The proposed Extension #50 includes three tax parcels, 309.14-1-80, 309.14-1-82 and 309.14-1-89.1. The parcels are located along the northern portion of Big Boom Road and along Main Street, between Big Boom Road and Ryan Avenue. A map of the proposed Extension#50 and a list of the included parcels are attached in Appendix A. Properties included in the proposed Extension #50 are currently supplied with water from the Queensbury Consolidated Water District(QCWD), however, the properties are not wholly within the QCWD.The formation of the proposed Extension#50 is administrative only.No infrastructure is being constructed and therefore, no additional debt is being incurred. This Map, Plan and Report has been prepared in accordance with Articles 12 and 12-A of New York State Town Law. 2.0 USER MAKE UP AND ANNUAL USER COSTS Parcel 309.14-1-80 is occupied by two buildings, Cumberland Farms convenience store/gas station and a Subway restaurant. Parcels 309.14-1-82 and 309.14-1-89.1 are currently vacant. There are no one or two family homes in the proposed Extension#50. The annual costs to the users within the proposed Extension#50 are comprised of: • Debt retirement for the QCWD as an annual ad valorem tax based on property assessment • Costs for operation and maintenance of the water treatment plant and water distribution system based on metered water consumption billed quarterly The table below is a summary of the estimated annual user costs for each of the three parcels within the proposed Extension#50 based on current property use: The Chazen Companies Project Number:91500.16 August 2015 Map Plan and Report Town of Queensbury Exit 18 Overlay Water District,Extension#50 Page 2 Table 1:Estimated Annual User Cost Assessed Value Ad Valorem Cost of Water Total Estimated from 2015 Tax($0.78 per (based on Annual Cost(Ad Tentative $1,000 metered Valorem Tax+ Tax Parcel ID Owner Assessment Roll assessed) consumption) Cost of Water) Cumberland 309.14-1-80 Farms,Inc. $1,683,200 $1,312.90 $776.05 $2,088.95 309.14-1-82 AREC 10,LLC $766,300 $597.71 $0 $597.71 Big Boom Realty 309.14-1-89.1 LLC $367,200 $286.42 $0 $286.42 1 Combined water bills for account#840150 and account#202039 for the period 4/7/14—4/9/15. The estimated cost of hook-up fees for the properties within the proposed Extension#50 would be $770 in accordance with the Town Water Department's current fee schedule. 3.0 CONCLUSIONS The Town of Queensbury intends to form the Exit 18 Overlay Water District, Extension #50 to encompass three parcels. No additional infrastructure is required to service the proposed Extension #50 and therefore, no additional debt is being incurred. Costs to the users within the District Extension include an ad valorem tax for debt retirement for the QCWD,the cost of water and hook-up fees. For water provided to parcels outside the QCWD, the minimum amount charged by the Town is exactly the same as if the parcels were within the District (plus any specific additional costs associated with that parcel if appropriate).Accordingly, the costs of obtaining water service when the proposed Extension #50 is formed would be the same or less than if the property were not in the District and benefitting from the QCWD.
