York State Championship at Bristol Mountain in Canadaigua on February 25th, 2014 bringing
victory to the Queensbury Union Free School District and Town of Queensbury in the 2013-14
season, and

Coaches Robert Underwood and Chris Frielinghaus deserve special recognition of their

2.0 PRIVILEGE OF THE FLOOR
MR. JOHN SALVADOR North Queensbury-Noted that there was a line item in the budget for
paving the parking area for town hall which is in need of repair.
SUPERVISOR STROUGH-Stated that the Highway Garage is in great need of repair, a priority and
there is only so much money.
MR. SALVADOR- Referred to the onsite septic variances granted by the Town Board for the
Steinhart property on Cleverdale that was done at the last meeting and the letter dated May 28, 2014
that he submitted in reference to such action. Stated the legislature's adoption of the Lake George
law of 1953 authorizing the New York State Department of Health to maintain the waters of Lake
George to a quality of AA special, suitable as untreated drinking water and stated that shortly after
the adoption, a fear existed that the AA special quality could not be maintained because of the ever
increasing intensity of high density residential expansions and conversions from seasonal use to
year round use without adequate centralized sanitary waste treatment. Noted that section 6.802 of
the first town zoning ordinance dating back to 1967 was adopted requiring registration of seasonal
use dwellings with intent to address that adequate onsite treatment of sanitary sewage would be in
place to help protect surface waters until municipal collection and treatment of sanitary sewage was
put in place. Stated further that onsite septic systems are a temporary fix, particularly in the area of
north Queensbury where there are shallow soils to bedrock, poor soils and steep slopes in some
cases. Questioned what the current status of the latest town initiative involving the scheduled
activities of the various water quality awareness committee.
SUPERVISOR STROUGH-Noted that there are ongoing discussions and at 11 o'clock tomorrow, I
am meeting with Dave Decker and we are going to talk about these various issues, the Lake George
initiative, septic systems, regional management entities, Board of Health capabilities or lack thereof,
where are we, what can we do, what direction shall we go in, those are the things we're going to talk
about.
KATHLEEN SONNABEND-Read the following letter into the record-I want to urge everyone
watching this meeting to attend two upcoming public hearings in this building, the Queensbury
Activities Center, one this Wednesday June 4th at 7:30pm and one on Monday June 16th at
7:00pm. Both hearings involve efforts by moneyed interests to build even more intensive

developments, specifically apartment buildings, along the Bay Road office corridor in violation
of the current zoning law which prohibits residences within 300 feet. This is happening because
the owners of the southwest corner of Blind Rock and Bay have attempted over the past 10 years
to get approval for an intensive apartment complex on land zoned for professional offices. Over
the years they have succeeded in getting the town to reduce the prohibition from 1,000 feet to
just 300 feet and now they want no prohibition at all. Since they lost the first round of our
Article 78 lawsuit over the Fowler Square approval last fall being in violation of the code, they
have delayed the appeal to the ZBA twice from April 23 to June 4t1i And in the meantime they
are pursuing the zoning change for the entire corridor to make the appeal moot. The vast
majority of area residents and many business owners do not want this change. I have with me a
petition asking the town to uphold the zoning law that a couple hundred people have already
signed. To be fair, I know that at least three of you Town Board members did not know this
zoning change would be included in the resolution two weeks ago to set the public hearing for a
package of zoning changes that were supposed to be mostly housekeeping items. And at that
meeting, four of you clearly stated that you had not yet decided to vote for the change. I ask that
you keep an open mind. As I have seen over and over again at both town and county
government, too often voting officials are given incomplete information or a package of half-
truths that put together leave a false impression. You have a chance to get the full picture by
carefully considering information that credible citizens can offer. Many of these citizens have
impressive and relevant professional and educational credentials. You don't have to personally
be an expert on every matter that comes before you. Let us help you. Aside from the dramatic
change to the character of the Bay Road corridor and traffic issues, the sewer capacity and costs
to the town and property owners are under discussion. Please don't get sidetracked with details
and lose the big picture. A proper, complete and up-to-date sewer study needs to be done before
even considering such a change in zoning. It has been long known that the Bay Road corridor is
not conducive to multi-user septic systems and building a sewer is very expensive due to bedrock
and other considerations. When Travis Whitehead asked about a sewer study at the town board
meeting two weeks ago, he was told there was a study. But what was given to him was the 2002
and 2006 MPR for the last two sewer extensions that included analysis of the capacity needs of
every property along Bay Road up to and including Cedar Court that the town had purchased
capacity, and a three page analysis from town engineer Chris Harrington from August 2013 that
did not include the impact of code change and ignored most of those Bay road properties. This is
not a real sewer study and it definitely did not envision the impact of the new proposed zoning
change. It also did not acknowledge the growing problem of adding additional Queensbury
sewage to the combined storm water and sewage lines of Glens Falls, which result in fines for
both municipalities every time storm water surges result in raw sewage dumped into the Hudson
River. There is another problem with the zoning change package that I would like you to
recognize, and of which I know that at least one of you is aware. That is the provision to change
from the Town Clerk to the office of the Zoning Administrator the place to which all zoning
appeals, information requests and determinations are to be filed. I find this alarming. The
Zoning Administrator had demonstrated that he is partial to certain moneyed interests rather than
serving the town residents as a whole. To the contrary, the Town Clerk has always demonstrated
independence as long as I have been closely following town government in the past decade. This
requested zoning change is the result of the Article 78 lawsuit against Fowler Square in which
the judge ruled that our suit was timely because a certain 2011 letter was never filed with the
Town Clerk and therefore was not foilable. Further, the judge said that the letter did not obviate
the need for a use variance. We need everything to be stamped in by the Town Clerk to avoid
any possibility that important information can be undiscoverable. Happy to have been here for
the awards to the Queensbury students, my daughter was on those same teams and those coaches
who have been doing this for years do a phenomenal job.
BOB DISTEFANO-Spoke to the Town Board regarding the ability to purchase a parcel of
property on Veterans Road owned by the town.

