RESOLUTION AMENDING RESOLUTION NO.: 462, 2013 REGARDING
SALARY OF DEPUTY HIGHWAY SUPERINTENDENT
RESOLUTION NO.: 64, 2014

WHEREAS, by Resolution No.: 462,2013, the Queensbury Town Board adopted its part-
time hourly wage and annual stipend, non-management, non-union full-time staff and management
staff salary schedules for 2014, such salary schedules including the salary of$53,000 for the Town's
Deputy Highway Superintendent, and
WHEREAS, the Town Board wishes to amend the 2014 salary for the Deputy Highway
Superintendent,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby amends Resolution No.: 462,2013
such that the 2014 annual salary for the Deputy Highway Superintendent shall be $55,000, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby affirms and ratifies Resolution No.: 462,2013 in
all other respects.

DISCUSSION HELD
1. ZONING CODE: CHAPTER 179: ZONING, ARTICLE 9, SITE PLAN REVIEW, 179-
9-020-APPLICABILITY

Discussion held with board members and Craig Brown, Director of Planning and Zoning
regarding changing the code regarding Article 9, Section 179-9-020-Applicability. After further
discussion it was the decision of the board members to have Craig Brown present a revised
section to the code at a future workshop.
2. ANIMAL CONTROL OFFICER
a. Governance
Supervisor Strough spoke to the board regarding changing the Animal Control Officer code to
put Animal Control Officer under the offices of the Town Board and the Town Supervisor as
administrator making the location more efficient for him to conduct his duties.
b. Provision of County Services
Supervisor Strough spoke to the board regarding the County asking for the Town to provide
Animal Control services to them under special and extreme circumstances, that they would like
the Animal Control to work with the Warren County Sheriff s Department. We have told them,
once he leaves the Town border it will be the County's liability. The County has to show that
they meet the liability requirements that we have asked for.
Town Counsel Hafner noted that this has been laid out in an Intermunicipal Agreement and that
the version that was approved by the previous Town Board states the Town will pay for expenses
of the Animal Control Officer. Noted further that the agreement has not been signed.
Supervisor Strough stated that the County does not have the insurance yet but is working on this
and believes they will have secured the insurance by the end of the month.
After further discussion it was the decision of the board members to have the Animal Control
Officer develop a unit cost of his services and only respond to calls in the Town of Queensbury.
Supervisor Strough asked Town Counsel Hafner to amend the contract.
3. TOWN CODE: CHAPTER 102: JUNKYARDS
a. Use of the word "Junkyard"
Councilman Irish spoke to the board regarding the use of the word junkyards within the Town
Code. In the last twenty years it has become a profitable industry. It has taken on a different
culture and should be reflected in the code. He would like to change it to either say salvage or
salvage yard.
Director of Building and Codes, Mr. Hatin questioned in what way they would want to use this,
noting that Chapter 102 is an enforcement law used for enforcement of violations on private
property.
Councilman Irish stated that he's looking to use it only as a definition.
Town Counsel Hafner stated that this Chapter 102 is in several sections of the code.
After further discussion it was the decision of the board to separate the definitions. Mr. Hatin
will present to the board his recommendations for Chapter 102 at a March workshop.
DISCUSSIONS HELD - MAIN STREET
Councilman VanNess spoke to the board regarding holding an informational meeting/public
forum at the West Glens Falls Fire House as to what Queensbury residents would like to see
regarding the Main Street Infrastructure.
