1976-10-12 Mr. Brandt : We are well aware that it is a very limited lifetime in that landfill and that is why from the beginning we knew we would have to go to resource recovery. There has to be some real substantial effort to get there. Mr. Norm Barnes is here also who today went to New York to explore further uses of combining the sludge from sewers and some of the potential fuel derived from the landfill material to make a saleable fuel or to directly generate steam and/or electricity. Selling it to an industry in the community or utilizing it ourselves . . We do not know the answers to this yet. They are very large technical questions and also financial questions and they are going to take a lot of exploring. If through the Sewer Agency there is federal funding available to help us solve part of the problem, we may merge these two problems and get a lot of outside funding then we are very interested in that concept. I want to thank everyone who has helped with these negotiations. They started before I came here. It has moved along very well . I think it is T a great first move to the relationships that are developing, a very substantial move between the two communities and I think that we a learning that our problemsdo not start or stop at the boundary line but they are really common problems and I hope that we can solve many of these problems in the future as this attempt has been made and I think everyone that has worked on it has given up a great deal of time and a great deal of effort and I personally have to thank them all and I want to also recognise that many of the county Board of Supervisors are here attending the meeting and I want to thank them for their help and their support in solving this problem with us. . Duly adopted by the following vote: Ayes : Mr. Olson, Mr. Barber, Mr. Robillard, Mr. Robertson, Mr. Brandt Noes : None Absent: None Supervisor Brandt- We have been working since we first got word of the Public Works Employment Act, to establish what the problems are, and trying to find the problems of drainage in varioua parts of the Town.. As we saw the exact wording of this act and started to under-stand it , we saw that there was only one project in the Town of Queensbury which might be funded under that act. That act was 100; funding, if you got it. The project has to be more that $500, 000. 00 in size and this project would cost about $800, 000. 00. We have done a lot of the field work ourselves but we need an Engineer to help us prepare the application and the specifications for contractors and put his seal on it. Kestner is willing — to help us in conjunction with our own staff, to try and get this applica- tion in. My feeling is that there is certainly a strong possibility that it not get funded, chances are te* one that it gets funded. However I think there is no question that the project has to be undertaken at some time, and we are going to have to look at funding if this isn't successful, in some other program some other way. I think that the engineering we put in it, is going to be an investment in the future, if it were approved for funding by the Federal Government the engineering would be paid for by the Federal Government if not we would have to bear the expense. Councilman Robillard- This is an area that we have to negotiate we can decide, I might . . . my main concern is Police Protection for the Town of Quennsbury . . . Supervisor Brandt- I do not think there is any question, we are all concerned about Police protection in the Town of Queensbury the question is really the cost and how we are going to carry it out. The question is what,%alternativesAre there other than what we are doing. We have some time, I would be glad to meet with you, I would be glad to meet with anybody on it, I think there are some viable alternates to what we are doing I think they need to be analyzed and certainly the funds can be restored or added or subtracted according to what our better judgement island I would be glad to meet with you. Supervisor Brandt-there has been a limited amount of progress on the Master Plan not=red that he was meeting with Brian Harrison of Warren County to talk about this problem. . .noted that the County was not happy with the proposal the Town had. . .we are now trying to get new input and set up more informal meetings to start to resolve the problems . . .
