OPEN FORUM
8 : 15 P. M.
BOB CUBBINS- RESIDENT OF HELEN DR. - REPRESENTING THE RESIDENTSOF SAME . . .
SPOKE ON THE DUST CONDITIONS OF THE ROAD. . . BECOMING A WELL DEVELOPED
AREA. . .
SUPERVISOR BRANDT-I AM NOT GOING TO SAY RIGHT NOW THAT WE ARE GOING TO PAVE
IT , WE ARE LOOKING AT ACCELERATING THE PAVING SCHEDULE BEYOND WHAT OUR
BUDGET IS , . . . THERE IS AN INFORMAL DISCUSSION BETWEEN BOARD MEMBERS
TO ADD MORE MONEY TO THE PAVING SCHEDULE THIS YEAR , ACCORDING TO THE
ABILITY OF THE HIGHWAY PERSONNEL TO PAVE. . .THAT ROAD, A SECTION OF IT
NEEDS TO BE PAVED WITHOUT ANY QUESTION . . . I AM SURE THAT WE CAN TELL YOU
MORE AS THE PAVING SCHEDULE IS WORKED ON. . . WE ARE AFRAID TO OIL ROAD
DUE TO ENVIRONMENTAL CONSIDERATIONS. . .
BOB CUBBINS- NOTED THAT IT HAS BECOME A HEALTH HAZARD DUE TO CHILDREN
IN THE AREA BEING ALLERGIC TO DUST. . .
COUNCILMAN WALTER- IS HELEN DRIVE AT ALL ON THE SCHEDULE?
i
SUPERVISOR BRANDT- IT IS NOT. . .
COUNCILMAN WALTER- NOTED THAT IF THE ROAD HAS A PROBLEM MAYBE WE SHOULD
TRY AND DO SOMETHING , EITHER PAVING OR SOME TEMPORARY PROCEDURE TO MOVE
THIS ALONG. . . YOU WERE SPEAKING ABOUT AUGUST. . .
SUPERVISOR BRANDT- IN SPEAKING WITH CARL WE WOULD LIKE TO HAVE HIM
ADDRESS HIMSELF TO AN ACCELERATED PAVING PROGRAM WITH A TENATIVE
COMMITTMENT FROM THE BOARD TO PROVIDE THE MONEY , WE WOULD LIKE TO HEAR
BACK FROM HIM NOW, AS TO WHAT HE CAN DO .
BOB CUBBINS- QUESTIONED WHY MIDNIGHT DRIVE WAS PAVED LAST YEAR WITH ONLY
THREE HOUSES ON IT?
SUPERVISOR BRANDT- . . .WE ARE ALL A LITTLE BIT FRUSTRATED WITH THE PROCESS
AND THAT IS WHY WE BROUGHT UP A REFERENDUM ON TWO OCCASIONS , THE PROBLEM
IS THAT THERE IS SPLIT RESPONSIBILITY WITH SPLIT AUTHORITY AND YOU WORK
TOGETHER AS BEST YOU CAN AND SOMETIMES IT IS HARD TO EXPLAIN HOW A DECISION
CAME ABOUT. . .
ROGER MARCY- BROOKWOOD ACRES- NOTED THAT HIS ROAD HAS THE SAME PROBLEM
LARGE AMOUNTS OF DUST
(..JACK ABRAMS WAS ALSO PRESENT FROM THIS AREA )
SUPERVISOR BRANDT- ROCKWELL ROAD IS SCHEDULED FOR PAVING . . . APPROXIMATELY
THE LATER PART OF .TUNE . . .
SEWER SYSTEM DISCUSSION
DANIEL MORRELL-WILL RESIDENTS THAT ARE NOT IN THE QUEENSBURY DIST. BE
ALLOWED TO VOTE?
SUPERVISOR BRANDT- NO
DANIEL MORRELL- THEY WILL BE REQUIRED TO PAY A BENEFIT TAX?
SUPERVISOR BRANDT- THEY WILL HAVE TO PAY A COUNTY TAX IF THEY ARE IN
THE COUNTY DISTRICT, SOME PEOPLE WILL BE IN THE COUNTY DIST. AND NOT
THE TOWN DISTRICT.
i
DANIEL MORRELL-THE ORIGINAL PLAN THAT WAS VOTED UPON HAS BEEN CHANGED AND
ALTERED SO MANY TIMES., IS THIS THE SAME THING THAT WE VOTED UPON?
SUPERVISOR BRANDT- THE COUNTY DISTRICT REMAINS AS YOU VOTED ON, THE SIZE
li OF THE DISTRICT , THE QUESTION IS HOW THEY WILL HANDLE THE SYSTEMTHAT IS
OPEN TO DISCUSSION.
