covered by New York State Disability Insurance, and

Mr. Hansen- regarding resolution number 87 , Warren County has supple-
mental Recreation Funds that have not been used, the Town must submit
an application by tomorrow to be eligible for such funding. . .the amount
of the funding would be 50%, in our case the funds would total $1,137.50
for the project in W.G.F. . . .Resolution No. 87 regards So. Qsby, a 100%
funding from the State of N.Y, total amount of $2 ,039.00
Councilman Olson- Where are you going to run the programs?
Mr. Hansen- in the So. Qsby. Area we have spoken with the Fire Dept. they
have suggested the possibility of leasing the land adjacent to the Fire
House. . . for the playground. . . in W.G.F. the property West of the W.G.F.
Fire House is a possibility. . .
Councilman Eisenhart- how many peopleodo you expect to pperate the playground?
Mr. Hansen- three to five depending on the number of the participants. . .

FOR YOUTH

WHEREAS, the Warren County Youth Bureau has excess Recreation Funds
available for municipalities to program new recreation activities , and
WHEREAS, Harold R. Hansen, Recreation Director has prepared application
for 50% funding in the amount of $1,137.504_ and
WHEREAS, The Recreation Director desires to use these funds to operate
a 8- week, (June - August) , 5-day a week, (Monday - Friday) , 3-hour
a day, (9:00 - Noon) , Summer Playground program of activities for children
(ages 5-16 years) in the West Glens Falls Area, therefore be it

Discussion held regarding landfill fees :
Supervisor Brandt-When we are talking about a Commercial Hauler, I think
by definition we are talking about someone who is hauling garbage or
trash as commerce, in otherwords they are engaged in the commerce of hauling
garbage. or .trash. There are people in commerce such as small stores that
own_t4eir. own truck and haul their own refuse and do not haul anyone elses
refuse, they are not a commercial hauler, but they are a user. I think we
have to accommodate them. . . I think we are going to have to add a user permit
for a =nominal fee such as $10. 00 to register the vehicle as using the dump.
Councilman Robertson- Is that the answer, or is the answer to define Commer-
cial Hauler as those who charge a .fee to other persons for the deposit of
refuse at ,the landfill? If an individual can show he is hauling for himself
at no fee to anyone else he is not a commercial hauler.
Councilman Olson- How is the person to be charged that owns a pickup?
Supervisor Brandt- We will charge by the cubic ydird in those situations where
there is more than a level bed full. . .

Rosemary David"eon-representing the Queensbury Republican Committee- requested
that the Town Board consider using all 18 district for the May 1st. 1979
referendum regarding the Highway Supt.
A discussion was held by the Town Board regarding the nrbbtr—, of polling
places, it was decided that the matter be turned over to ..-the Town Counsel
for his recommendation.
Fire Marshal Bodenweiser- spoke to the Board on possible fire hazards
in the Town from burning trash. . .noted several instances where trash has
been piled up and not taken to the landfill, noted that the .uxcuses
used for not using the landfill was that they did not want to go any more,
than was necessary. . .noted that he will be meeting with Mr. Stec in regard
to this matter. . .
Rosemary Davidson-questioned if the Town of Queensbury was contracting
for more help from CETA? (regarding resolution Number 94 of 1979)
Supervisor Brandt- That resolution covers existing people. . .
Rosemary Davidson-questioned the use of Qsby. Patrolmen going house to
house delivering literature on crime prevention. . .noted that the: iterature
was very good but questioned the use of using Patrolmen to deliver such. . .
Supervisor Brandt- noted that he was not aware of this program, will look
into it. . .

RESOLUTION TO HOLD PUBLIC HEARING CONCERNING PROPOSED CHANGE IN ZONING
_RESOLUTION N0. 99, Introduced by Mr. Michel Brandt who moved for its
adoption, seconded by Mr. Daniel Olson:
WHEREAS, the areas immediately adjacent to Dix Avenue on both the north
and the south are presently zoned generally in the classificatioNof R-4 and
WHEREAS, applications have been received by the Town Board requesting the
rezoning of certain premises on the north and south sides of Dix Avenue
from the present classification of R-4 to C-3 and
WHEREAS, said applications have been referred to the Queensbury Planning
Board and the Warren County Planning Board for recommendations concerning
said application and
WHEREAS, the Queensbury Planning Board and the Warren County Planning Board
have each recommended that the areas contiguous to Dix Avenue be rezoned to
a depth of 200 feet on both the north and south sides to a new classification
of C-3 and
I
WHEREAS , said applications and the recommendations of the Queensbury
Planning Board and the Warren County Planning Board are deemed worthy
of consideration and
WHEREAS, it would appear that it would also be advisable to extend the
present M-1 and R-3 zones on the north side of Dix Avenue in a southerly
direction to abut the proposed new C-3 zone and
WHEREAS, a specific proposal for the rezoning of the areas on both the
north and south sides of Dix Avenue has been presented to the Town Board
which proposal would change the present zoning classifications of certain
premises described as follows:
REZONED FROM R-4 TO C-3
Commencing at a point on Quarry Crossing Road at the
boundary line between the Town of Queensbury, County
of Warren, and the Town of Kingsbury, County of
Washington, said point being at the intersection of
an extension of the southerly boundary line of those
premises identified on the Warren County Tax Map as
8-111-7-6 with the boundary line between the Town
of Queensbury, County of Warren and the Town of
Kingsbury, County of Washington; thence in a generally
westerly direction along the southerly boundary of
those premises described on the Warren County Tax
Map as 8-111-7-6 to a point being the southwesterly
corner of those premises identified on the Warren County
Tax Maps as 8-111-7-6 ; thence continuing on a straight
line in a generally westerly direction to a point in
the center of a highway known as Bell Avenue; thence in
a generally northwesterly direction to a point being the
southeasterly corner of those premises identified on
the Warren County Tax Map:-as 8-111-7-3 ; thence in a
generally westerly direction along the southerly boundary
of those premises identified on the Warren County Tax
Maps as 8-111-7-3 to a point being the southwesterly
corner of those premises identified thereon as 8-111-
7-3; thence in a generally southerly direction along
the easterly boundary of those premises identified
on the Warren County Tax Map as 8-111-7-1 to a point
being the southeasterly corner of those premises identified
as 8-111-7-1; thence in a generally westerly direction
along the southerly boundary of those premises identified
on the Warren County Tax Maps as 8-111-7-1 to a point
being the southwesterly corner of those premises identified

point being the southeasterly corner of those premises

thence continuing in a generally westerly direction
along the southerly boundary of those premises identified
as 8-111-5-6 to a point being the southwesterly corner
of those premises identified as 8-111-5-6 Thence in
a generally southerly direction along the easterly
boundary of those premises identified on the Warren
County tax Maps as 8-111-5-5 to a point being the south-
easterly corner of those premises identified as 8-111-5-5 ;

boundary of those premises identified on the Warren County

westerly direction across a highway known as Park Avenue

along the southerly boundary of those premises identified

southwesterly corner of those premises shown on the Warren

direction along the easterly boundary of those premises
identified on the Warren County Tax Map as 8-111-1-5 to a
point being the southeasterly corner of those premises
identified thereon as 8-111-1-5 ; thence in a generally ...1

cation which exists generally to the west; thence in a generally

ary of the presently existing C-1 Zone which exists immediately
to the west to a point in the center of Dix Avenue; thence
in a generally easterly direction along the center line of
Dix Avenue to a point in the center of Dix Avenue where Dix
Avenue intersects with the boundary line between the Town
of Queensbury, County of Warren and the Town of Kingsbury,
County of Washington, thence in a generally southerly direction
along the boundary line between the Town of Queensbury, County
of Warren and the Town of Kingsbury, County of Washington
to the point or place of beginning.

Commencing at a point on Dix Avenue at the boundary
line between the Town of Queensbury, County of Warren
and the Town of Kingsbury, County of Washington, said

thence in a generally northerly direction along the boundary
line between the Town of Queensbury, County of Warren and
the Town of Kingsbury, County of Washington, a distance of
200 feet to a point on said boundary line; thence in a gener-
ally westerly direction in generally a straight line parallel
to and at a uniform distance of 200 feet to the north of the
southerly boundary of each of those premises identified on

day of April, 1979 at 7 : 30 p.m. on the date to consider said
proposed rezoning and to hear all persons interested in the
subject thereof and concerning the same and for such other
action on the part of said Town Board with relation of the
proposed rezoning as may be required by law or as may be prop-
er in the premises , and be it further
RESOLVED, that the Town Clerk be directed to cause notice of
sAid public hearing to be published in accordance with law
and to take any and all other necessary action required by
law for the holding of said public hearings.
