Dear Mr. Brandt,
I am writing to you as both a member of the Board of Directors of
the Lake George Opera Festival and as a concerned citizen of the
area. Support for the Opera Festival is an especially important
cencern for the Town of Queensbury.
`J The Opera Festival' s budget of nearly $400,0'0'0 is spent almost
exclusively in the Queensbury area, both for salaries, which are
spent locally, primarily for room and board, and for supplies, usually
purchased from local vendors.
The Opera Festival is an internationally known opera organization
that brings visitors to the Queensbury area from all over the world.
These visitors patronize Queensbury merchants by buying meals , lodging,
souvenirs, and fuel, and by visiting other area attractions while
they are here. The Opera Festival' s publicity and public relations
staff is continually promoting both the Lake George Opera, and the
area, in print, in person, and in the electronic media.
Each year the Lake George Opera Festival' s base of support among the
public broadens,. both in numbers and in dollars. The names of more
and more people swell our list of patrons, indicating as ever widening
interest in and support for one of the major area attractions. We
are given substantial support by the Federal Government, by the State
of New York by Warren County, and by the City of Glens Falls. It is
Lwell known that ticket -sales alone cannot support an opera company,
and so the Lake George Opera attracts funding from out of bhr area
in impressive quantities. During the 1976 season, approximately
$175 ,000, or about half, of our income was money pledged to the
Opera Festival from outside of our Tri County Area. This money was
substantially spent here.
I urge continued support by the Town of Queensbury for the Lake George
Opera Festival.

Mr. David Lloyd-yes. . . . . 30 percent of funding comes from the sale of
tickets the rest from the outside. . . commented on his fear that if
there was not local support other funding would drop. . .
Councilman Olson- questioned if programs were put on for School groups. . . .
Mr. David Lloyd—explained their contract on behalf of school ,children' s
performances. . .
Councilman Olson- questioned if this was for only Queensbury students or
other students in the area. . .

Mr. Hans Hoenck- total budget of 400,000 and a total attendance of 22,000
commented on how the monies were spent in the area. . .
Supervisor Brandt- reviewed his budget policies . noted that he was
not against the Opera. . . support the arts on the County, Federal and
State Levels. . .unless it is a matter of showing the Federal Government
or the State Government the way the community feels about it unless that
is really important I can not support it but if that is really important
and that is really a very determining factor then I would have to support
it. . .
Mr. David Lloyd- The State and Federal Governments are very impressed
by local support. . .logal goverment support is the most worthwhile dollar
that we can earn.
Mr. Hans Hoenck- appreciate your concern over the tax level and where
the funds do gof noted that tkis was an economic return,,we are not taking
something away that Msrsettivity is not returning two or three times
that magnitude.
Supervisor Brandt- questioned how attendance was?
Mr. Lloyd- it dipped a little last year but the income from tickets was up. . .
Councilman Olson - requested that funding information etc. , would be presented
to the Board in writing before the next budget. . .
Mr. Hans Hoenck- noted that he would give this information to the Board
bef+bre the next budget.
Mr. Floyd Pickett- objected to the funding of the Opera. . .

several maps in his expla*z&t6w-. of his proposals- In the Town of Queensbury
approximately 4 mile away from Cole' s Woods is property owned by the City
of Glens Falls known as the Water Shed Property (800 Acres+) . . .would rather
not pay a premium for lands to be bought,but usee-lands already available and
spend the monies for development of it. . .possibly use manpower monies for
labor for land clearing. . . if the City is willing to use this land, the Town
of Queensbury I think would be ftlling. to put up the money for equipment,
that would be required to do the work. . .potentiki lies in the possibility
of expansion through City and County lands and also private lands. . . to
the Mountain. . .good trail development throught- cost effective manner. . .
Town's view the assessment of Cole' s Woods is approximately 60,000,it has.
development potential� it is hard for me to justify taking property off the
assessment rolls. . .suggested that the county might be willing to step in
and take over the maintenance of such a project as the use of the Water
Shed Property. . .would like to discuss. .this with the City as a counter proposal.
would like to withdraw from the Cole' s Woods negotiations and look at. other