limit on the entire length of Dixon Road be lowered from 40 miles per hour to 35 miles per hour for

DISCUSSION BEFORE VOTE:
DR. JEFF SAWYER-This is our second annual run for the ages, it benefits Big Brothers Big Sisters
and the Glens Falls Senior Center, two of the most important populations are our seniors and our
kids, we want to take care of them. Last year we had about a hundred participants and raised over
$7,000.00 dollars that was split between the two organizations. This year we are hoping to have
substantially more than that.

TOWN REAL PROPERTY TO ROBERT DISTEFANO

WHEREAS, the Town of Queensbury owns an approximately .105 acre parcel of land
(the "Parcel") located along Veterans Road in the Town of Queensbury, adjacent to 80 Veterans
Road, Tax Map Parcel No.: 309.6-1-66 owned by Robert Distefano as shown on a copy of a map
presented at this meeting, and
WHEREAS, the Parcel is vacant and unimproved, and
WHEREAS, the Town Board has received a request from Mr. Distefano to purchase the
Parcel as the Parcel is adjacent to his property, and
WHEREAS, the Town Highway Superintendent has advised the Town Board that the
Town does not use such Parcel as part of Veterans Road and the Town has no need for such
Parcel for highway purposes, and
WHEREAS, based upon the opinion of the Town Assessor, the fair market value of the
Parcel is $6,000, and
WHEREAS, the Town Board wishes to sell the Parcel to Mr. Distefano as authorized by
New York State Town Law §64(2), and
NOW, THEREFORE, BE IT
RESOLVED, that the Town Board hereby determines that the Parcel described in the
preambles of this Resolution is not needed for Town purposes, and
BE IT FURTHER,
RESOLVED, that the sale price of $6,000 constitutes fair, adequate and reasonable
consideration for the Parcel, and

RESOLVED, that the Town Board hereby authorizes the sale and conveyance of the
Parcel to Robert Distefano for the sale price of $6,000 in accordance with Town Law §64(2),
contingent upon:
1. The Town being provided with a survey certified to the Town and a metes and
bounds description describing the Parcel satisfactory to the Town Supervisor and

sale are to be deposited and accounted for in an account determined by the Town Budget Officer,

5.0 TOWN BOARD DISCUSSIONS
COUNCILMAN VANNESS (WARD IV)
• In reference to the Main Street corridor and all the information that we collected over the
various meetings, Supervisor Strough has agreed to meet with me so we can go over the
various issues. My intention is to be able to have a resolution to set a date for the public
hearing at the June 16th Town Board meeting so that we can move forward on this.
• Secondly, I want to make everyone aware of the Hudson Valley Firemen's Association
Parade. The events actually start on June 18th the first parade is Friday night the 20th
which is a Mardi Gras parade and the dress parade will be on the 21St of June. The
fireworks will be Saturday night and the carnival will be there both Friday and Saturday
night.

