The garage design and site plan has been carefully designed to fit the site characteristics and neighborhood character and revisions were made to address the southerly neighbor's concerns. As you may recall, the applicants received approval from the boards in 2014 for the construction of their new home which is now nearly complete. In addition, a new compliant wastewater system was installed in the fall of 2014 upon the easterly, upgradient portion of the parcel. While the floor layout of the new home has been maximized for efficiency, due to the constraints of parcel and allowable building footprint, there is inadequate storage and work space for the applicant's needs. The proposed garage will provide the workspace and garage space that the applicant desires and the upstairs area will provide the needed storage space. Due to the parcel's geometry and setbacks of the WR zone, the building envelope is very small and it is not possible to construct a conforming structure upon the lower portion of the parcel. While there is significant lot acreage over the easterly portions of the parcel, the topography is far too steep to construct vehicular access to this portion of the parcel. Area variances are requested for the lack of road frontage upon a town road, side setbacks, allowable building height for a detached garage, and relief from the second garage requirement in order to maintain the existing canvas shed which is used for boat storage. The project has been designed to minimize clearing and disturbance, as the majority of the garage will be constructed over the existing drive/parking area. No additional living space is proposed with the project, therefore there will be no additional demands upon the wastewater system. With respect to stormwater management, subsurface infiltration trenches will be installed to provide runoff mitigation from the garage roof. With respect to topography and grading, given the relatively small project envelope and the fact that the garage will be constructed over a recently graded gravel parking area, we request waivers from the topography and grading requirements for the site plan. The applicant has been communicating with the northerly and southerly adjoining neighbors and that their 1 concerns have been satisfied; copies of correspondence with neighboring owners is enclosed. As I mentioned earlier, I would have tighter contractual controls than I had before on the garage contractor with all material storage/worker parking being on my property.Other than accessing the right of way, no other use of your property would be allowed In the contract. Sorry to be a pain but if you could look at the revised layout and reply to his email by next Monday that you still have no issues it would be greatly appreciated. I have a pre application meeting with the Zoning Admininstrator later next week and it would be extremely helpful to be able to say that my neighbors on both sides of me have no issues.