complete concentration of all out resources in one area it is our obligation

operational costs. . .noted that he has not spent anything on the property
and it is now being used by the residents as ski trails and hiking trails. . .
in 1975 the Town and the City looked into buying hhe property the price
was 175, 000 dollars, we have agreed to hold the property off the market
while the application for funds were being processed, in return we asked
for a letter of intent—we can no longer keep the property off the market
if the City and tied 'town do not purhhase the lands it will go &n the market. . .
Councilman Barber- commented that the maintenance expenses that sere mentioned
were after the trails were established. . .questioned if the city has a contract
to purchase the property if the grant goes through?
Mr. Robert LaPann- we have no assurances. . .
Bill Dixon- representing the Glens Falls YMCA-commented on the usage
of the trails noted that more lighting was needed. . . . the work on the
trails are being done by volunteers. . .urge the Town of Queensbury to

lands-in the alternative plan proposed the trails are afteady there and

RESOLUTION TO SEVER NEGOTIATIONS
RESOLUTION NB. 103 Introduced by Mr. Robert Barber who moved for its
adoption, seconded by Mr. Michel Brandt:
RESOLVED, that the Town of Queensbury desires to sevur existing negotiations
pertaining to our involvement with the -City of Glens Falls to participate
in the Cole' s Woods project for the following reasons:
a. 175 ,000 Dollars for approximately 33 1/3 acres and an
additional 15, 000 Dollars for appraisal fees to too expensive
_ fir. The recreational scope of the property is extremely limited
for the over all recreational aspects of the Town of Queensbury
c. More importantly it would exhaust our recreational monies
presently available to purchase some recreational facilities in our Town
to adequately serve the majority of our residents.
d. The continuing maintenance costs in the years. to come have
not been defined by anyone to date, as a result of that we find the potential
costs of the maintenance for the City of Glens Falls and the Town of Queens-
bury could be horendus in the scope of 40 to 50 thousand dollars a year.

be operated by the State of New York, it is administrated by the N.Y.St.
Job incentive Board, they would examine each case and determine if this
company did create new jobs. . .reviewed his object&6 to a previous tax
proposal. . .
Councilman Olson- questioned if the tax incentive would also apply to
a business already established in the Town that increases its business
and employees?
Supervisor Brandt-It evuld if it increased its employment scope. . .
Request the Counsel and the State to have input at the time of the hearing.
RESOLUTION TO HODD PUBLIC HEARING CONCERNING POSSIBLE ADOPTION OF LOCAL.
LAW PROVIDING FOR TAX EXEMPTION OT ELIGIBLE BUSINESS FACILITIES PURSUANT
TO SECTION 485 OF. THE REAL PROPERTY TAX LAW
RESOLUTION NO. 104 Introduced by Mr. Michel Brandt who moved for its
adoption, Seconded by Mr. Robert Barber:
WHEREAS, Section 485 of the Real Property Tax Law authorizes the
adoption by the Town Board of the Town of Queensbury of a' local
law providing for exemption from taxation and special ad valorem
levies imposed by the Town of Queensbury for Town purposes to
eligible business facilities certified by the New York State Job
Incentive Board and
WHEREAS, the purpose of Section 485 of the Real Property Tax Law
is to authorize certain designated municipalities to provide tax
exemption incentives to eligible businesses in an. attempt to increase
and attract business enterprises to said municipalities and
WHEREAS, such a proposed local law, a copy of which is hereto annexed
has been prepared and presented for consideration by the Town Board and

WHEREAS, a public hearing is mandated by law prior to consideration
for adoption of the proposed local law by the Town Board, and
WHEREAS, the proposed local law is worthy of consideration for legislative
action
NOW, THEREFORE, BE IT
RESOLVED, that a public hearing be held on the proposed local law providing
for tax exemption to eligible business facilities pursuant to Section 485 of
the Real Property Tax Law and that said public hearing be held at 7: 30 p.m.