• There were residents that had inquired about a stop sign at the two intersections of
Wintergreen, Lupine and Arbutus and the last I had heard they were going to put a
petition together to bring to us.
• We have looked at speed signs, the electronic signs. I am going to meet with John and
we're going to see which would be the best for us to own and tag around the different
neighborhoods.
COUNCILMAN IRISH (WARD III)
• I would like to remind everybody that the Queensbury Recreation Commission has got
their summer flyer out this year and I would like to particularly call your attention to the
efforts that the Queensbury Recreation Department puts forth for swimming lessons. I
heard a report on TV not too long ago that fifty percent (50%) of adults don't learn to
swim and by extension they never allow their kids to learn how to swim because they are
afraid of the water. It's one of the best life skills that we can give kids in this area
because we've got Lake Luzerne, Lake George, Sunnyside Lake, Glen Lake, the Hudson
River, a lot of water around us in the Town of Queensbury and it really is a lifesaving
skill. I would encourage anybody that hasn't been up to the Gurney Lane Pool or taken
advantage of one of their programs from the Rec Commission, to do so. They are very
reasonable and we've got the Q Club available for kids at the school all summer, that's a
very good program. A lot of things go on at the Rec Commission and I want to make
sure everybody has an opportunity to attend one of those programs.
• The other thing I wanted to remind everybody of is Americade started this week, there
are a lot of bikes out and there will be a lot more here before the end of the week. There
are a lot of bicyclists out there enjoying the weather also so please make sure you're
careful when you see them as well.
• I noticed a number of covers for the water shutoffs in the road are missing; I probably
saw five or six of them missing so I just wanted to make the town aware of that.
• Construction has started on the roundabout at Aviation Road, Farr Lane and Dixon Road,
things should be moving along pretty quickly.
COUNCILMAN CLEMENTS (WARD II)
• I am happy to see the Town of Queensbury selling property and it's going to become
private property again, any place we can do that I am absolutely for that.
• I had a speed reduction request from Bryce LeVan Cushing on Ridge Road between
Quaker Road and Hicks Road and we will be looking into that.

• Director of Office for the Aging, Christie Sabo asked me if I would say a little bit about
Bob Dalaba who lives on Aviation Road in Queensbury whose duty to community
service is excelled by few others. Mr. Dalaba received the Warren County Contributing
Senior of the Year Award.
• The Animal Control Officer monthly report for April denotes 109 events, 345 so far this
year.
• The Queensbury Senior Citizens who meet in this building put out this flyer every month,
the Queensbury Post which lists all kinds of various activities. They are a nice group of
people doing so many good things; they have some great trips coming up too. If you
want to have the newsletter mailed to you on a regular basis, call 761-8224 and join up.
• Betty Little's office inducted former Supervisor John Webster into the New York State
Senate Veterans Hall of Fame. I went to the induction with about fourteen members of
his family and although the state senate was only allocating for three people's lunch, we
all enjoyed lunch that was provided by Betty Little in her conference room.
• It's pretty hard to beat the Glens Falls Queensbury Memorial Day Parade and I want to
give credit to the pilots with the flyover which was new this year and I think it was a
great addition to the parade's event. It followed the parade and it was just prior to the
remembrance ceremony that we have at the Peace and Victory monument in front of the
YMCA. The first aircraft, a 1942 Fairchild PT-23 was flown by its owner John
Alexander and the second aircraft was a 1943 Boeing PT-17 Stearman Biplane flown by
its owner Don Latterell. Each plane did two flybys and we're hoping that next year we
can expand that. I have to thank Joan Aldous and Mike Shearer for helping to organize
that event.
COUNCILMAN VANNESS-As we are talking about Memorial Services, I would just like to
mention the Trooper that was recently run down on the thruway. It is a law now, the New York
State Vehicle and Traffic Law that you change lanes whenever possible to get out of the way of
an officer stopped on the side of the road. I would just ask that you keep this gentleman, Mr.
Skinner's family in your prayers, it's really a tragic.
