DANIEL MORRELL, TRUSTEE QUEEN$5V V TOWN BOARD BAY AND HAVILAND ROADS GLENS FALLS, NEW YORK 12801 DEAR MR. MORRELL: PER OUR TELEPHONE CONVERSATION THE OTHER EVENING, BECAUSE OF BUSINESS COMMITMENTS, I 'M UNABLE TO ATTEND TONIGHTtS MEETING . HOWEVER, I WOULD LIKE TO HAVE THIS LETTER READ INTO THE MINUTES OF THIS MEETING. TO REITERATE, I 'M DISAPPOINTED WITH THE PROGRESS BEING MADE ON THE BROADACRES PROBLEM OF FIRE PROTECTION. WHEN I WAS AT THE MEETING ON APRIL 8, 1980, I GAVE EACH OF YOU A COPY OF WHAT THE PROBLEM CONSISTS . RECENTLY, I RECEIVED A LETTER FROM MRS . WALTERS SAYING SOME PROGRESS WAS BEING MADE, BUT THE ' 'WHEELS OF PROGRESS ' ' GRIND SLOWLY. IN A RECENT ISSUE OF THE POST-STAR, MENTION WAS MADE OF A $100, 000 GRANT WAS GOING TO BE USED TO SECURE A BIKE TRAIL ON AVIATION ROAD. SEEMS AS THOUGH WE HAVE OUR PRIORITIES JUST A LITTLE MIXED UP. DOES A HOUSE HAVE TO BURN DOWN ON PROPERTIES IN BROADACRES BEFORE WE CAN GET A GRANT TO SECURE SUFFICIENT FIRE PROTECTION? AT THE APRIL 8 MEETING, SOME WILD FIGURES WERE THROWN OUT AS TO THE COSTS OF ESTABLISHING A WATER DISTRICT. THESE COSTS WERE TO HAVE BEEN SPREAD OUT AMOUNG THE RESIDENTS OF BROADACRES . ARE THE COSTS OF THE BIKE TRAIL BEING SPREAD OUT AMOUNG THE RESIDENTS OF THE AVIATION ROAD AREA? (MR. ROBERTSON, QUIT GRITTING YOUR TEETH AND HEAVING DEEP SIGNS . ) WE HERE IN BROADACRES REALIZE WE ARE IN A NO MAN' S LAND. WE ARE SPENDING SOME PRETTY GOOD TAX DOLLARS AND GETTING VERY LITTLE IN RETURN. IN BUSINESS WE CALL THIS A RETURN ON INVESTMENT, OR ROI . MR. ROBERTSON IS FAMILIAR WITH THIS TERM, I 'M SURE. AN IN CLOSING, I WOULD LIKE TO MAKE A REQUEST. IF A BIKE TRAIL IS CONSTRUCTED ON AVIATION ROAD, I WOULD LIKE TO HAVE THE SAME CONSIDERATION ON DIXON ROAD, ASHLEY PLACE, COOLIDGE AVENUE AND THE QUEENSBURY SIDE OF WESTERN AVENUE. THE SCHOOL CHILDREN, (FUTURE VOTERS) WHO HAVE TO WALK OVER THESE ROADS ARE QUEENSBURY RESIDENTS BUT LIVE IN THE GLENS FALLS SCHOOL DISTRICT. THINK ABOUT IT . FAIR IS FAIR. SINCERELY, /S/ DON BODAK 5 BULLARD AVENUE GLENS FALLS, NEW YORK 12801 (518) 793-8672 CC : MRS . FRANCES WALTER, TOWN SUPERVISOR SUPERVISOR WALTER- WE WILL HAVE SOME FIGURES ON A MAINTENANCE DISTRICT IN HIS AREA WITHIN THE NEXT MONTH . . . JOSEPH DAIRE- REQUESTED THAT THE FRS FUNDS BE USED TO PLACE NEW TRAFFIC LIGHTS AT DIX AND QUAKER ROADS AND WIDEN