LAW PROVIDING FOR APPOINTMENT INSTEAD OF ELECTION OF THE SUPERINTENDENT
OF HIGHWAYS OF THE TOWN OF QUEENSBURY
RESOLUTION N0, 106, Introduced by Mr. Robert Barber who moved its adoption,
seconded by Mr. Hammond Robertson:
WHEREAS, the office of Town Superintendent of Highways is presently an
elective office in the Town of Queensbury and
WHEREAS , Section 23 of the Municipal Home Rule Law authorizes the Town
Board to adopt a local law changing the office of Town of Queensbury
Superintendent of Highways from elective to appointive and
WHEREAS, such local law is subject to a mandatory referendum pursuant
to Municipal Home Rule Law Section 23 (2) (e) and
! WHEREAS, such a local law would become operative only if adopted by the
Town Board and if approved at a special or general election by the
affirmative vote of a majority of the qualified electors of -the Town of
Queensbury voting upon the proposition and
WHEREAS, such a proposed local law, a copy of which is annexed hereto,
has been prepared and presented for consideration by the Town Board and
WHEREAS, a public hearing is mandated by law prior to consideration for
adoption of the proposed local law by the Town Board and
WHEREAS, the proposed local law is worthy of consideration +66r legislative
action, NOW, THEREFORE, BE IT
RESOLVED, that apublic hearing ba held on the proposed local law providing
for the appointment instead of election of the Superintendent of Highways
of the Town of Queensbury and that said public hearing be held at 7: 30 p.m.
in the meeting room of the Town of Queensbury Office Building, Bay and
Haviland Roads, on Tuesday, May 10, 1977 .atd the Town Clerk be directed
to publish and provide notice of sand public hearing in accordance to law.

We have completed our review of your request concerning a speed zone
for the Crownwood Lane-Dorset Place area off Aviation Road in the
Town of Queensbury, Warren County.
Our findings indicate that such a request is justified. We have
written orders for a 30 mph area zone to include John Clendon Road.
`—J Attached is a sketch of the area involved along with the proposed
sign locations.
Please do not erect any signs until you receive an approved copy of
the order. The New York State Police concur with our- recommendations.
If any furthegi:questions arise, please contact Mr. William Baumann at

Dear Mike:
It is with deep regret that at this time I must resign from the
Queensbury Environmental Conservation Council as well as the interim-
chairmanship of that council. I feared at the time that I accepted
Bob Barber' s request that I take the position that I would not have
adquate time to aggressively pursue the role. Unfortunately, those
fears have been actualized, and I do not have the time.
I am doubly sorry about leaving at this time':-because the planning process
which is underway is exciting and I suspect shall bear fruit. Perhaps
you and the Town Board might consider a retired person, or perhaps a
housewife with time available to her during the day as you seek to fill
the position which I must vacate. There is a great deal of work to
be done, people to be met, and field checks to be made during that time
which for most of us represents working hours.
Finally, I have been honored that the town has asked me to serve in this
position and am very sorry that I am not able to do so at this time.

WHEREAS, Robert I. Mayhew has made application in accordance with
paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury
entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE
HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate
a mobile home outside at property situated at Pinello Road, and
`---WHEREAS, it is hereby determined that said application complies with
the requirements of said ordinance, and
WHEREAS , it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on skid

