PUBLIC HEARING-QUEENSBURY SEWER DISTRICT-NOTICE SHOWN
SUPERVISOR BRANDT-IT HAS BEEN A LONG GOING EFFORT BY THIS COMMUNITY TO
BRING SEWAGE TREATMENT TO CERTAIN PARTS OF THE COMMUNITY. IT HAS BEEN
CARRIED OVER FROM ONE ADMINISTRATION TO ANOTHER ANDnVERY EXPENSIVE PROJECT.
A PROJECT THAT IS AS CAPITAL INTENSIVE AS A SEWER PROJECT THE VIABILITY
OF IT REALLY RESTS WITH OUR ABILITY TO OBTAIN STATE AND FEDERAL FUNDS. WE
ALL PAY STATE AND FEDERAL TAXES AND WE WOULD LIKE TO GET SOME OF IT BACK,
TO KEEP OUR LOCAL COSTS DOWN IN THIS KIND OF A PROJECT . BEFORE YOU ARE
ELIGEBLE TO RECEIVE THOSE STATE AND FEDERAL FUNDS WE MUST MEET CERTAIN
GUIDE LINES , AND THOSE GUIDE LINES ARE NOT MADE BY THE TOWN BOARD. THEY
BECOME LAW AND WE DO OUR BEST TO COMPLY WITH THEM. IN 11977 WE HAD A
REFERENDUM ON THE COUNTY SEWER DIST. AND THIS TOWN IS NOW READY TO GO
IMMEDIATELY TO VOTE ON A TOWN DISTRICT. THERE IS A COUNTY SYSTEM WHICH WILL
TREAT SEWAGE AND THERE I'S A LOCAL QUEENSBURY DIST . TO COLLECT SEWAGE , TO
GO TO THE COUNTY SYSTEM FOR HANDLING. THE RULES AND REGULATION FOR THE
FEDERAL GOVERNMENT CHANGED BEFORE WE COULD GET TO OUR REFERENDUM , THE FEDERAL
GOVERNMENT MADE SOME NEW GUIDELINES THAT WERE STRICTER IN DEFINING
ELIGIBILITY FOR FEDERAL FUNDS, STATE AND FEDERAL FUNDS AMOUNT TO 87 1/2
OF THE FUNDS FOR THE PROJECT IT WAS WELL WORTH INVESTIGATION, WE THEN
TRIED TO FIND OUT WHAT THE RULES AND REGULATIONS MEANT. IT HAS TAKEN US
TWO YEARS TO_FIND OUT JUST WHAT THOSE GUIDELINES IN FACT MEANT AS IT APPLIED
TO OUR DISTRICT. WE HAVE FINISHED THE PROCESS AND HAVE A PROPOSED DISTRICT
FOR A QUEENSBURY REFERENDUM , IT IS OUR PURPOSE HERE TONIGHT TO GIVE YOU
ALL THE INFORMATION WE CAN , SO YOU AS VOTERS CAN DECIDE W-ETHER YOU WANT THIS
OR YOU DO NOT WANT THIS-IT IS ONLY OUR FUNCTION TO PREPARE THE INFORMATION
TO PREPARE THE STUDIES AND BRING FORTH THAT INFORMATION TO YOU. THE PEOPLE
IN THAT DISTRICT WILL DECIDE WHETHER THEY WANT TO PAY THE TAX TO CREATE THE
DISTRICT OR NOT. THE THING THAT WE WANT TO ACCOMPLISH TONIGHT IS TO GET AS
MUCH INFORMATION TO YOU AS POSSIBLE . WE HAVE SEEN IT IS A VERY EMOTIONAL
SITUATION , FOR SOME PEOPLE IT IS A LOT OF MONEY , FOR BUSINESSES IT IS A LOT
OF MONEY . EVERYONE IS GOING TO GET THEIR SAY AT THE BALLOT. SPECIFICALLY
OUR HEARING TONIGHT IS ABOUT THE QUEENSBURY REFERENDUM BUT SINCE QUEENSBURY
SYSTEM TIES INTO THE COUNTY SYSTEM ITS MY BELIEF WE SHOULD ALSO BE PREPARED
HERE TO--NIGHT TO DISCUSS THE COUNTY SYSTEM. I WOULD LIKE TO HANDLE ALL THE
QUESTIONS FIRST CONCERNING THE TOWN SYSTEM SO THAT ALL THE INFORMATION
THAT IS DESIRED IS GIVEN OUT , AFTER THAT WE WILL TAKE QUESTIONS AS THEY
REFER TO THE COUNTY SYSTEM. . .THANKED THE RESIDENTS FOR SHOWNING UP . . .

