral to the Warren County Planning Department as per NYS GML §239-m(3)(i) and this review is considered to be an advisory opinion under the State Environmental Quality Review Act(SEQRA), and WHEREAS, the adoption of a Comprehensive Plan is a Type I Action pursuant to SEQRA and the proposed Plan adoption will not require permits and approvals from any other local,regional and State agencies and a coordinated SEQRA review is not required, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board shall meet and hold a public hearing at the Queensbury Activities Center, 742 Bay Road, Queensbury at 7:00 p.m. on Monday, November 41', 2024 to hear all interested persons and take any necessary action provided by law concerning adoption of the Town of Queensbury's August 2024 Comprehensive Plan Update, and Regular Town Board Meeting, 10-21-2024, Mtg#32 12 BE IT FURTHER, RESOLVED that the Queensbury Town Board is the only Involved Agency and the Town Board declares itself Lead Agency for the SEQRA review of the proposed Comprehensive Plan, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town's Senior Planner to refer the August 2024 Comprehensive Plan Update to the Warren County Planning Department for GML 239-m review, and BE IT FURTHER, RESOLVED,that the Town Board hereby authorizes and directs the Town Clerk's Office to provide at least 10 days notice of the public hearing by publishing the Notice of Public Hearing in the Town's official newspaper and posting the Notice on the Town's bulletin board and forwarding the Notice to all adjacent municipalities. Barrett (Property Owner) and located at 674 Quaker Road in the Town of Queensbury, New York (Tax Map No.: 303.15-1-13) referred to as the "Property" in accordance with New York Regular Town Board Meeting, 10-21-2024, Mtg#32 13 Town Law Article 12-A, and WHEREAS, a Map, Plan and Report has been prepared by RU Holmes Engineers, PLLC (Map, Plan and Report) concerning proposed Sanitary Sewer District Extension 46 (Extension 46) to connect the Property to the existing GQCSSD as more specifically set forth and described in the Map, Plan and Report, and WHEREAS, the Map, Plan and Report has been filed in the Queensbury Town Clerk's Office and is available for public inspection, and WHEREAS,the Map,Plan and Report delineates the boundaries of the proposed Extension 46, a general plan of the proposed system, a report of the proposed method of operation, all outlets and the terminus and course of each proposed main sewer or drain together with the location and a general description of all sewage disposal plants, pumping stations and other public works, if any, and is consistent with, so far as possible, any comprehensive plan for sewers developed and maintained pursuant to General Municipal Law §99-f, and WHEREAS, on August 5�', 2024 subsequent to the filing of the Map, Plan and Report with the Town Clerk,the Town Board adopted an Order(Public Hearing Order)reciting(a)the boundaries of the proposed Extension 46; COUNCILMAN MCNULTY (WARD IV) • Recapped on the last meeting on the Proclamation that there has been some letters and articles. The Proclamation which was referred to several times tonight was not'Equal Rights Awareness Month', I will speak for myself, I supported that. In March, it was going to be `Equal Rights Awareness' across the board. The Proclamation specifically references Proposition 1, which I do not support. I think it is interesting depending on where you sit someone else's concerns or rights to someone else becomes a phobia. I do not think that is right. I thought it was democracy at its best. It is a poorly written Constitutional Amendment; I think both sides would agree on that. It was not a place for that in the Town Hall. Please do not take them until November 6 h, then you can take them down. • Attended last weekend the West Glens Falls Training Fire Department, they did a mock recovery, and two days later there was a rollover on Corinth Road where they went through the same steps as they did at the training. This is what our volunteers do on weekends in their free time to prepare themselves for these events. It went flawlessly. A shout out to all our Fire and EMS volunteers for all the work that they do. SUPERVISOR STROUGH • Agreed that our Fire and EMS volunteers are the finest. • Reviewed the Fall Leaf Pickup schedule. • Announced there is a Sewer Rehabilitation Project on Pershing Road, Ashley Place, Broadacres Road, Luzerne Place and Roosevelt Avenue. Anticipated a month for the project and will require a temporary shutdown during this time.