DANIEL MORRELL- THE PROCESS THAT YOU ELIMINATED THREE DISTRICTS , SUNNYSIDE ,
GLEN LAKE , BROADACRES , BASED ON THE SURVEY THAT THEY WOULD BE ADVERSE TO
THE QUEENSBURY SEWER DISTRICT. . .
SUPERVISOR BRANDT- SOME BOARD MEMBERS INCLUDING MYSELF ASKED AROUND IN THE
VARIOUS AREAS , WE WERE GETTING INPUT OF A NEGATIVE VIEW . . . THE BOARD,
IN MY OPINION, THE TOWN IN A CENTRAL AREA , PARALLELING HALF WAY BROOK ,
AND TO THE HERCULES PLANT IS ESSENTIAL THAT WE HAVE A SEWER PLANT TO SERVE
THAT AREA. . . SEPTIC SYSTEMS IN THAT AREA ARE NOT WORKING. . .WE FELT THAT IT
IS MORE IMPORTANT TO GET AN AREA DEFINED THE MOST COST EFFECTIVE AND GET
A REFERENDUM BEFORE THE PEOPLE THAT ARE REALLY ASKING FOR IT , IF IT PASSES
IT CAN BE EXTENDED. . .
DANIEL MORRELL- IS IT POSSIBLE FOR THE TOWN BOARD TO ARBITRARILY TO CUT
AREAS WITHOUT A PUBLIC HEARING ON IT?
SUPERVISOR BRANDT- YES , IT IS A PROCESS OF THE TOWN BOARD, IT IS A VALUE
JUDGEMENT WE HAVE TO MAKE. . .
THOMAS MARTIN- WHAT RIGHT DO YOU HAVE TO ELIMINATE PEOPLE 'S RIGHT TO VOTE
ON AN ISSUE THAT THEY HAVE TO PAY FOR. . . ( MORAL ISSUE)
i
SUPERVISOR BRANDT- THEY WILL NOT PAY FOR A QUEENSBURY DISTRICT IF THEY
ARE NOT IN IT. . .
COUNCILMAN WALTER- REVIEWED THE HISTORY OF THE COUNTY DISTRICT. .NOTED
MISCONCEPTIONS. . . MOST PEOPLE THAT VOTED FOR THE COUNTY DISTRICT WERE
UNDER THE MISCONCEPTION THAT THEY WOULD PROBABLY HAVE SEWERS IN FRONT OF
THEIR HOUSE. . .WHAT HAS HAPPENED HERE IS THAT A LOT OF THESE PEOPLE,
i I FEEL, FELT THAT THEY WERE GOING TO BE SERVICED BY SEWERS AND AS THE TOWN
DISTRICT GETS SMALLER AND SMALLER THEY SUDDENLY HAVE NO VOTE AND YES THEY
j CAN VOTE TO COME IN AS A DISTRICT AT SOME FUTURE TIME, BUT IT WILL BE IN
THE LONG FUTURE IT WILL NOT BE CLOSE TO HAND AS FAR AS THE MONEY WE GET
FROM THE FEDERAL GOVERNMENT. . .
THOMAS MARTIN- I KNOW THAT THIS IS LEGAL , BUT IS IT MORAL? IT SMELLS OF
BACK ROOM POLITICS. . .
r SUPERVISOR BRANDT- WE DO HAVE TO MAKE THESE DECISIONS , IT IS OUR LEGAL
RESPONSIBILITY. . .SPOKE ON THE CUT IN FEDERAL AID. . . IN AREAS WHERE THERE
IS QUESTIONS IN THE FUNDABILITY WE CUT THEM OUT , WE ARE NOT GOING TO
GET INTO ANOTHER TWO YEAR HASSEL WITH THE FEDERAL GOVERNMENT , WE WILL
ELIMINATE THOSE AREAS AND GET ON WITH WHAT WE KNOW WE NEED AND WHAT WE
KNOW WE CAN JUSTIFY AND WE KNOW STANDS A CHANCE OF GOING. . .
I
MRS. GLENDENING— WHEN WILL THE FIGURES BE OUT TO THE PUBLIC?
COUNCILMAN ROBERTSON— RIGHT NOW I WOULD SAY THE MIDDLE OF .JUNE . . .
SUPERVISOR BRANDT— THE TOWN BOARD WILL ADVERTISE THE FIGURES IN THE
LOCAL PAPER. . .
MRS. DAVIDSON— WHERE IS THE LAKE GEORGE BASIN?
COUNCILMAN ROBERTSON— DESCRIBED THE AREA. . .ON RT. 9 FROM THE OLD GOURMET
TOWARD LAKE GEORGE . . . SPOKE ON THE CHANGES IN LAKE GEORGE. . .
