Staff Comments The applicant proposes a 3-lot subdivision of a 14.65 ac parcel. The board reviewed the project as sketch plan at the March 24th meeting. The applicant had indicated they were reviewing options for individual driveways for each lot versus shared driveways. The revised plans show the lot arrangement with no shared driveways. All three parcels are split zoned with the zone line for WR and RR-3A shown on the plans. The homes are proposed to be located in the RR-3A portion of each parcel. The plans show spot areas of slopes greater than 20%. The plans show each parcel to have septic. PRELIMINARY REVIEW: Preliminary plat subdivision lot layout shows the three lot arrangement. Layout plans -show the property lines and zoning for each parcel. Construction details -confirm connection with existing utilities. Landscape plans -Under 10 lots not required. Clearing plan -Clearing limits are outlined for each parcel. Grading and erosion plans -shown for each house site proposed. Environmental report -Long Environmental assessment form submitted. Statement of intent-Deed provided. Stormwater Management -Sormwater management will be handled on each lot with rain gardens —future site plan review for lots 1 and 3 as proposed house is within 50 feet of 15% slopes. Fees -Per application. Waivers -No waivers have been requested. FINAL REVIEW: Final plat—Lot layouts and building envelope shown on plan. State/County agency—Planning Board review for three lot proposed subdivision; Zoning Board for the lot width and road frontage; County for area variance. Other plans / reports —Stormwater report and pollution prevention plan provided to the Town Engineer for review and comment. Protected open space—none proposed. Streets, recreation...-only three new curb cuts proposed. Fees—per application. NATURE OF VARIANCE The applicant is seeking relief for not maintaining 400 ft. for the average lot width and road frontage length. Where Lot 2 is proposed to have 262 ft. lot width and 328.30 ft. or frontage. Then Lot 3 is to have a lot width of 217 ft. and road frontage of 167.31 ft. SUMMARY The Planning Board is to provide a recommendation to the ZBA in regards to the applicants request for subdividing lots where two of the lots do not meet the required 400 ft. average width and road frontage. The applicant is scheduled to be before the PB on May 21'pending ZBA review and decision. The PB may conduct SEQR(un-coordinated) at that time as part of the review process.
