AND PROMOTING SCOTT BURNARD TO SUCH POSITION

WHEREAS, upon the recommendation of the Town of Queensbury's Water Superintendent,
the Queensbury Town Board wishes to establish a full-time Senior GIS and Utility Location Technician
position in the Water Department, and
WHEREAS, the Warren County Department Personnel and Civil Service has reviewed the
proposed job duties for the position and has determined that Senior GIS and Utility Location
Technician is indeed the most appropriate title for the position as set forth in the New Position Duties
Statement adopted by the Warren County Department of Civil Service and presented at this meeting,
and
WHEREAS, the Town Board and the Town's Unit of the Civil Service Employees
Association, Inc. (CSEA) have agreed that this new position shall be an hourly position to be included
in the Town's CSEA Bargaining Unit, and
WHEREAS, the Water Superintendent has advised that Scott Burnard, the Town's GIS
Utilities Technician, has the required qualifications and therefore the Water Superintendent wishes to
promote Mr. Burnard to the Senior GIS and Utility Location Technician position on a provisional basis
until such time as Mr. Burnard meets all Civil Service requirements for the position, and
WHEREAS, the Town Board wishes to establish the position and authorize the requested
promotion,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby establishes the hourly, full-time Senior
GIS and Utility Location Technician position as set forth in the New Position Duties Statement
adopted by the Warren County Department of Civil Service and presented at this meeting, such
position to be included in the Town's Civil Service Employees Association, Inc. (CSEA) Bargaining
Unit and added to the Union Contract at the next Contract opening, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the promotion of Scott Burnard
from GIS Utilities Technician to the newly established CSEA competitive position of Senior GIS and
Utility Location Technician effective as of November 17th, 2015 on a provisional basis until such time
as Mr. Burnard places successfully on the Civil Service Exam and meets all Civil Service requirements
for the position, and
BE IT FURTHER,
RESOLVED, that the Town Board further establishes the 2015 hourly rate for the position in
the Town's Agreement with the CSEA at $26.79, and
BE IT FURTHER,
RESOLVED, that consistent with the CSEA Agreement, such promotion will be subject to a
90 day trial period, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Water
Superintendent and/or Town Budget Officer to complete any forms and take any action necessary to
establish the position and effectuate all terms of this Resolution.

SENIOR GIS(GEOGRAPHIC INFORMATION SYSTEM)AND UTILITIES LOCATION
TECHNICIAN
DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for
maintenance and operation of a Geographic Information System (GIS) as well as performing assigned
tasks relating to the Town water and wastewater utility lines integrity processes. The incumbent oversees
or performs GIS design and creation of maps,converts hard copy maps into a digital format,and performs
field work to visibly verify map data. The incumbent also oversees or performs other related professional
or technical duties and mechanical tasks relating to the integrity of water and wastewater utilities located
near construction projects including water and wastewater installations and repairs. This class differs
from GIS and Utilities Location Technician in that the Senior GIS and Utilities Location Technician has
greater scope of duties, greater independence of action, has supervisory duties and has overall
responsibility for the GIS and Town water and wastewater utility line integrity program. The work is
performed under the general supervision of the Department Head with wide leeway allowed for the
exercise of independent judgment in carrying out the details of the work. The incumbent supervises staff
technicians.Does related work as required.
TYPICAL WORK ACTIVITIES:
Leads and oversees the development and maintenance of the Geographic Information System (GIS)
databases used to store,retrieve,report and share a variety of digital and non-digital public works
related data used in the operation of a Geographic Information System(GIS);
Oversee the work of employees involved in GIS and utility location related projects and programs;
Oversees and/or performs Department water line location processes;
Oversees and/or performs inspections of new water line installations;
Oversees operation and/or operates leak detection equipment for location of water line leaks;
Performs tasks to ensure GIS data is compliant with standard GIS data design practices including creating
meta-data sets and creating topologies to define the interrelations of the data;
Trains other employees in GIS use;
Installs, tests, configures and diagnoses and resolves problems with computer hardware, software and
peripheral equipment as required;
Designs, creates and/or updates a variety of maps including maps of utilities and other municipal assets;
Converts hard copy maps to a digital format;
Assists in the development of a GIS by linking database information to graphic elements and images;
Performs field work to visibly verify the existence and/or location of municipal assets;
Receives and reviews proposed construction projects including water and wastewater installations and
repairs to determine proximity to underground water and wastewater utilities:
Inspects water and wastewater installations and repairs to ensure that the work complies with municipal
codes, signs off on complete installations and repairs;
Records information relative to installations and repairs and updates water and wastewater GIS database
as required;
Reviews maps and cards to identify municipal water and wastewater pipes and/or lines uncovered during
construction or installations,determines the best way for the
construction or installation to proceed given the nature of the pipes and lines, and determines
necessary fill and fittings;
Performs basic calculations and computations relative to the work performed;
Creates and maintains records and reports relative to the work performed.

Thorough knowledge of the concepts, practices and techniques related to developing, maintaining and
operating a GIS; thorough knowledge of the practices and techniques developing and maintaining
databases; thorough knowledge of the practices and techniques relative to designing, creating and
updating maps generated from digital and non-digital data; thorough knowledge of the geography of the
municipality, including the water and wastewater infrastructure; thorough knowledge of the
municipality's codes and other rules and regulations relative to the installation and repair of water and
wastewater pipes and lines; good knowledge of the practices and techniques related to the professional
planning process; good knowledge of the practices and techniques related to maintaining, testing and
configuring computer hardware,software and peripheral equipment;
good knowledge of plumbing principles and techniques relative to connections and repairs to municipal
water and wastewater systems; good knowledge of basic engineering principles and practices; ability to
review public work projects and determine their potential impact on water and wastewater systems;
ability to locate and identify water and wastewater systems; ability to inspect water and wastewater
installations and repairs for compliance with codes,rules and regulations;ability to establish and maintain
effective working relationships with others; ability to understand and follow oral and written instructions;
ability to perform close, detail work involving considerable visual effort and concentration; ability to
operate a personal computer and utilize common office software programs including word processing,
spreadsheets and databases; ability to communicate effectively both orally and in writing; ability to
analyze and organize data and prepare records and reports; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS:
(a) Graduation from a regionally accredited college or university or one accredited by the New York
State Board of Regents to grant degrees with a Bachelor's degree engineering,mechanical design
technology, mechanical engineering technology, geography, urban planning, computer
programming, computer science or closely related field AND four years (4)years of experience
administering a Geographic Information System or other computerized mapping and assessment
system or four(4)years of experience designing, creating and updating maps based upon digital
and non-digital data;OR
(b) Graduation from a regionally accredited college or university or one accredited by the New York
State Board of Regents to grant degrees with a Associate's degree, which included or was
supplemented by twelve credit hours of coursework in engineering science, mechanical design
technology, mechanical engineering technology, geography, urban planning, computer
programming, computer science or closely related field AND six (6) years of experience
administering a Geographic Information System or other computerized mapping and assessment
system or six (6) years of experience designing, creating and updating maps based upon digital
and non-digital(lath; OR
(c) Graduation from high school or possession of a high school equivalency diploma AND (8)years
of experience administering a Geographic Information System or other computerized mapping
and assessment system(8)years of experience designing, creating and updating maps based upon
digital and non-digital data.
