3.7 3.7 APPOINTMENTS\Establish Deputy ToNNu Clerk 3 and Apponit Ta ume Landers—8-17-15 REVISED RESOL UTION RESOLUTION AUTHORIZING ESTABLISHMENT OF DEPUTY TOWN CLERK III POSITION AND APPOINTMENT OF TAMMIE LANDERS RESOLUTION NO. ,2015 INTRODUCED BY: WHO MOVED FOR ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 463,2006, the Town Board appointed Tammie Landers (formerly known as Tammie Lamphear) as a Clerk in the Town Clerk's Department (reception area), and WHEREAS, the Town Clerk has advised the Town Board that such position is no longer needed and due to the heavy workload in the Town Clerk and Tax Receiver's Office, the Town would be better served by appointing Ms. Landers as a Deputy Town Clerk III to work directly in the Town Clerk and Tax Receiver's Office where she may perform a variety of duties, and WHEREAS, the Warren County Department Personnel and Civil Service has reviewed the proposed job duties for the Deputy Town Clerk III position and has certified that Deputy Town Clerk III is indeed the most appropriate title for the position as set forth in the New Position Duties Statement adopted by the Warren County Department of Civil Service and presented at this meeting and WHEREAS, the Town Board wishes to therefore establish the full-time position of Deputy Town Clerk III in accordance with New York State Town Law Article 3, §30(10)(a) and authorize the appointment of Ms. Landers in such position, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby establishes the full-time position of Deputy Town Clerk III in accordance with New York State Town Law Article 3, §30(10)(a), and as set forth in the New Position Duties Statement adopted by the Warren County Department of Civil Service presented at this meeting, and BE IT FURTHER, RESOLVED, that it shall be the duty of the Deputy Town Clerk III to assist the Town Clerk and Deputy Town Clerks I and II in the performance of their duties along with any other assigned duties, and in his or her duties, the Deputy Town Clerk III will at times act for and in place of the Town Clerk and/or Deputy Town Clerks I and II, and BE IT FURTHER, RESOLVED, that it is the Town Board's intention for this to be a Civil Service exempt position and the Town Board therefore authorizes and directs the Town Clerk to seek exempt classification, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes the appointment of Tammie Landers to the position of Deputy Town Clerk III at the annual salary of$36,441.60 (hourly rate of pay of $17.52) $18.02 effective August 18th, 2015, and BE IT FURTHER, RESOLVED, that the Town Board further abolishes the Clerk in the Town Clerk's Department (reception area)position as it is no longer necessary, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Town Clerk and/or Town Budget Officer to complete any documentation and take such other and further action necessary to effectuate the terms of this Resolution. In the left column,estimate how the total working time is divided. • Percent of Job Duty Work Time PLEASE SEE ATTACHED • (Attach additional sheets if more space is needed) Names and Titles of Persons Supervising this position(General,Direct,Administrative,etc.) Deputy Town Clerk III Deputy Town Clerk III shall have the power to perform any or all duties and responsibilities of the Town Clerk as directed by the Town Clerk, to act for and on behalf of the Town Clerk in the absence of the Town Clerk and First and Second Deputy Town Clerks, and such further duties as the Town Clerk may determine not inconsistent with law. 50% Assist Town Clerk/Receiver of Taxes; in mailing tax notices and data entry; collect, disburse, manage and reconcile Town& County Tax Collection for over 14,000 parcels; collect, disburse, manage and reconcile School Tax Collection for over 14,000 parcels for three (3) different school districts; collect disburse, manage and reconcile water & sewer rents for over 8,000 parcels. (The Tax Receiver's Office collected over$56.3 million in taxes and over 13.2 million in water and sewer rents in 2014). 25% Assist the Town Clerk, the Head Cashier for the Town: collect, disburse, manage and reconcile all incoming and outgoing funds within the Town; record and disburse to Town, State and County Departments all incoming cash. The Head Cashier collects Building Permit fees, Public Safety Fees, Recreation Fees, Planning & Zoning Fees, Queensbury Center Rental fees and Queensbury Landfill Fees. Assist the Town Clerk in issuing State Licenses & Permits including Dog Licenses, Conservation Licenses, Games of Chance Licenses, Bingo Licenses and Handicap Parking Permits. Issue Town Licenses & Permits mandated by Local Laws including Mobile Home Park Licenses, Junkyard Licenses, Transient Merchant Market Licenses, Peddler's Licenses, Lake George Park Commission Boat Permits and Adirondack Balloon Festival Parking Permits. . (The Town Clerk's Office collected over$1.1 million in 2014) 15% Process, manage and report all incoming and outgoing mail for Town of Queensbury. Answer and dispatch all incoming Town of Queensbury calls. Schedule and coordinate twice a week Senior Transportation routes. Answer, dispatch and maintain records of all ACO calls.