Daniel Gealt-commented that he felt the resolution regarding Cole' s Woods
L was a mistake. . .
Councilman Barber- commented on the possibility of several recreational
areas being established in the Town and not all 6n one area. . .
Daniel Gealt- questioned the stand of the Town Board in regard 06 the
sewer system? Believes that the Town of Queensbury needs the Geweri.
System. . . Questioned if the Local Sewer Districts have been defined?
Supervisor Brandt- The local districts are now being defined. . .explained
the process of locating the district. . .
Councilman Walter- Commented that she was not against the sewers but
was against the Warren County Proposal as it now stands , I do not
think that Queensbury is getting a fair shake. . .reviewed her objections
to the proposal. . . picking up debts of other towns, no aid touches that,
areas are included that do hot need sewers ' . . .
Councilman Barber- we do need sewers in the Town of Queensbury, commented
on his objections to the proposed project. . . there are areas that do not
nred:-or,',want sewers which was relayed to the County. . .and we did not get
Councilman Walter- questioned the public, wbatd they like to be sold an .
inferior good? I would love to sell you a good sewer system but I can not
quite hang my haift-on the one that Haden and Sawyer has represented, I have
had several engineers look at it and -I have done a lot of research into it
Mr. Daniel Gealt- Noted that he had heard that the 75% funding will not
be available that much longer
Councilman Barber- That is a maybe.
Mr. Daniel Gealt- If it takes a year -to design the sewer system and the
75% funding is then not available then we loose the sewer system. . .
I think that we should have this sewer system rather than no sewer system. . .
Councilman Walter-.I have made a statement in good conscience and I know
if people come back to me in years hence because the operation and main-

tance has gotten out of hand because of the way the system was designed,
I will know that I have done the right thing.
Mr. Herbert Sumner- questioned if the figure of 90. 00 dollars for local
individuals using the sewer system was correct?
Supervisor Brandt-That is the local system only.
Councilman Robertson- I thought that if the county goes without any consider-
ation of what Queensbury' s charges for their district might be, that is my
understanding of what the figure is that has been brought out.
Supervisor Brandt- By the end of May we will have a hard figure. We are
trying to push that along as rapidly as we can .
Councilman Barber- We did not have any input from No Barnes,, as Board
Members this Town Boated did not even get the documents from H"en and
Sawyer only one copy came to the Supervisor, one Board member got one
from ite County and it was reluctant that they gave her that copy. We
are asking for input. . .
Mr. Herbert Summer- questioned would he have to pay for the sewers even
though he would not be hooked up.
Councilman Barber- If you are in the County District.
Unknown- questioned if the Town Could-have signs placed on the Northw;1F
stating where Queensbury is?
Councilman Barber- reviewed the numerous , times the Town Supervisors
over the years have attempted to have signs placed—will look into this
again. . .
Councilman Robertson- It has been tried since the Northway was built.
Mr. Floyd Pickett- asked the Board to look into better marking of the
highway on the Aviation Road intersection. . .
Councilman Barber-I will address that situation to DOT immediately and {
also asked Supervisor Brandt as a member of the DPW Committee for the a
County to have the Bay Road intersection marked.
Mr. Morehouse- So. Qsby. spoke on a sewer problem where a neighbor has
placed a sewage system on his property.
Councilman Barber- I believe that this would be a civil action.
George Liapes- spoke on the situation noting that the Building & Zoning
Dept. has been up to look at the problem but as of yet has not located
the sewer system. . .
Mr. Robert Kilmartin- questioned tha Board again when the Water would be
place to his property. . .
Questioned what Mrs. Eggleston's title?
Supervisor Brandt- Receiver of Taxes
Mr. Robert Kilmartin-Was she working here today?
Supervisor Brandt- Yes she was.
Mr. Robert Kilmartin- There are no taxes being collected now, are we
paying her?
Supervisor Brandt- Her salary is sets she has been running the switch board
she is helping out on typing', we are tying to utilize her services where.
ever we can, she is quite generous in making herself available for other
duties. This is a position that has been created in the past, it is being
reviewed, the function itself is being revAkwed.
Counkilman Walter- Noted that she also .collects water rents which are on
a quarterly basis, and also the school taxes and the county taxes so it
is just ant a three month a year job.
. . .Supervisor Brandt- In regard to your water, the Water Dept. does not have
any monies for expansion of the water system this year, . . .perhaps next
year we will have some monies for extending water lines. . .

Mr. Flyyd Pickett- T nked the Tmm Board for looking at Coles Woods
with an open eye and considering other ideas . . .
