The applicant intends to construct a new 160 unit self-storage facility. Submitted information includes the following: • Site Plans and Details prepared by Hutchins Engineering,dated February 27,2015 and last revised May 15, 2015; • Stormwater Management Report and Stormwater Pollution Prevention Plan Narrative prepared by Hutchins Engineering, dated March 16, 2015 and last revised May 15, 2015; • Short EAF, signed and dated March 16, 2015; and, • Site Plan Review Application. Your office has requested that we review the submitted Stormwater Management Report and Stormwater Pollution Prevention Plan Narrative and the design of stormwater system it relates to compliance to local, state or relevant codes/regulations and general practice. We note that our office previously reviewed this application and provided a letter on April 15, 2015 regarding the same. A response to this letter was not provided, likely because the site plan changes significantly. Based upon our review of the material noted above, Chazen offers the following comments for the Town's consideration: Stormwater Management& Erosion and Sediment Control: 1. The proposed disturbed area of 1.05 acres requires the preparation of a Stormwater Pollution Prevention Plan (SWPPP) in accordance with GP-0-15-002 that includes erosion and sediment controls as well as post construction stormwater management practices. A Stormwater Pollution Prevention Plan (SWPPP) has been provided. The Certification Statement provided in the SWPPP has not been revised for consistency with the new General Permit GP-0-15-002. The Applicant shall update the certification statement so that it is consistent with the current General Permit. 3. The Applicant states that inquiries for endangered species and archeological resources or historical places have been made to NYSDEC and NYSOPRHP respectively. It is indicated that this information will be included in the SWPPP once it is obtained, in accordance with the requirements for coverage under GP 0-15-002. Permit coverage cannot be obtained until this information is documented in the SWPPP. 4. Soil testing has not been provided for the proposed development. The Applicant states that the site consists mostly of fill soils which they categorize as HSG-C soils. Since an infiltration basin is proposed soil testing shall be provided to confirm infiltration rate and depth to groundwater in accordance with Section 6.3.1 of the NYS SMDM. 5. The Applicant proposes to use"stone filled conveyance trenches"as part of this project. However, the design intent of the trenches is not clear. Applicant to clarify the intent of these trenches and the discharge locations as the proposed underdrain discharge locations and associated piping are not shown. 6. In Section 3.0 of the SWPPP the Applicant has provided a summary of proposed conditions cover types for the site. However,the cover quantities provided in this section (and provided in the site plan application)do not match the quantities used in the HydroCAD model. Applicant to revise as needed. 7. Section 5.9 "Deviations from NYSDEC Standards" makes reference to drywells; however, it does not appear that drywells are proposed for this project. The Applicant shall provide clarification and/or revise the SWPPP as needed. 8. The Applicant has not provided a maintenance agreement in accordance with §147-10.D of the Town code.As such,the Applicant shall provide a maintenance agreement in accordance with the referenced code for approval by the Town, if and as desired by the Town. 9. It appears that the parameters used to determine the WQv for Subcatchment 3S are incorrect. The HydroCAD report indicates that Subcatchment 3S consists of approximately 1.63 acres of drainage area; however, the WQv calculations indicate a drainage area of 0.74 acres. The applicant shall revise for consistency. 10. The proposed development subcatchment map indicates two different Tc flow paths for Subcatchment 3S. Additionally, it appears that this catchment area should be broken up into two distinct subcatchment as the proposed swale on the north side of the proposed gravel drive will capture water from the northern half of the subcatchment and convey it to the existing pond located to the north of the property's entrance. 11. It is unclear if runoff from Subcatchment 3S is being pretreated prior to entering the infiltration basin. Applicant to clarify.
