T014N OF QUEENSBURY WARREN COUNTY, NEW YORK Michel Brandt/s/ BY: Supervisor ATTEST: Donald A. Chase/s/ Town Clerk C-ouncilman Barber asked that the following communications be entered in the minutes of this meeting: July 15 , 1977 To: Robert Barber, Chairman of the Police Committee From: Jay D. Morey, President of Queensbury Police Association Re: Contract Negotiations for 1978 In accordance with the agreement between the Town of Queensbury and the Queensbury Police Association, under Article XIX, this is to advise you that the Queensbury Police Association wishes to open negotiations with the Town of Queensbury for an agreement to be effective January 1 , 1978 to Dec. 31 , 1978. Respectfully, Jay D. Morey, President /s/ Queensbury Police Assoc. cc: Supervisor Michel Brandt Councilman Hammond Robertson Esq. William V. Canale, Attorney for Queensbury Police Assoc. July 15 , 1977 To: Robert Barber, Chairman of Police Committee From: Jay D. Morey, President Queensbury Police Assoc. Re: Grievance on back Holiday pay. This letter is to inform you officially that the Queensbury Police Addociation has decided to suspend an#- action that has been started in behalf of the members regarding Holiday pay due them. Respectfully, Jay D. Morey, President /s/ Queensbury Police Association cc: Supervisor Michel Brandt Esq, William V. Canale , Attorney Queensbury Police Assoc. Councilman Barber inquired about the sidewalks that were supposed to be r installed on the Bay Road from Quaker to the college. The question was whether or not that plan has been abandoned. Mr. Brandt replied that as far as he knew it had not been abandoned. Mr. Barber asked Mr. Brandt as chairman of the DPW committee to look into this matter at the County level. Mr. Barber also noted that since the last board meetings discussion about Quaker Road becoming a four land highway, several counters have been put on the road to count traffic. 89 Ifr. Brandt stated it was also discussed at a traffic safety meeting at the county level , a study is being made of the accident rate to see if it can help our case as we suspect it can. I was at a meeting this morning in Albany along with Mrs. Walter regarding the new environmental regulations which would affect the town sewer district. EPA is going to be more stringent in its funding of local latteral districts. How it effects the Town of Queensbury, I do not understand yet. I think we need the input of our engineers who also attended the meeting. \ also spent some time this afternoon with Joseph Kestner and' Sons an lgineering firm looking at the West Glens Falls Drainage project to make 4p and resubmit our application for Economic Development Funds. Mr. Barber commented that he would like the town to look at other firms --beside Mr. Kestner to look at this project. ,,— fr. Brandt stated that Mr, Kestner helped us design the preliminary data. I think they are staffed to handle this and handle it well. We' have 28 days to have the application in and 90 days before we are into construction. Under those restraints I think we better keep moving' on it. Mr. Barber-I agree. Mr. Brandt-He has already ordered a new flight of the area. Mr. Olson-We probably will be meeting in the near future with Rist-Frost regarding what the outcome may be regarding Queensbury Sewer District. Mr. Brandt-Yes. There is no question that EPA is telling us that they are pulling back on funds for latteral systems and they have many new rules that are rather complex, it certainly will have an effect on the Queensbury Sewer District. Mr. Barber-Just recently I' found that the young employees that we hired from Manpower to cut brush were sweeping the driveway over at the highway garage. I request you Mr. Brandt to formally ask Mr. Garb to schedule these employees better. We hired them for a purpose and I would like to see them cork for that purpose. Mr. Olson-I am aware of that problem to. I asked Mr. Garb and he said they were in the process of waiting for an interviewer to come down from Manpower and interview these 8 or 9 people who are working on this project. Mr. Barber-I hate to tell you but that is an elephant pile of crap. Mr. Garb was not aware of the fact that an interviewer was coming until I informed him at 10: 30 in the morning that one was coming. If we abuse the program we may not have it next year. Mr. Brandt-I came across: some of these workers in the Glen Lake area and I stopped and complimented them on their productive workmanship. I was not use to seeing town work crews productively employed. Because of the dry weather there is a great deal of water consumption which is good for the water department. We should concentrate on getting all the materials and pipe out of the old well field site so we can look at the possibility of' selling that property and getting it back' on the tax roles this year. Mr. Robertson-In talking with Tom Flaherty this weekend, the sales of water ,,__gyre up this year for the first two weeks about 10-12°!. As of yesterday we produced 300,000 gallons more than we did at the record date last year. _,This is one of the times that the building of this plant is paying off. le do have the water available to the people of Queensbury to water their Llawns etc. Mr. Olson-It was only a very few years ago we had to sit and watch those gauges at the other site. OPEN FORUM No comments . Adjourn to workshop session to discuss the hiring of a new Assessor. Respectfully submitted, Donald A. Chase, Town Clerk