THE ROAD . . . SUPERVISOR WALTER- WE ;MAY ' BE GETTING TO THAT WITH OUR TRANSPORTATION BOND MONEY WHEH IS WHAT MR. GEALT EARMARKED FOR SAFETY . . .TRAFFIC LIGHTS . . . ROBERTSON, MRS . WALTER NOES : NONE ABSENT: NONE REPORTS THE POLICE REPORT FOR AUGUST 1980 WAS PLACED ON FILE SUPERVISOR WALTER-REPORT REGARDING BIKE LANE. . .THE BOARD MADE A DECISION TO GO AHEAD WITH A BIKE_LANE ACCORDING TO SPECIFICATIONS . THERE WERE SEVERAL QUESTIONS AS TO HOW IT WOULD BE FINANCED, IT WILL BE DONE THROUGH SEVERAL AREAS . WE HAVE LOOKED INTO THAT FACT THAT WE CAN APPLY FOR A GRANT AND THAT WILL HAPPEN AFTER THE FIRST OF THE YEAR. WE CAN USE SOME OF OUR TRANSPORTATION BOND ACT MONEY, IT WILL NOT HINDER THE GRANT IN ANY WAY, THE ENTIRE AMOUNT OF THE TRANSPORTATION BOND ACT WILL NOT BE USED BECAUSE THERE ARE OTHER PRIORITY ITEMS REGARDING SAFETY IN THE TOWN. ONE WHICH WAS BROUGHT UP DURING REVENUE SHARING REGARDING TRAFFIC LIGHTS IN THE TOWN . THE OTHER ASPECT THAT WE WERE LOOKING INTO WAS HOW MUCH RIGHT OF WAY THE TOWN OWNED AND MR . BRENNAN IS WORKING ON THE DEEDS ALONG _AVIATION ROAD TO SEE THAT THE TOWN HAS PROPER CLEARANCE TO DEVELOPE A BIKE LANE . WE HAVE HAD A LOT OF RESPONSE FROM ALL OVER THE TOWN OF QUEENSBURY FROM OTHER AREAS, PEOPLE WHO ARE INTERESTED IN HAVING BIKE LANES IN FRONT OF THEIR YARDS . I WOULD HAVE TO SAY THAT WE ARE LOOKING TO MAKE THE STREETS IN QUEENSBURY SAFE FOR BIKES, PEDERSTRIANS, JOGGERS AND MOTORISTS, WE CANNOT FORGET THAT WE ARE BASICALLY ALTHOUGH WE ARE DEVELOPING INTO A SUBURBAN TOWN WE ARE RURAL IN NATURE AND IT WILL BE A MATTER OF TIME IF EVER WE GET SOME AREAS OF THE TOWN WITH W,I,DE-P' ROADS WITH BIKE LANES ON THEM. THE BOARD HAS SEEN THE NEED FOR AN ADDITIONAL AREA OF SAFETY ALONG THE AVIATION ROAD AND THEREFORE THEY HAVE DETERMINED THAT THEY WOULD GO AHEAD. DEPENDING ON HOW LONG IT TAKES TO CHECK OUT THE LEGAL ASPECTS WILL BE WHEN WE GO TO CONSTRUCTION . I CANNOT PROMISE THIS FALLS I WOULD THINK THAT IT WOULD MOST LIKELY BE IN THE SPRING . THE TRANSPORTATION BOND ACT, WE DO NOT LOSE . THE MONEY IF WE EARMARK THE PROJECT] WE CAN STILL USE THAT NEXT YEAR. THAT IS THE COMPLETE UPDATE ON WHAT WE HAVE DONE AND WHAT WE ARE DOING REGARDING THE PROPOSED BIKE LANE ALONG THE AVIATION ROAD. COUNCILMAN EISENHART- ASKED TOWN COUNSEL IF HE HAD FOUND ANY PROBLEMS WITH THE DEEDS? COUNSEL