Resolutions 1. 10-20: SEQR Short Form—Type unlisted 2. 10-20: Site Plan Review decision Project Description The Applicant proposes to modify an approved auto dealership site to add 27,700 square foot of new impervious surface for 70 parking spaces for storage of vehicle inventory. Project includes associated driveway connection and stormwater management. Site Plan modification: Pursuant to Chapter 179-3-040 of the Zoning Ordinance Site Plan review and approval is required for modification to an approved site plan. Staff Comments The applicant proposes to construct a 27,700 sq ft new paved parking area to be associated with the new Lia Nissan facility. The applicant has explained when installing the new parking area they ran into rock ledge in the northwest corner where 20 parking spots were proposed. In addition, the area of ledge was originally to be used as fill for a portion of the site. The applicant has indicated they were able to locate additional material on site of 0.9 acres to assist with fill of the site. The new parking area is at the north end of the property where 20 of the spaces will be relocated and 50 new spaces will be added for a total of 70 spaces in the new area. The plans show the location of swale and a stormwater water retention area to accommodate any new stormwater on the site. The applicant provided an updated stormwater report that has been forwarded to the engineer for review and comment. The applicant has indicated all other site details including lighting landscaping, building, are to be installed as planned. Summary The applicant has completed a site plan application for the expansion of the parking area for the new Lia Nissan facility that would include 20 relocated spaces and 50 new spaces. The Planning Board has determined that the proposed project and Planning Board action is subject to review under the State Environmental Quality Review Act; The proposed action considered by this Board is Unlisted in the Department of Environmental Conservation Regulations implementing the State Environmental Quality Review Act and the regulations of the Town of Queensbury; No Federal or other agencies are involved; Part 1 of the Short/Long EAF has been completed by the applicant; Upon review of the information recorded on this EAF, it is the conclusion of the Town of Queensbury Planning Board as lead agency that this project will result in no significant adverse impacts on the environment, and, therefore, an environmental impact statement need not be prepared. Accordingly, this negative declaration is issued. The applicant is constructing a new auto dealership on a 13.35 acre parcel. As stated in a letter dated September 25, 2015, during the site construction phase of this project, ledge rock was encountered on the northwestern corner of the site. As such, the Applicant proposes to install 70 additional overflow parking spots and additional stormwater features, to replace the parking spaces removed due to the ledge rock. Submitted information includes the following: • Site Plans and Details prepared by Ingalls and Associates, last revised dated September 23, 2015; • Stormwater Pollution Prevention Plan prepared by Ingalls and Associates, revised dated September 23, 2015; • Town of Queensbury Site Plan Review Application,and; • Project narrative letter by BBL Construction Services, LLC,dated September 25, 2015. Your office has requested that we limit our review to the design of stormwater system as it relates to compliance to local, state or relevant codes and regulations. Based upon our review, Chazen offers the following comments for the Town's consideration: Stormwater Management& Erosion and Sediment Control: 1. According to the Drainage Comparison table on page SWPPP-10, stormwater rates in the post- development condition are greater than the pre-development condition for the 10-year storm. The Applicant shall revise the design to meet the requirements of GP-0-15-002 Post- construction stormwater management practice requirements. The ledge rock was discovered at the northwest corner of the proposed parking lot. The parking spaces that are eliminated and the spots in proximity to the eliminated spots were proposed as porous asphalt sections. The Applicant shall clarify if site limitations exist in areas of the proposed porous asphalt that would not conform to the design standards of the NYS stormwater design manual. 3. The Applicant shall clarify if the limit of the study area for endangered and threatened species, SHPO,and wetlands as part of the original SWPPP covers the area of new proposed disturbance. 4. It does not appear that the Total Water Quality Volume Calculation worksheet in the SWPPP was updated per the revised site plan. The Applicant shall provide revised WQv and RRv calculations per the revised site plan. 5. The Applicant shall clarify how they intend to provide water quality treatment for the proposed, new impervious areas.This does not appear to be documented in the SWPPP.