BEEN CONSIDERING SEWERS FOR SOME TIME , I WAS INVOLVED IN THE 1971 REPORT.
THE TOWN HAS BEEN INVOLVED IN PLANNING FOR A SYSTEM OF COLLECTION SEWERS
AND TREATMENT FOR MANY YEARS IN 1967 A COMPREHENSIVE STUDY FOR THE
HUDSON RIVER BEND AREA PROPOSED A SYSTEM OF COLLECTION SEWERS FOR QSBY .
TO BE CONSTRUCTED IN CONJUNCTION WITH AN INTERMUNICIPAL TREATMENT PLANT .
FURTHER STUDIES WERE CONDUCTED IN THE LATE 1960 ' S IN 1970--71 THE TOWN OF
QSBY. PROCEEDED WITH PLANS FOR ITS OWN SYSTEM FOR COLLECTION SEWERS. IN
1971 A REFERENDUM WAS PASSED TO FORM A QSBY . SEWER DIST , THE VOTE WAS 2 TO 1 .
AT THIS TIME THE EXISTING FEDERAL PROGRAM ENDED AND A NEW PROGRAM WAS ESTABLISF
ED , BECAUSE FEDERAL FUNDS WERE NO LONGER AVAILABLE N.Y. ST . DEPT OF AUDIT
AND CONTROL DID NOT APPROVE THE FORMATION OF THE QSBY. SEWER DIST. THE PROJECT
WAS TEMPORARILY ABANDONED. IN OCTOBER OF 1972 THE FEDERAL GOVERNMENT PROVIDED
FOR FUNDING OF CONSTRUCTION OF SEWER FACILITIES UNDER THE NEW PROGRAM. IN THE
MID 1970 ' S A COMPREHENSIVE SEWER STUDY WAS COMPLETED FOR THE AREA INCLUDING
BOTH THE HUDSON RIVER BEND AREA AND THE AREA AROUND THE LOWER PT. OF THE LAKE
GEORGE BASIN AND WARRENSBURG. THAT RECOMMENDMCONSTRUCTION OF INTERMUNICIPAL
SEWER SYSTEMS SERVING THE TOWN OF QUEENSBURY ALONG WITH THE CITY OF G. F.

THE TOWN OF LAKE GEORGE , BOLTON , AND WARRENSBURG AND THE VILLAGE OF
LAKE GEORGE. THE PLANNING FOR THE INTERMUNICIPAL PORTION OF THIS
SYSTEM PROGRESSED AND IN 1977 THE WARREN COUNTY SEWER DIST. NO. i
WAS FORMED AND APPROVED BY AUDIT AND CONTROL. THE TOWN OF QUEENSBURY
IN CONJUNCTION WITH THE WARREN CO. SEWER DIST. HAVE ENGAGED IN A
FACILITY PLANNING PROCESS FOR THE COLLECTION SEWERS AND TREATMENT RESPECTIVELY.
THE DISTRICT FORMATION REPORT WHICH PROVIDES THE BASIC DATA FOR THIS HEARING
WAS THE THIRD PLANNING REPORT PREPARED FOR THE TOWN OF QUEENSBURY UNDER
THIS PROGRAM. THE FIRST REPORT WAS IN REGARDS TO COLLECTION SEWERS IN THE
HERQLES AREA AND SO. QSBY . SO THAT THE CONSTRUCTION OF THE INTERCEPTING
SEWERS COULD BE ACCELERATED. THE SECOND REPORT WAS PREPARED IN CONFORMANCE
WITH EPA'S REQUIREMENTS , THEY SET UP THREE REQUIREMENTS 1 . SUBSTANTIAL
HABITATION IN THE AREA AS OF OCTOBER OF 1972 2 . NECESSITY 3 . COST EFFECTIVE
TO PROVIDE COLLECTION SEWERS. . . WE FELT IT WAS NECESSARY TO OBTAIN A
DECISION FROM EPA ON ELEGIBILITY FOR FUNDS TO ESTABLISH LOCAL CQST ,WE DID
GET THAT INFORMATION FROM EPA NOTING WHICH SEWER WOULD BE ELEGIBLE FOR FUNDS.
IN ADDITION TO FEDERAL FUNDS WE DID OBTAIN SOME STATE FUNDS 12 1/2% . . .
THE TOWN HAS SET CERTAIN CRITERIA FOR SETTING DISTRICT LIMITS. . .THEY WANTED
TO SERVE THE AREA OF THE GREATEST NECESSITY. . .THEY WANTED TO INSURE INITIAL
SERVICE TO ALL PROPERTIES IN THE LOCAL DIST. . .TO OPTIMISE STATE AND FEDERAL
AID. . .SET UP DIST. LIMITS THAT ARE ACCEPTABLE TO THE RESIDENTS . . .

TO PAY MORE TAXES FOR A NEW SEWER SYSTEM , THE RESIDENTS OF THE AREA
ARE ON A CONTRACTUAL BASIS WITH THE CITY , IT IS APPROXIMATELY 50 . 00 PER
HOUSEHOLD PER YEAR. . . WHEN THE CITY UPGRADES THE SYSTEM A NEW NEGOTIATION
WILL BE HELD YOU CAN BE SURE THEY WILL ASK YOU TO PAY EVERY BIT OF
THE COST THAT THEY ARE BEARING FOR PROVIDING SERVICE OUTSIDE THEIR CITY. . .
