DISCUSSIONS:
1. New Ambulance for Bay Ridge Rescue Squad
Mr. Jim Haggerty-(Bay Ridge Rescue)
• Bid at $144,297. With trade in, original cost without trade in or discounts was
$166,148. Ford Chassis Gas driven
• Will strip the old ambulance of all the equipment so there isn't another
equipment purchase
• Trade in of Med tech 12 years old, 81,804 miles
• 12 weeks to delivery after signing of contract
• Lifetime warrantee on paint and electrical
Supervisor Montesi-You are also purchasing three heart monitors which is tied into the hospital
Mr. Haggerty-one for each ambulance and the medic truck
Ms. Conni Tucker -(Bay Ridge Rescue) Cost of new monitors $93,000.00 with a trade in of
$6,000 each...with lease agreement $89,996. +- at the end of five year lease for a $1.00 they
will be owned by the company...
Supervisor Montesi-Bay Ridge is finding the money within their budget, until next year with
contract negotiations. Board agreed to the purchase of the new ambulance from vehicle fund.
2. Rezoning proposal— O'Connor Property Meadowbrook Road
Attorney John Lapper-Represented O'Connor - Rezone Construction office on Meadowbrook
Road to 0 Zone not compatible use anymore...would like to move the Construction office to
149 site...asked the Board to rezone the property on Meadowbrook to allow apartments. All the
existing buildings would be removed and present use discontinued. Thirty six units proposed
for site compatible with the use across the street, (Regency Apartments). One building with
four units.
Supervisor Montesi-By going to office even though it looks compatible you will be criticized for
spot zoning.
Attorney Lapper-There is no other zone that would get near that density.
Councilman Strough-Suggested Neighborhood Residential would get you greater density,
nineteen units vs four. Spoke on the number of apartments being built...need balance.
Councilman Metivier-Noted this area is in the Glens Falls School District.
Attorney Lapper-Need eight units per acre as an incentive to move the offices...
Multi family is a permitted use in the PO Zone. Questioned the sewers in the area...
Supervisor Montesi-There is sewer capacity... The Board will review the proposal and get back
to Attorney Lapper.
3. Support of the Civic Center
Supervisor Montesi-The Mayor of Lake George has made a proposal to the communities to
support the Civic Center. The original proposal was $675,000. Queensbury would give
$300,000, Moreau $150,000, Kingsbury$75,000, Fort Edward $50,000 Lake George $100,000
Question raised what is the City giving? The City was to give $300,000. So on the basis of
$600,000 the City would give $300,000 Queensbury would give $125,000 Kingsbury$50,000.
Fort Edward $12,000 and Lake George $50,000 .. Advisory Committee voting: Glens Falls 9
votes, Queensbury 3 votes, Moreau gets 2 votes, Lake George gets and Kingsbury and Fort
Edward get one each... Asked if the Board would entertain this concept?
Councilman Brewer-Not me.
Councilman Strough-Mayor Blais proposal was good for starting a discussion but there was a
long way to go. Questioned if you can legally give money to another entity like another City for
what? And you are not receiving anything from it? You cannot legally do that. The better
question would be is to do it like they did in Utica. They have a Civic Center, it is a regional
thing, Mohawk River Authority. The City might want to look into something like that. For
Queensbury just to chip in because they are running into the red I cannot see my residents
being in favor of that.
Councilman Brewer-If you just give them the money what do we get for it? We would be a
partner with no authority to say anything or do anything.
Councilman Metivier-I do not know what to say about it, because certainly I have had a lot of
people telling me don't you dare, but I do not think they have done enough research at this
point to support this. I like the idea of selling it, I think that is a brilliant idea.
Unknown-The final bond that they owe on is 2032, a total of two million dollars. ..this was for
improvements not the original building.
Councilman Clements-I agree with Tony I would like to see it privatized if possible, if not John
has a better idea with a Regional Authority.
Supervisor Montesi-I would say in general that we are not too keen on this...noted there has
been through the years the County has put in the basketball court, seating, speaker
system...they have been supportive of the Civic Center.
4. Memo of Understanding
Supervisor Montesi-Memo of Understanding on Invasive Species this would be supportive of
the memo... Board agreed to have resolution of support at the next meeting. I did run this by
Town Counsel to make sure we did not sign anything that would commit us. We did tell Lake
George that we would give them $13,000 with Lake George and Bolton to purchase another
wash station.
Councilman Clements-No one has gotten back to me regarding the cost and the details...
5. Flashing Light on Everts Avenue
Councilman Clements-It seems like everyone is ok with the flashing light.
6. Items for Agenda on Monday night
Councilman Brewer:
a. Transfer some money to Steve Lovering for bumps in the parking lot
b. Light for Feeder Dam
7. Rush Pond
Councilman Strough-Will be putting together a budget for Rush Pond ... covering south end.
