Chazen Project#91300.3-1
Queensbury Ref. No:SPS -2015
Dear Mr. Brown,
The Chazen Companies (Chazen) has received a submission package from your office for the above
project. The Applicant intends to redevelop an existing gas station No a new gas station. Submitted
in formatfa an includes the follovkng:
a Plans and Details, prepared by Stewarts Shops,dated August 4, 2015;
iff Stormwater Report for Property Redevelopment by kDtt E. Kitchner, P-E., dated October 2-3,
2015, and,
IF A Site Plan Application with supporting documentation.
Your office has requested that we limit our review to the design of star water mariagernent and
erosion and sediment control items as it relates to compliance to loca[, state or relevant cGdes and
regulations. used upon our review of the information provided, Chaz en offers the following comments
for the Town's consideration-
Site Flan:
1. The proposed site 'improvements disturb approximately 31,479 square feet (actual disturbance
figure not provided, based on total lot size) of land and will not be subject to NYSDEC Phase H
Storm rater Regulations. Comments related to the stormwater plan and report are presented
below.
2. It does not appear that a ay soil testing was performed on site to confirm the percolation rate
used in the drywall design provided in the Stormwater Report or that them is adequate
separation to seasonal high groundwater. The Applicant should per-form onsite infiltration
testing as well to confirm the assumptions used in the design

3. A detail for the construction of the proposed drywell has not leen provided. The Applicant shall
provide a detail, which is consistent the stormwater sizing calculations provided ire the
Ston water Report,ori the plans_
. It appears that the ' Hour Infiltration Capacity' has been incorrectly calculated, The void
volare wfthin the stone envelope has been used rather that the surface area (typically the
bottom area)over which sto rmwater wiH be infiltrated. The i filtratlon rate Used was expressed
In terms of 1n hour rather than feWhou r such that the units of the rate are consistent with the
other teras used in the equation. Please reprise the calculation accordingly.
S, The Applicant does not depict any erosion and sedirrient controls on the site layout plan. The
Applicant should revise the plans to include these features and provide details for each practice.
6. The Applicant proposes to connect the star water control systems to the existing Mate drainage
5ystern associated v4th Route 9, It is noted that this connection will require the Applicant to
obtain a Highway Work Permit from the NYSDOT,
Conclusions and Recommendations
It is our opinion that the applicant shou Id provide clarification. for the above iterrns and incorporate the
ehan es in s;tj bsequent pian su bmissions,
