RESOLUTION AUTHORIZING ACCEPTANCE OF $1,000 IN ADDITIONAL
GRANT FUNDS IN CONNECTION WITH GREATER GLENS FALLS
URBANIZED AREA MS4 EROSION AND SEDIMENT CONTROL
MANAGEMENT PROGRAM

WHEREAS, by Resolution No.: 235,2014, the Queensbury Town Board accepted $9,400 in
grant funding to be received in connection with the 2010 NYSDEC Water Quality Improvement
Project Grant entitled, "Greater Glens Falls Urbanized Area MS4 Erosion and Sediment Control
Management Program," as delineated in the preambles of this Resolution, and
WHEREAS, the District Manager of the Warren County Soil and Water Conservation District
has advised that the Town is eligible for additional funding for reimbursement in the amount of$1,000,
bringing the total grant funding to $10,400, and
WHEREAS, the Town Board wishes to accept such additional grant funding,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby accepts the $1,000 additional grant
funding, for a total of$10,400, to be received in connection with the 2010 NYSDEC Water Quality
Improvement Project Grant entitled, "Greater Glens Falls Urbanized Area MS4 Erosion and
Sediment Control Management Program," in accordance with the same terms as previously set
forth in Town Board Resolution No.: 235,2014 presented at this meeting and as delineated in the
preambles of this Resolution, and
BE IT FURTHER,
RESOLVED, that the Town Board further increases appropriations and estimated revenues as
follows:
• Increase Revenue in Home and Community Aid Account No.: 001-0000-53989 by
$1,000;
• Increase Appropriations in Drainage Account No.: 001-8540-2899 by $1,000;
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to
amend the Town Budget, make any adjustments, budget amendments, transfers or prepare any
documentation necessary to increase such appropriations and estimated revenues and effectuate all
terms of this Resolution, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town
Counsel and/or Town Budget Officer to take such other and further action necessary to effectuate the
terms of this Resolution.

ESTIMATED REVENUES FOR SUCH GRANT FUNDS

WHEREAS, as one of the seven (7) Municipal Separate Storm Sewer System (MS4) entities in

the Greater Glens Falls MS4 community, the Town of Queensbury has partnered with the Warren
County Soil and Water Conservation District to implement a 2010 NYSDEC Water Quality
Improvement Project Grant entitled, "Greater Glens Falls Urbanized Area MS4 Erosion and Sediment
Control Management Program,"and
WHEREAS, projects performed by the Town of Queensbury in connection with such Program
will contain an educational component as well as address stormwater (quality and quantity), erosion and
sediment control, and sediment loading into local water bodies from urban stormwater runoff, so that by
improving drainage conveyance systems along municipal roads, these efforts will reduce the
approximately 50 tons of sediment from entering the Lake Champlain and the Hudson River
Watersheds, and
WHEREAS, a reduction in phosphorus is one of the highest priorities listed in the Lake
Champlain Comprehensive Conservation Management Plan, and also "Opportunities for Action" which
is the Watershed Plan for Lake Champlain and a secondary priority from the Plan is the restoration of
fish and wildlife habitat, and with this Program sediment will be captured, reducing solids entering the
brook and siltation, which affects aquatic organisms in all aspects of development, and

WHEREAS, this Program will address primarily surface waters in the MS4 region and provide
education on the importance of maintaining stabilized construction sites and how to plan projects
accordingly, and
WHEREAS, within the Program's budget, the Town of Queensbury is eligible for
reimbursement of up to $9,400 (combination of personnel, equipment, supplies and materials),
with the Town's in-kind service match commitment (combination of personnel, and equipment
time) to be $19,810, with no monetary funds in addition to the in-kind service match being
required to be provided to the grant,
NOW,THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby accepts the $9,400 in grant funding
to be received in connection with the 2010 NYSDEC Water Quality Improvement Project Grant
entitled, "Greater Glens Falls Urbanized Area MS4 Erosion and Sediment Control Management
Program," as delineated in the preambles of this Resolution,and
BE IT FURTHER,
RESOLVED, that the Town Board further establishes appropriations and estimated
revenues as follows:
• Increase Revenue in Home and Community Aid Account No.: 001-0000-53989 by
$9,400;
• Increase Appropriations in Drainage Account No.: 001-8540-2899 by $9,400;
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer
