RESOLUTION AUTHORIZING SENIOR WATER MAINTENANCE
SUPERVISOR TO USE TOWN VEHICLE FOR TRAVEL BETWEEN TOWN
HALL AND PERSONAL RESIDENCE TO RESPOND
TO EMERGENCY SITUATIONS

WHEREAS, Town of Queensbury Employee Handbook §1008 entitled "Vehicle Usage and
Travel Reimbursement" states that in situations where an employee's official duties require him/her to
be on call and available at times other than the normal work day the Town Board may adopt a
Resolution authorizing the Town employee to use a Town vehicle for travel between his/her official
domicile and job site in order to ensure rapid response in emergency situations, and
WHEREAS, the Town's Water Superintendent has advised the Town Board that as part of the
Town Senior Water Maintenance Supervisor's job duties, he responds to emergency situations within
the Town, including responding to emergency water main breaks during evening and weekend hours,
and
WHEREAS, the Town Board wishes to adopt a Resolution authorizing Tom Matteson, Town
Senior Water Maintenance Supervisor, to use a Town vehicle for travel between his residence and
Town job site so that he may expediently respond to emergency situations during non-business hours,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes Tom Matteson, Town
Senior Water Maintenance Supervisor, to use a Town vehicle between his residence and Town job site
so that he may expediently respond to emergency situations during evenings and weekends, in
accordance with and as expressly set forth in the Town of Queensbury Employee Handbook §1008
entitled"Vehicle Usage and Travel Reimbursement," and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor and/or
Water Superintendent to take such actions necessary to effectuate the terms of this Resolution.

1008 Vehicle Usage and Travel Reimbursement
This policy applies to all employees who use a Town vehicle to conduct business on
behalf of the Town.
In situations where the Town Board either requires or permits an employee to use a Town
vehicle for travel between their official domicile and their job site, the Town will
consider the associated costs as compensation and withhold all appropriate taxes
according to the Federal and state tax code.
1. Vehicles purchased by the Town are intended for use by Town employees in the
performance of their official duties, and are not intended to be used for personal
transportation.
2. All Town vehicles will be clearly identified as specified in the Town's Central
Fleet Policy.
3. In situations where an employee's official duties require them to be on call and
available at times other than the normal work day, employees may be allowed, by
Town Board Resolution, to use a Town vehicle for travel between their official
domicile and their job site in order to ensure a rapid response in emergency
situations.
4. The Town Supervisor will identify on an annual basis those Town employees
authorized to use Town vehicles for travel between their official domicile and
their job sites. This list will include:
a) The name of the authorized employee, and
b) Those job responsibilities which require the employee to have a Town
vehicle available at times other than the normal work day.
The list of authorized employees will be maintained in the Town Supervisor's
office and will be available for public inspection during normal business hours.
5. While operating a Town vehicle, Town employees will:
a) Possess a valid operator's license,
b) Obey all vehicular traffic laws,
c) Use seat belts and require all passengers to be properly secured through the
use of passive restraints,
d) Refrain from any use or activity which could be construed as political in
nature,
e) Refrain from the consumption of all alcoholic beverages and drugs,
f) Operate the vehicle in a safe and courteous manner,
g) Will be subject to drug/alcohol testing when involved in an accident,
h) Not smoke at any time while inside of a Town vehicle,
i) Not use the Town Vehicle for personal use.
Use of Town Vehicles -Emergency Calls
When Town vehicles are used to respond to Volunteer Fire Department calls or
Emergency Squad calls for assistance, the employee operating the Town vehicle shall not
use and shall not install or add to the vehicle, lights, flashing lights, and/or sirens or other
devices commonly not present on the vehicle or authorized as part of its use as a Town
Vehicle.