I _
COUNCILMAN WALTER— QUESTIONED IF ANYBODY WAS CONCERNED FOR THE
QUALITY OF GLEN LAKE , ARE THEY NOT EXPERIENCING THE SAME PROBLEMS
AS LAKE GEORGE IN REGARD TO POLLUTION?
COUNCILMAN ROBERTSON— IT IS A QUESTION DO YOU WANT ANY SEWER DISTRICT
OR DO YOU WANT TO KILL IT AND STOP FOR TEN YEARS WHILE WE ARGUE AND GO
BACK AGAIN, THAT IS THE REAL ISSUE.
SUPERVISOR BRANDT— I DO NOT BELIEVE THAT THIS IS AN ISSUE WHETHER WE
ARE GOING TO SAVE LAKE GEORGE OR NOT , THE TOWN HAS A MAJOR PROBLEM
ALONG QUAKER ROAD , I KNOW SOME OF OUR MAJOR APARTMENT COMPLEXES HAVE A
PROBLEM, PROBLEMS IN HALFWAY BROOK , IF THE ENVIRONMENTAL PROTECTION
AGENCY COMES TO OUR TOWN AND ENFORCES THE LAWS THAT ARE ON THE BOOKS WE
ARE GOING TO SEE A LOT OF BUSINESSES CLOSE OR MOVE OUT . I DO NOT THINK
MOST PEOPLE REALIZE THE SALES TAX THAT IS COMING IN FROM THE BUSINESSES
IN THE COMMUNITY IN THAT REGION , BUT IT DOES PAY ALL OF YOUR TOWN TAX
PLUS A GOOD SHARE OF OUR COUNTY TAXES .
THOMAS MARTIN— MY QUESTION IS , IS THIS ORIGINAL WARREN COUNTY DISTRICT
THE BEST ONE , AND WHEN THE VOTERS GO TO THE POLLS THIS AUGUST WILL THEY
BE INFORMED VOTERS TO MAKE THE RIGHT DECISION?
SUPERVISOR BRANDT— WE ARE GOING TO GET ALL THE INFORMATION WE CAN AND
PRESENT IT TO THE PEOPLE, THEY HAVE TO MAKE UP THEIR MIND. . .
COUNCILMAN OLSON— SPOKE ON THE NEGATIVE RESULTS OF HIS FINDINGS IN
SPEAKING WITH THE RESIDENTS OF GLEN LAKE IN REGARD TO THE PROPOSED
SEWERS. ..THE TOWN BOARD IS TRYING TO DO IS TO LOOK AT THE COMMERCIAL
AREAS , ROUTE 9 , QUAKER ROAD , DIX AVENUE , WITHOUT NEW COMMERCIAL GROWTH
AND INDUSTRIAL GROWTH , THEN WE WILL BE IN A BAD TAX SITUATION.
SUPERVISOR BRANDT— ONCE WE HAVE PROJECT THE COSTjAND IT HAS PASSED IN
A REFERENDUM , IF IT TURNS OUT WHEN THE BIDS COMES IN TO BUILD THE PROJECT)
THEY EXCEED THE REFERENDUM VOTED IN COSTSITHEN THE WHOLE DISTRICT IS
DONE AWAY WITH . . .
COUNCILMAN ROBERTSON— THE DECISION IN REGARD TO THE SEWER DISTRICT IN
QUEENSBURY WILL BE DECIDED, COST VS BENEFIT NEED. . .
MRS. GLENDENING— QUESTIONED WAS IT RIGHT TO EXCLUDE RESIDENTS WHO MIGHT
USED THE SYSTEM IN THE FUTURE FROM VOTING IN THE ORIGINAL REFERENDUM. . .
IF IT IS DEFEATED, THEY HAD NO VOICE . . .
SUPERVISOR BRANDT— IN THE TOWN DISTRICT WE ARE VOTING ON A DISTRICT
TO BE FORMED AND SERVED IMMEDIATELY , THE PEOPLE TRAT ARE IN THERE
CAN BE SERVED IMMEDIATELY , IF ANOTHER GROUP WANTS INJ4THEY CAN PETITION
AND GO THROUGH THE PROCEDURE AND FORM AND EXTENSION OF THAT DISTRICT . . .
MR. DAVIDSON— NOTED THAT WHEN MANY RESIDENTS VOTED ON THE COUNTY DIST.
