Site Plan: Modification to an existing approved site plan requires Planning Board review and approval. Resolutions: 1. 6-16-15: Planning Board recommendation to Zoning Board Project Description Parking expansion of 71 spaces to the existing Log Jam Outlet Center. Site Plan review is required per chapter 179-3-040 of the Zoning Ordinance. Staff Comments The applicant proposes to install a 22,310 sq. ft. of new parking area to the back area of the existing French Mountain Commons outlet center. The area will be improved with 71 new parking spaces, nine light poles and 8 drywells. The back of the building will include three new light wall packs. The edge of the parking area will include a mixture of eastern white pine, white spruce and eastern hemlock. The applicant has submitted a stormwater pollution prevention plan that has been forwarded for review and comment. The project includes grading on the adjacent southern property and the information is shown on sheet S4. The overall site disturbance is 1.3 acres. The current site has 139 parking spaces located on the North side of the building for 210 spaces total for the site with additional spaces. The plans show a proposed 30 ft. wide interconnect. There is no additional site work proposed to the north side of the property parking area and building. Nature of Variance The applicant requests relief for installing new hard surfacing parking area where 30%permeable is required for the Commercial Intensive zone an 23.9%. The applicant intends to construct 71 new parking spaces in the southeast corner of the parcel.Submitted information includes the following: • Site Plans and Details prepared by Hutchins Engineering, dated March 5, 2015 and last revised May 15, 2015; • Stormwater Management Report and Stormwater Pollution Prevention Plan Narrative prepared by Hutchins Engineering, dated May 14, 2015; • Short EAF, signed and dated May 14, 2015; and, • Site Plan Review Application. Your office has requested that we review the submitted Stormwater Management Report and Stormwater Pollution Prevention Plan Narrative and the design of stormwater system it relates to compliance to local, state or relevant codes/regulations and general practice. Based upon our review, Chazen offers the following comments for the Town's consideration: Stormwater Management& Erosion and Sediment Control: 1. The proposed disturbed area of 1.3 acres requires the preparation of a Stormwater Pollution Prevention Plan (SWPPP) in accordance with GP-0-15-002 that includes erosion and sediment controls as well as post construction stormwater management practices.A Stormwater Pollution Prevention Plan (SWPPP)has been provided.Comments relating to the Stormwater Management Report and SWPPP are offered below: Chazen Engineering,Land Surveying&Landscape Architecture Co.,D.P.C. The Certification Statement provided in the SWPPP has not been revised for consistency with the new General Permit GP-0-15-002. The Applicant shall update the certification statement so that it is consistent with the current General Permit. 3. The Applicant states that inquiries for endangered species and archeological resources or historical places have been made to NYSDEC and NYSOPRHP respectively. It is indicated that this information will be included in the SWPPP once it is obtained, in accordance with the requirements for coverage under GP 0-15-002. Permit coverage cannot be obtained until this information is documented in the SWPPP. 4. Section 4.0 of the SWPPP discusses the construction of a Town road to access seven building lots. The Applicant shall revise this section so that it is consistent with the work being performed for this project. 5. The Applicant proposes to install drywells to infiltrate runoff from the newly created parking area. It appears that some of the drywells will be located in a combination of existing and fill soils with a majority of the proposed drywells located in fill soils only. A soil percolation rate of 30"/hr was used to model infiltration in the drywells; however, it is unclear how this rate was determined. Applicant to clarify. 6. The drywell detail provided on sheet S2 specifies that the drywells will have grates rather than solid covers. However, based on the narrative provided in Section 4.0 of the SWPPP it seems the intent is that the catch basins will capture and pretreat flows prior to entry into the drywells.With this said it is assumed that solid covers will be required on the drywells. Applicant to clarify. 7. The summary for Pond DW3-8 in the HydroCAD calculations indicates that the connector pipe and associated stone trench are 130 LF in length; however, it appears that these features are 30 LF (+/-) in length. Additionally, the portion of the pipe trench that falls within the drywell stone envelop shall not be included as these areas are already accounted for. 8. Based on the proposed layout, runoff from the majority of the proposed parking lot,and portions of the existing parking lot will flow to CB-3,which is located in the southern corner of the proposed parking lot. This catch basin is at the overall low point of the proposed parking lot, and is surrounded on two sides by 6-inch concrete curbing. If this catch basin was to overflow, concentrated stormwater would discharge down the proposed 2.5H:1V slope, and could lead to erosion of the slope. Has the Applicant evaluated the inlet capacity of the catch basin grate as it relates to accommodating the flow tributary to the same?Perhaps additional inlet capacity should be considered to accommodate for potential partial blockages of leaves, debris? 9. It appears that the proposed site improvements will require that stormwater infrastructure be installed on the neighboring parcel to the east a fill material to be installed on the neighboring parcel to the south. However, it is unclear if the Applicant has, or is planning to obtain an easement for construction (and maintenance) of said infrastructure. Applicant to clarify. 10. The swale which is proposed along the eastern side of the existing access drive has a slope of approximately 12%. As such, check dams should be incorporated to slow flows and prevent erosive flow velocities. As such, the temporary swale should be directed to the sediment basin and the basin sizing should be revised (if needed)to accommodate this additional flow. 11. The Applicant has provided a figure for the required WQv for the site; however, calculations to substantiate this figure have not been provided. Additionally, it is unclear if the required pretreatment of the WQv has been provided. Per Section 6.3.3 of the NYSSMDM: "If the ff for the underlying soils is greater than 5.00 inches per hour, 100%of the WQv shall be pretreated prior to entry into an infiltration facility." As such, the Applicant shall provide additional information regarding calculation of the WQv and associated pretreatment. 12. The Applicant has modeled post-construction subcatchment 4S using the "Woods/grass comb., Fair, HSG A"; however, based on the landscaping plan it appears that a large portion of the subcatchment will consist of grass only. The Applicant shall update the HydroCAD model accordingly to reflect the proposed site condition. 13. The Applicant has not provided a maintenance agreement in accordance with §147-10.D of the Town code.As such,the Applicant shall provide a maintenance agreement in accordance with the referenced code for approval by the Town, if and as desired by the Town. 14. The location of silt fencing has been shown on the plans; however, it appears that there are areas of disturbance which are not tributary to this silt fencing. The Applicant shall revise the erosion and sediment control plan so that silt fencing is located down gradient from all disturbed areas in accordance with the NYSSSESC. 15. Section 3.0 of the SWPPP states that the total project disturbance is 1.4 acres but the project description in Section 1.0 states that there will be 1.3 acres of disturbance as part of the project. The Applicant shall revise for consistency. 16. In post-development model the Applicant specifies a"<75%Grass cover,Good, HSG A"cover type which appears to account for the grass area to the northeast of the existing building. However, it appears that this same area has been modeled as"Woods/grass comb., Fair, HSG A" in the pre- development model.The model shall be revised for consistency. Conclusions and Recommendations It is our opinion that the applicant should provide clarification for the above items and incorporate the changes in subsequent plan submissions.
