Mrs. Bunny Bitner-Chairman of the Church and Society Committee of the First Presbyterian Church of Glens Falls. . .stated the following. . . It is our feeling that adequate opportunities are already available in the areas for those who wish to participate. . . (Bingo) . . .Sunday Bingo might have a tendency to draw adults away from participating iii various types of recreation with their families. Bingo could be P a stepping stone, however shall to a mountain of problems for the citizens of this area. We urge the Town Board to consider the points ----� we have made and to vote "no" on any change in the Town ordinance which would permit games of chance on Sunday. Funds in this program are highly competitive in nature and the demand for the funds exceed the amount available—applicants must address one or more of the following purposes: support realistic and attainable strategies for expanding low and moderate income housing opportunities. . .promote the deconcentration of lower income housing -� provide increased economic opportunities 60"r low and moderate income persons. . .address specific local high priority needs of low and moderate--income families . .Types of Grants-Sing)A Purpose Grant or Comprehensive Grant. . .noting that the Town had no previous experience in obtaining such grants would have a chance in obtaining a single purpose grant if successful this could lead to Comprehensive Grants for the Tven of Queensbury . . .The Single Grant Application that the Town is seeking will cover one year. . .spoke on the Warren Co. Supervisor Brandt- spoke on the application. . .Town Board know of housing that still have dirt floors, no sanitary facilities, no water etc. . . . that is a target area in looking for grants. . .we are looking at subsidized loans. . . Susan Goetz- Regarding the Warren Co. Grand-do we have the $350,000? Brian Harrison-we have a verbal OK. . .we have not received the committment in writ-.ing, that will come through the Congressman' s Office. Susan Goetz- is there any time limit to use the funds? Brian Harrison- usually 18 mos.extendable from the date of approval. . . UNKNOWN- This is a Grant not matching funds. . . Brain Harrison- yes Francis Johnson- will there be any problems for those who do not have up to date deeds. . .many in this area have quit - claim deeds. . . Brian Harrison- I will check on this. . .I will have an answer at the next hearing. . . Mrs. Gregory- spoke about the problem with receiving loans when you are a resident of W.G.F. 14r*.Monahan- questioned if there will be any help for the residents that haUe -their houses upgraded as far-as taxes are concerned? Supervisor Brandt-that is the function of the Assessor Mrs. Monahan- there is no provision under the grant to help with the tax increase due to the upgrading? Brian Harrison- no Art Turnbull- what is the percentage of administration of the project? Brian Harrison- it can go to 10% we hope to do it with less. . . we have an existing staff. . .the dollars go to private contractors who do the work. . . Arthur Turnbull- would like to see grant monies used for all taxpayers not for a small few. . . Mrs. Gregory- Is participation in the program voluntary? Br.isn Harrison- The program is voluntary. . .an office will be set up in the area, an individual will come in stating what their individual needs are, the request is reviewed, if the project is ok, then the individual will select three contractors, the contractors will look at the job and turn in a bid, the lowest bidder will do the work. . .the Job will r be inspected and the owner of the house will also sign off that the work jwas to their satififatt&=. . . . Mrs. Monahan- Can an individual do the work himself? Brian Harrison- we would prefer that the work in contracted. . .that system can be set up though. . . A complete copy of the specifications will be available in the Office of the Town Elerk. Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mrs. Walter, Mr. Robertson, Mr. Brandt Noes: None Absent: None RESOLUTION TO AUTHORIZE CONTRACT WITH GLENS FALLS SENIOR CITIZENS CENTER Rr,q. n .TTTTnm Nn 42 , Introduced by Mr. Michel Brandt who moved for its adoption, seconded by Mrs. Frances Walter: WHEREAS, the Town of Queensbury has heretofore contracted with the Glens Falls , Senior Citizens Center, Inc. to provide for the services for the elderly, and WHEREAS, New York State Aid is available for the establishment, maintenance and expansion of senior citizens center programs, which aid was expanded by the provision of chapter 1001 of the laws of New York, 1974, providing among other things that state aid will be available to pay up to one-half of the entire amount of approved expenditures for a municipal program, and WHEREAS, the Town of Queensbury desires to continue its support of the Glens Falls Senior Citizens Center, Inc. under provisions of law so as to be eligible for state aid as a co-sponsoring municipality, NOW, THEREFORE BE IT RESOLVED, that the Supervisor of the Town of Queensbury be and hereby is empowered to contract with the Glens Falls Senior Citizens Center Inc, for the furnishing of services to the dlderly residents of the Town 2101 of Queensbury for the year 1979 and the payment of $2700.00 therefore be approved, and the Supervisor is hereby directed to execute the contract on behalf of the town and a copy of such contract, duly executed, shall be filed witk the Town Clerk. Dembrosky, plaintiffs , against the Town of Queensbury and Floretta Tate, defendants" and WHEREAS, On February 28, 1973 said jury returned a verdict in said action in favor of the defendant, Town of Queensbury and Floretta Tate, and WHEREAS , a judgment was thereafter entered in said action in the Office of the Clerk of the County of Warren in favor of the defendants Town of Queensbury and Floretta Tate for costs and disbursements in the amount of $257.38 and WHEREAS,, said judgment of $257. 38 plus interest thereon as provided by law was satisfied in December, 1978 by payment to the Town of Queensbury of the sum of $353.40 and WHEREAS, said judgment was jointly entered in favor of the defendants, Town of Queensb-ury and Floretta Tate, and �- WHEREAS, the Town Board has been informed by Joseph R. Brennan, Counsel to the Board, that the records of the Court proceedings relating to said action disclose that the defendant Floretta Tate was defended through- out said action by the Hartford Insurance Group, as the insurance carrier for Floretta Tate and WHEREAS, the Town Board has been further informed by Joseph R. Brennan that the Town of Queensbury and the Hartford Insurance Group are each legally- entitled to one-half of the sum of $353.40 received in December, 1978 by the Town of Queensbury. I have reservations in doing that, at a time when we are trying to get people to quit using oil, the only place we reduce sales tax is on oil, the net result is that you are going to encourge people to use oil and become more dependent on the Arabs. . . . . RESOLUTION DIRECTING REPAIR OF HIGHWAY DEPARTMENT VEHICLE RESOLUTION N0, 5Q, Introduced by the Entire Town Board WHEREAS, the Austin Westen 6 Wheel Drive Road Grader has had a history of mechanical defects in its drive train, and WHEREAS, failure has again occured late in the Fall of 1978, and WHEREAS, the Manufacturers Representative has informed the Tom of Queensbury Highway Department that they would make the necessary repairs and certain alterations to prevent further reoccucence of this problem, and WHEREAS, the Highway Department has not delivered the machine to be rebuilt, and WHEREAS, the Town Board feels this machine is desperately needed for clearing ice and snow from our roads, NOW, THEREFORE BE IT RESOLVED, that the Board directs the Superintendent of Highways of the Town of Queensbury to deliver the entire machine or the necessary components needing repair to the Manufacturers Representative on or before Friday, January 26, 1979, and be it further RESOLVED, that the ;Superintendent of Highways expedites the repair and return of this machine to service on our roads.