THEY FELT THAT THE ENTIRE TOWN OF QUEENSBURY WOULD BE SERVED , I VOTED j
FOR IT AND I FELT THAT WAY , NOW YOU ARBITRARILY SAYING TO ME THAT I
MAY NOT BE ABLE TO CAST AN AFFIRMATIVE VOTE FOR THE TOWN DISTRICT. . . __.•11
WE VOTED FOR THE COUNTY DISTRICT AND NOW YOU ARE SAYING , AS I HEAR IT ,
FOR NO JUSTIFIABLE REASON AT ALL , THAT NOW BECAUSE WE DO NOT LIVE IN
IN A DISTRICT THAT YOU THINK MIGHT PASS , WE CAN NOT NOW VOICE OUR OPINION
AS A WHOLE . . . ARE THERE REASONS FOR THIS?
SUPERVISOR BRANDT— FIRST THERE ARE FEDERAL RULES THAT HAVE CHANGED , THAT
WILL EXCLUDE PARTS OF THE TOWN , AND SINCE THE COUNTY REFERENDUM THERE IS
A CHANGE IN THE ATTITUDE OF THE VOTERS AND WE HAVE TO ALSO SENSE THAT,
WE HAVE THAT RESPONSIBILITY . . .
MR. DAVIDSON—DID FEDERAL REGULATIONS SAY THAT BOARD ACRES WOULD NOT BE
ACCEPTABLE?
a
293
SUPERVISOR BRANDT- NO FEDERAL REGULATIONS REALLY NEVER NOTICED BROAD
ACRES.
MR. DAVIDSON- WHY WAS BROAD ACRES EXCLUDED FROM THE SEWER DISTRICT?
SUPERVISOR BRANDT-BECAUSE I FELT THAT IT WOULD BE A NEGATIVE VOTE ON
THE BROAD ACRES REGION. . . I BASED THIS ON A SAMPLING OF SEVERAL' .PEOPLE
I TALKED TO.
MR. DAVIDSON-I FEEL THAT YOU HAVE NOT DONE YOUR HOMEWORK TO FIND OUT
WHAT THE PEOPLE IN BROAD ACRES WANT FOR SEWAGE DISPOSAL , THE ONLY WAY
YOU ARE GOING TO FIND OUT IS BY A REFERENDUM.
w y MR. TURNBULL- STATED THAT HE FELT THAT IT WAS THE OVER-COMMERCIALISM THAT
CAUSED THE PROBLEM WITH LAKE GEORGE. . . QUESTIONED IF THE WARREN CO.
REFERENDUM WAS NOW LEGAL SINCE IT HAS GONE FROM 60 MILLION TO 100 MILLION
DOLLARS?
SUPERVISOR BRANDT- THERE ARE TWO DIFFERENT FIGURES , ONE FOR THE COUNTY
DISTRICT, WHICH I BELIEVE IS AROUND 60 MILLION DOLLARS, WHEN YOU
TAKE THE COST OF THE TOWN DISTRICT AND ADD IT TO THE COUNTY DIST .
THEN YOU COME TO THE 100 MILLION DOLLAR FIGURE.
MRS. GLENDENING- IS THE DISTRICT ONLY FOR COMMERICAL?
SUPERVISOR BRANDT-THERE ARE RESIDENTIAL AREAS THAT ARE INCLUDED IN THE
DISTRICT.
MRS. DAVIDSON- QUESTIONED THE COST OF PUMPING STATIONS?
SUPERVISOR BRANDT- THEY WERE INCLUDED IN THE COSTS OF THE COUNTY
DISTRICT. . . OR IN THE COLLECTOR SYSTEM THAT WE HAVE.4THEY WILL BE
INCLUDED IN THE COST OF THE FIGURES PRESENT IN THE REFERENDUM.
MRS. DAVIDSONS QUESTIONED WHO LET THE WATER OUT OF HOVEY POND?
UNKNOWN- FINCH PRUYN . . .PROCESS OF CLEANING THE BOTTOM OF THE POND. . .
MRS. GLENDENING-NOTED THAT SHE PLANED TO BE A RESIDENT OF QSBY . FOR A LONG
TIME SHE FELT THAT SHE HAD MORE AT STAKE IN QSBY. THEN THE RESIDENTS OF
REGENCY PARK WHO ARE TRANSIENT, AND SHE SHOULD HAVE A VOTE .
COUNCILMAN WALTER-FOR THE AREAS WHERE WE CAN GET FEDERAL AID' AND IT LOOKS
LIKE THERE IS A NEED, I AGREE WITH THE PEOPLE , I WAS THE ONE THAT VOTED
NO , I FELT THAT WE SHOULD LEAVE THESE DISTRICTS IN AND I FELT THAT THE
PEOPLE SHOULD HAVE A RIGHT TO VOTE ON IT. . .
SUPERVISOR BRANDT- REQUESTED FURTHER INPUT. . .NONE WAS HEARD. . . OPEN FORUM
CLOSED.