BRENNAN- INITIALLY NO, ALL OF THE PROPERTIES BOTH NORTH AND SOUTH OF AVIATION ROAD FROM THE NORTHWAY TO MOUNTAINVIEW LANE ARE BEING LAID OUT ON A MAP WITH REFERENCES TO DEEDS IN WHICH THE TITLE IS PREDICATED. THOSE DEEDS RECORDED IN THE COUNTY CLERK' S OFFICE HAVE TO BE CHECKED OUT, TO FIND OUT THE PROBLEMS IF QUICK CLAIM .DEEDS ARE NECESSARY OR IF SOMEONE REFUSES TO CONVEY THERE IS A POSSIBILITY OF CONDEMNATION, WHICH I WOULD HOPE WOULD NOT BE NECESSARY . WE SHOULD. KNOW THE ANSWERS BY NEXT TUESDAY . OPEN FORUM 8 : 20 P.M. MR. TUCKER- THE TOWN OF QUEENSBURY USES THE N.Y . BOARD OF FIRE UNDERWRITERS FOR ELECTRICAL INSPECTIONS THE TIME SPAN FOR INSPECTIONS IS FIVE TO SIX WEEKS-NOTED THAT THERE IS ANOTHER FIRM THAT DOES THE SAME WORK THAT GUARANTEES AN INSPECTION WITHIN 72 HOURS, REQUESTED THAT THE TOWN BOAR LOOK INTO THIS . I COUNCILMAN OLSON- WHAT OTHER LOCATIONS USE THIS SERVICE? MR. TUCKER-GLENS FALLS HAS JUST PASSED A RESOLUTION TO USE THIS FIRM. . COUNCILMAN EISENHART- THEY ARE ENTITLED TO DO THE INSPECTIONS? MR. TUCKER- THEY ARE APPROVED BY N. Y. STATE . SUPERVISOR WALTER- THANK YOU FOR CALLING THAT TO OUR ATTENTION WE WILL CHECK THAT OUT WITH OUR BUILDING DEPT. , I WILL MAKE SURE THAT I GET BACK TO YOU . JOSEPH DAIRE- NOTED THAT THERE HAD BEEN SOME CRITICISM OF THE SO. QSBY . FIRE DEPT. DUE TO RESPONSE TIME TO TWO FIRES . . . NOTED HE FELT THAT THE FIRE COMPANIES IN THE AREA ARE DOING A FINE JOB. . . SUPERVISOR WALTER- WE DO UNDERSTAND WHAT A GREAT JOB OUR FIRE COMPANIES DO FOR US, WE ARE CURRENTLY IN NEGOTIATIONS FOR A CONTRACT. . . COUNCILMAN EISENHART- SPOKE ABOUT THE RISING COST FOR EQUIPMENT ETC . . . FOR THE FIRE CO. NOTED THAT WITH A VOLUNTEER DEPT WE PAY FOR ABOUT 20% OF THE SERVICE. . . I AM VERY IMPRESSED WITH THE LOCAL COMPANIES . . . COUNCILMAN OLSON- I HAD A FIRE RECENTLY, BY USING THE 911 NUMBER— SIX SECONDS AFTER I PLACED THE CALL THE FIRE WHISTLE WAS BLOWING AT SOUTH QSBY. LESS THAN FIVE MINUTES FROM THE TIME THE WHISTLE BLEW THEY HAD WATER ON THE FIRE . TWO OTHER COMPANIES RESPONDED TWO MINUTES LATER, I AM VERY GREATFULL FOR THE EFFORTS OF THE VOLUNTEER FIRE COMPANIES AND THE OFF DUTY FIRE MEN FROM THE CITY WHO HELPED . . . MR. DESC.ENZA -16 BUENA VISTA-ASKED IF IT WAS A BIKE LANE OR LANES THAT WERE BEING DISCUSSED. . . SUPERVISOR WALTER- A LANE ON EACH SIDE OF THE ROAD . . . MR.
