Arthur Norton has dedicated these past sixteen years to the betterment of the Town of Queensbury, and WHEREAS, through his direction, wisdom and expertise he has helped his fellow Planning Board members " through many difficult decisions over a period of great Town growth, NOW, THEREFORE BE IT RESOLVED, that the Town Board upon J. Arthur Norton' s resignation from the Queensbury Planning Board wish to express to him and his family the very best in all their future endeavors . Councilman Olson- requested that a proposed resolution regarding a transfer of 1,000 dollars from the Building & Zoning Dept. to the Police Dept. for purchase of a used Patrol car be tabled. . requested that he be allowed to view the vehicle. . . Garb, Superintendent of Highways of the Town '2j73 of Queensbury, has advised that he recommends that this Board accept this land for highway purposes into the Town Highway system, and . WHEREAS, Thomas K. Flaherty, Water Superintendent of the Town of Queensbury has advised that he recommends that this Board accept this land for highway purposes which land is situate within the Queensbury Water District, and WHEREAS, the form of the deed has been approved by Joseph R. Mr. Brandt indicated that the deed had been corrected. .In discussions with Mr. Garb and Mr. Flaherty, they indicated that the road could be accepted. Mr. Robertson indicated that he would like the deed for these road dedications to be in his hands somewhat earlier than they have been in the past. The water dept and the Highway dept have to have time to look at these new roads so they may inform us of their decisions. Mr. Olson stated that he would like the Town Attorney to present these new deeds to the board at least two weeks before they are passed on. Communications: Letter from Niagara Mohawk listing numbers to contact in case 'of emergency, placed on file in the clerk' s office. Letter from Chief Judkins asking the Board to consider establishing a "No Parking Zone on Big Boom Rd 'for a distance of 500 feet from the intersection of Big Boom Rd and the Corinth Rd was referred to the Highway Committee. The annual reports of the Justice Dept. , Mountainside Library and the Health Officer were placed on file. The December report of the Police Dept was placed on file. Councilman Walter called the boards attention to a recent article in National Geographic magazine regarding the Water Plant in its relation to the Hudson River, and also a comment was in there from Water Supt. t , Thomas Flaherty. Open Forum: Arthur Turnbull '-asked how many Warren County employees were employed by the Refuse Agency? Who is the Superintendent? Is he a resident of Queensbury .of Glens Falls? What change in personnel will there be if the town and the city take over the landfill? Mr Brandt-The Town and the City are considering taking over the landfill and the employees that are there will probably be transferred over to the city and the town. It is in the hands of the attornies at this point. 274 Mr. Turnbull asked if the Supt, of the landfill would remain on the job if the landfill changed hands? Mr. Brandt replied that he hoped he would stay, he is doing a fine job. Mr. Turnbull asked about the equipment transfer at the landfill. Mr. Brandt stated that the equipment was purchased by the county for the town and city landfill. The town and city are paying for the equipment by contract with the county. Paying for the equipment will still be our responsibility. Mr. Turnbull-I also am concerned with other people from the county using the landfill. Mr. Brandt-For the record, there is a contract between the city, the town and the county for the operation of a landfill and part of the J contract was that only the city and town residents could use that landfill and people from the rest of the county could not. It was illegal for any one else to use it in the past. However, it is known that haulers go from one town to another, in fact it is very well documented that some of our refuse is being dumped in South Glens Falls . This is a problem we are going to have since we implement charges. All areas are going to have to work together. Gary Wadkins-Thanked for the board for their action on the new road in his development and assured he would get the information to the i board a lot faster in the future. Raymond Wolfe-asked about the county giving money to the city of Glens Falls for the new Civic Center. Mr. Brandt-The big question is whether it can legally be .done. Queensbury does benefit from facilities that the city is subsidising. The hospital is one of them. Residents of Queensbury have just as much use of that hospital as do city residents. If the center is built there are potential economic benefits for the Town of Queensbury. I am going to look at both sides of the question. Mr. Wolfe-also complained about county advertising for hotels etac I can see being taxed to run the government. Mr. Brandt-I have been outspoken on that issue also.I do not think small taxpayers should pay for one industry, basically the recreation industry. The town would benefit more if some of that money were used to solicit new industry. Dr. Eisenhart-added that we just voted some money to the Crandall library in which Queensbury residents benefit from also. Mr. Turnbull-asked about the Industrial Park-he heard that a Canadian outfit was coming in. Mr. Brandt-There has been interests by various companies, I have been told. There are solid committments , but I do not know of them. Mr. Robertson-there are never solid committments until something is signed. I have heard of more people interested than I ever expected. There are people looking. The park is a reality now and not a pie in the sky. Mr. Brandt-I would like to adjourn the meeting to a workshop session to discuss CSEA negotiations, community development funds. On motion the meeting was- adjourned. Respectfully submitted Donald A.
